• Specialist divisions — The Youcheng branch uses Operations, Information, Monitoring, and Equipment personnel, as well as patrol and medical teams. Its field squads combine tracking, defense, technical, and combat specialists 7 8 35.
• City defenses — Spiritual-energy alarms, barriers, warning towers, and sensor stakes help detect beasts approaching Youcheng. A damaged sensor stake creates a blind spot through which multiple beasts enter the city 6 7.
• Investigation equipment — Portable spirit-energy sniffers detect abnormal energy and life signs, though their range is limited and terrain or special abilities can interfere with them. SkyNet supports surveillance review and abnormal-behavior analysis 8.

History

Hua Yin’s recruitment

Bureau personnel find Hua Yin after he kills a Jade-Bladed Mantis in Qilu Alley. Testing identifies his newly awakened ability as S-grade; Captain Wang sends the results to headquarters under strict secrecy, and Hua Yin is placed under observation. Headquarters dispatches Demigod Realm consultant Li Siyuan to protect and guide him 3 4.

Hua Yin accepts a cooperation agreement that provides Spirit Stones, training resources, a consultant, and a protected identity in exchange for assignments, confidentiality, and safe research cooperation. He receives the codename White Butterfly and provisional A-rank access. The Bureau also requires witness Lin Qingqiu to sign a lifelong confidentiality agreement concerning the alley incident 4 5 6.

Youcheng security failures

Director Liu Zhenguo orders an inspection after the mantis reaches an area near a school. Captain Wang’s squad discovers a professionally sabotaged sensor stake and traces of several beast species entering through the resulting blind spot. The branch increases patrols, reviews surveillance, and searches underground spaces. After Hua Yin destroys a rat swarm, the Bureau decontaminates the site and later warns him about his gunfire and large-scale use of force, without imposing a substantive punishment 6 7 8 11.

A later Nether-Ring Snake invasion at Youcheng No. 3 Middle School prompts a containment and rescue operation. After the Snake Queen is killed, Director Liu orders an investigation into the destroyed Spirit-Pattern Pillar, the beasts’ origins, and possible enemy or insider involvement 14 21.

Criminal investigation and wider crisis

The Spirit-Pattern Pillar investigation leads the Bureau to question Li Fu, raid a black market, and capture dealer Old Smokestack. His testimony helps locate Scarface King. A coordinated factory raid ends with Scarface King and his surviving associates in custody; dedicated departments take over the investigation into his wider network and illegal awakening drugs 23 27 30 35 36.

When the figure known as the Psychologist is suspected of manipulating people across multiple cities, the branch raises its alert level and strengthens patrols and security checks. Its focus on outside threats leaves a detention-area vulnerability: a tiny crystalline spider reaches Scarface King’s cell without triggering surveillance. As unrest spreads through Youcheng, Bureau teams protect civilians on the ground while Bai Ye confronts the Psychologist above the city. Director Liu intervenes to defend Bai Ye, and Dragon Nation’s Demigod forces launch a wider counteroffensive against the Tongming Association 43 44 45 47 49.
