Garp narrowed his eyes. A glint flashed through his slightly clouded gaze.
He smiled. "Ever since Chris came to our attention, he's given us one surprise after another."
"Of course, a lot of those surprises have been scares."
"But there's no denying it. From the moment we first heard of him until now, we've never truly understood him."
Garp glanced around the room with an odd look. "We've studied him for so long, yet we've only just learned that he has strength comparable to a member of the Four Emperors."
"But who among you can guarantee that what we know now is the full extent of his strength?"
Garp's suggestion caused an uproar throughout the Marine conference room.
It was something no one else had considered.
As far as they knew, the Four Emperors represented the highest level of power in the world!
They had never imagined that anyone could surpass them.
Besides, Chris was still a young man who had not even turned twenty.
No one had thought to consider that possibility.
Vice Admiral Dalmatian said thoughtfully, "Chris's personal strength is hard to pin down."
"But I don't think he's reached the level of the Four Emperors yet."
"At most, Chris has only just reached the threshold. Nothing more."
Vice Admiral Chaton gave Dalmatian a faint, knowing smile and shook his head. "Dalmatian, what makes you so sure?"
"Even if you don't know Chris, surely you know Dracule Mihawk?"
"Back then, Dracule Mihawk was spoken of in the same breath as Red-Haired Shanks."
"Their strength remains roughly equal even now!"
Dalmatian shrugged. "If we're talking about their actual strength, there's still a considerable difference between them, isn't there?"
"Dracule Mihawk is certainly powerful. I wouldn't object to saying he has strength on par with the Four Emperors."
