Even Ōtsutsuki Haguki had never fully awakened it. Otsutsuki Toneri, on the other hand, had undergone Atavism himself. He had obtained Hanabi Hyuga's exceptionally pure Byakugan, and with the help of the Giant Tenseigan, he had naturally awakened the Tenseigan.
Orochimaru's thinking was sound. When it came to bloodlines, as long as they did not conflict, a little more Atavism could only help.
Hamura Otsutsuki's bloodline was impressive, but Hagoromo Otsutsuki's bloodline would benefit Hyuga Rinka too. If she could become a smaller version of Kaguya Ōtsutsuki, that might well be the best path for her.

With that, Tobirama Senju looked at Uchiha Yi. He knew Yi had once wreaked havoc in Kirigakure and later wiped out the Mist Ninja sent after him. All told, more than twenty thousand people had died at Yi's hands.
If Kirigakure had not still possessed Tailed Beasts and enjoyed strong support from the Land of Water, it might already have fallen out of the Five Great Shinobi Villages.
Even so, everyone believed Kirigakure would need three or four generations of effort to recover.
"I wonder whether you wiped out the Kaguya Clan while you were at it," Tobirama Senju said dryly.
