History

Old Families and the Court of Owls

Roland connects Gotham’s hidden history to the Court of Owls, initially describing it as an organization of wealthy old families that manipulates the city from the shadows. He suggests that the Waynes’ efforts to improve Gotham may have brought them into conflict with the Court, but its possible involvement in Bruce’s parents’ deaths remains speculation at that stage 104.

In a later account, Roland states that Gotham was built on human sacrifice and that the owls repeatedly sacrificed victims according to Barbatos’s plan. Legends describe the Wayne family saving Gotham while losing family members to the owls. Penguin questions whether these stories favor the Waynes, rather than accepting the account uncritically 175.

The Court’s connection to Nightwing is personal: his grandfather was a Talon. After Batman captures the Court’s Talons, Nightwing learns the organization’s full history and takes his grandfather home 175.

Organized Crime and Institutional Corruption

Early Gotham is dominated by crime families, armed gangs, and compromised officials. Gordon specifically warns Roland about the Falcones. At the docks, Captain Boone is exposed as protecting a smuggling ring and murdering witnesses; Batman prevents him from killing retired officer Hollihan and forces the corrupt officers to surrender 14 31.

The Falcone–Maroni rivalry intensifies when Falcone’s people lure Solomon Grundy into Maroni territory. Sal Maroni suspects an attempt to undermine his family’s East End operations, but avoids immediately declaring war 89.

A coordinated police and vigilante operation largely dismantles the Maroni family. Evidence subsequently implicates Falcone, Commissioner Rob, and Mayor Hamilton. Legal reform produces individual remedies as well: Otis Flannegan’s murder case is retried, evidence establishes that he did not commit the killing, and Gotham’s government awards him compensation 271.

The improvement is measurable but incomplete. Batman and Bronze Tiger note that Gotham’s drug trade has shifted from exports to imports rather than disappeared. Soon afterward, Harvey Bullock explains that the city has become peaceful enough for Gordon to assign officers to cold cases 282 284.

Lower Gotham

• Distorted counterpart: Gotham has a lower realm resembling an imperfect copy of the surface city, with fewer inhabitants, psychedelic green auroras, cold blue mist, and white flecks resembling television static 275.
