Dr. X paused, then continued. "Don't doubt me. Even if you refused, the SCP Foundation could make you kill them with your own hands."

"Second, I have an announcement for the viewers."

As he spoke, Dr. X took a document bearing the Foundation's insignia from his coat. He held it up to the camera, then read aloud:

"Following review and approval by the Foundation, effective immediately, all persons in the Super God Universe and its affiliated worlds may apply for permission to enter Earth."

"Applications should be submitted to: SCP Foundation * Foreign Affairs Department."

"The Foundation further promises that, so long as they do not violate the Foundation Code of Conduct, the SCP Foundation will not attack any extraterrestrial visitor without cause!"

"However, if an extraterrestrial visitor violates the Foundation Code of Conduct, the SCP Foundation reserves the right to pursue accountability without limit!"

"The SCP Foundation also reserves the right of final interpretation."
