Garp chewed on a senbei and said casually, "I knew it would come to this."
"The Five Elders have never shown mercy to anyone who could threaten the World Government's rule."
"It's a shame about Chris. The young man hadn't even had a chance to show what he could do before he became a political casualty!"
Staff Officer Tsuru clicked her tongue. "I thought highly of Chris too. He has the nerve to dream big and act on it."
"I even hoped he would become the next Pirate King."
"Unfortunately, we're on opposing sides. We can't let him keep growing stronger."
Garp and Staff Officer Tsuru had been watching Chris closely. They had seen something different in him.
