Perhaps his understanding of "hairs" was somewhat lacking.
In this era, among everyone Ye Mu had encountered, those who had displayed Conqueror's Haki were Roger, Rayleigh, Sengoku, Golden Lion, Charlotte Linlin, Kaido, Enel, Chinjao, Katakuri, and Doflamingo. Counting Ye Mu himself, they barely exceeded ten people.
Even among the Four Emperors' pirate crews that would one day dominate the entire New World, aside from the unknown Red Hair Pirates, only the Big Mom Pirates had slightly more. They had two Conqueror's Haki users, and there were no more beyond that.

The reason was simple. Ye Mu had not sensed anything novel.
