Background / History

Xiluo ruled his island through fear alongside his sister, Daisis. Residents claimed that pirates who resisted the siblings were later found dead, while Xiluo himself declared that everyone living on the island was his slave. His reputation was built on his ability to force people to kneel with an intimidating glare and his blood-based Devil Fruit powers 14.

The siblings maintained control through a combination of Xiluo’s Blood Poison and Daisis’s hypnosis. Xiluo placed poison in food and drink, allowing him to control anyone who consumed even a small amount. Daisis then used hypnosis to manipulate the poisoned victims, turning the island’s pirates, customers, workers, and residents into tools 19 20.

Xiluo challenged Wude after Daisis became obsessed with him. Their duel ended inconclusively when Kuroh appeared and blocked Xiluo’s blood arrows. During the hostage crisis, Xiluo attempted to use civilians and Wude’s former shipmates as leverage. Wude eventually escaped with the hostages while holding Daisis captive. Kuroh then attacked Xiluo from the air, a position Xiluo could not defend against because he lacked Observation Haki. Xiluo surrendered after Daisis revealed that the siblings could not win 20 21.

Wude initially considered recruiting Xiluo and Daisis because their abilities could be useful. However, Daisis admitted to killing civilians, while the number of Xiluo’s victims was impossible to count. Wude therefore judged the siblings beyond redemption. He is also unusually literal and socially detached. Xiluo treats Daisis’s marriage as something he can offer as a reward, misunderstands her romantic intentions, and repeatedly proposes physically subduing Wude for her benefit 15 17.

Despite his cruelty, Xiluo is fiercely attached to Daisis. He attempts to protect her from Wude, becomes enraged when she is threatened, and ultimately offers his own life in exchange for hers. Their apparent hatred during the hostage exchange is largely a performance masking their genuine sibling bond 18 21 22.
