But Juan's Milotic had not fully healed her injuries, inside or out, with her previous Recover. The cumulative damage from another Electric Hidden Power would be enough to force her to use Recover again.

The main reason Baimu had not chosen Hypnosis immediately was that, just before giving the order, he had suddenly noticed Juan's Milotic waking the instant Shiny Milotic raised her body.
Had he used Hypnosis then, Juan's Milotic, still in fairly good shape, might have used Safeguard on his command at the same moment. Hypnosis would have failed, wasting a golden opportunity.
Electric Hidden Power, by contrast, was weaker but quick to launch. Its electrical attack also hampered the opponent's movement, preventing her from trying anything sneaky.
Once she had taken the full hit, Juan's Milotic would be worn down and in worse shape. Blocking Hypnosis would probably not be so easy.
