Background / History

As Nara Clan head, Shikata advises Tobirama Senju to receive Kumogakure’s new Raikage graciously while holding firm on compensation for its attack. During the ensuing treaty negotiations, he opens with demands for a public apology, two billion ryō and Kumogakure’s scientific ninja-tool research. Tobirama ultimately accepts a reduced settlement 8 10.

After Kagami Uchiha becomes Third Hokage, Shikata challenges the cost and training demands of Kagami’s proposed Medical Department. Accounts of shinobi lost or permanently injured without treatment make him reconsider his opposition. He subsequently approves of Kagami’s choices for the village’s new departments 17 19.

Kagami asks Shikata to become his personal secretary and adviser. Initially reluctant to take on the work, Shikata accepts after explaining why he believes another Shinobi World War is inevitable. He pledges the Nara Clan’s support to the new Hokage 22. At Kagami’s inauguration, he is named Chief Hokage Advisor and head of Finance, responsible for planning, policy implementation, funding and coordination of internal affairs 28.

Personality

Shikata’s unhurried manner and apparent laziness conceal a careful political mind. He initially resists burdensome work and questions expensive reforms, but changes his position when persuaded that they serve Konoha. His loyalty to Kagami does not stop him from raising strategic risks or proposing ways to limit them 8 17 22 62.
