Background

Pudora was one of the strongest nations outside the World Government. Its fighting population and resident experts made it a difficult target; past invasions had failed, including a World Government campaign that ended after heavy losses. Big Mom also abandoned an attempt to take the country because the cost was too high 239 241 288.

The kingdom admitted capable outsiders with few restrictions. Pirates weary of life at sea, fugitives and fighters seeking seclusion settled there, while the authorities dealt lethally with anyone who caused trouble inside its borders. Ochoku, a former Rocks Pirate, lived there for decades and helped attract other powerful residents 241 288 479 480.

Geography and Defenses

• Pudora Kingdom Port — A heavily defended landing point with cannons and a garrison of more than 10,000 soldiers. Its troops were required to fire if an approaching enemy crossed a set boundary 372 537.
• Blackwater Valley — A natural fortress near the Royal City and the kingdom’s last strong defensive line 578.
• Royal City — The historic capital, improved over successive reigns. Its single gate reflected the royal family’s refusal to build routes for retreat 678 680.
• Resources — The kingdom possessed minerals and other resources valuable enough for visiting pirate captains to demand shares in exchange for military aid 327.

Government and Society

• Strength and office: Martial ability was required for government service. Ministers, including civil officials, carried weapons and fought when war came. Yuriton inherited the throne as the strongest of the princes 288 535.
• Public values: Pudora’s people prized fighting strength more than royal blood. Citizens, including teenagers, armed themselves during the invasion, and the Royal City could muster nearly 200,000 potential fighters if civilians joined in 525 680 681.
• Information control: The Culture Department inspected incoming newspapers and withheld unapproved information from citizens. Papers reaching the port garrison escaped that control 526.
• Refuge and independence: Yannis estimated that a tenth of the population was wanted by the World Government. Their presence was both a source of fighting strength and a reason officials feared joining it could provoke unrest 333.

• Old Blacksmith Smart — Pudora-born pirate once banished by Yuriton; he returned to defend his homeland despite their history 378 478.
