"Are you going to stop me?" Penguin asked.

"Of course."

"No, you can't! Everything I'm doing is perfectly legal!" Penguin protested. "If I commit a crime, you can arrest me. I won't complain. But have I committed a crime now? All I want is to make this city better!"

"I'm a human rights champion who can't stand discrimination. What does this Joker have to do with me?" Roland said with righteous conviction.

"Batman, aren't you embarrassed to be seen with someone like him?"

Batman said nothing.

"Say something!" Roland urged. Batman's silence was starting to look like agreement.

"Let's get back to the Crime License. I can't allow you to do this in Gotham City."

"Oh, you won't allow it? You think Gotham City belongs to you?" Penguin sneered. "Funny. I think the same thing."

"If you insist..." There was a threat in Batman's voice.

"What are you going to do? Is it wrong for me to propose an idea?" Penguin sneered. "Batman, you regularly break the law to deal with criminals. You trust neither the police nor the courts. You don't care about this city. You just want to keep it the way you like it—a playground where you can indulge your urge to play hero."

"Is that what you think?"

"What, am I wrong? Why else haven't you killed Joker?"
