Rocks looked at Hades.
Hades was not surprised. He gathered his thoughts and formally took on the role of commander for this war.
After all, few of the others could come up with a strategy to make the most of the Rocks Pirates' strength.
"First, maintain the current situation. Do everything possible to create the impression that we're going to attack the Four Seas and the first half of the Grand Line again, so the Navy spreads its forces thin."
Hades kept his explanation as brief as possible. The Rocks Pirates currently had more than enough advantages to work with.
"We'll still be the main force in this war, and our numbers are more than sufficient. Have our affiliated forces throw the seas into chaos again and tie down the Navy's troops."
"Before the war begins, Shiki will visit Marine Headquarters and steal all their warships, further delaying Navy reinforcements."
"Once the war begins, we'll go straight through the Calm Belt and follow the Red Line directly to God Valley."
The strategy was simple: scatter the Navy's forces and delay its reinforcements.
It would prevent the World Government and the Navy from gathering all their top combatants while also catching them off guard.
Hades traced their route on the sea chart.
The route differed little from those used in their previous operations. The World Government and the Navy knew about it, too.
After all, the Rocks Pirates had always traveled to the Four Seas through the Calm Belt.
That would mislead the World Government and the Navy as much as possible.
The plan was simple and effective. The preliminary arrangements had nothing to do with those present; only Shiki would have some work to do.
