But no one could answer Klein's inner question, nor could anyone answer the question Fors, "Magician," had raised earlier.
Or rather, Odys, the only one who could answer that question, had no intention of revealing the answer yet.
Audrey, "Justice," frowned prettily. "Didn't the police notice those missing vagrants?"
"The Hermit" Odys smiled. "As long as vagrants don't commit crimes or sleep in parks, the police don't deal with them."

Audrey was extremely surprised, but since she did not understand the situation, she could not refute him for the moment.
At that moment, Alger, "Hanged Man," asked "Hermit," "Do you know who is issuing missions to find vagrants?"
"I don't." Odys intended to stop there and not get too deeply involved for the time being.
