Background and History

Fubuki was born in Tokyo shortly after her older sister, Tatsumaki, was taken to a research facility. Their family later emigrated from Neon Country to San Andreas. After their parents died in an accident, the sisters inherited the family fortune and lived at the Mitarai estate in Frieza Heights 46 49.

Fubuki entered Vought International’s selection contest for a place on The Seven, placing third in the women’s physical assessment. Starlight was chosen instead. Soon afterward, a Fear Nova operative called Hunt attacked Fubuki. She fought him with her psychic powers, but Tatsumaki intervened and killed him before Fubuki could use her finishing move 7 11 12 13 17.

Suspecting the attack was planned, Fubuki obtained a list of the contest’s fifty interview-stage candidates and learned that more than a dozen had disappeared. She concluded that Vought might be using contestants’ personal information to find superpowered targets. Rather than depend on Tatsumaki, she founded the Blizzard Group and recruited fellow survivors Luke and Serizawa Masao. Starlight could not join because of her position in The Seven, but offered to help their investigation 24 25 27 30.

Fubuki later followed a lead about A-Train’s suspected performance-enhancing drug. The investigation brought her and Luke to The Female’s apartment, where they encountered The Female in a violent, overdosed state. At the House of Evolution, Fubuki learned about Compound V and Vought’s partnership with Dr. Genus. She rejected the idea that Compound V necessarily explained her and Tatsumaki’s similar psychic abilities 32 33 34 40.

When Homelander came to the Mitarai estate targeting her, Tatsumaki drove him away. Fubuki then arranged additional security and invited Luke and Serizawa to stay at the mansion, concerned that Vought might pursue her teammates next 46 47 48.

Following Starlight’s tip about experiments at 600 Wanping South Road, Fubuki joined the group’s investigation of a Vought research facility. She tried to stop an escaped young test subject from killing Lamplighter, who knew the company’s secrets, and later used wind to turn Lamplighter’s flames against him. When Queen Maeve gravely injured Serizawa, Fubuki feared for him until he unexpectedly sat up; she and Starlight tended to him after the fight 55 58 60 61. Fubuki was pleased when Luke subsequently brought the young subject and his sister into the group as his disciples 73 74.

Fubuki organized the group’s entry into the Rising Star Tournament, selecting Luke, Serizawa, Sugar Baby, and Crash Boy as competitors. She devised disguises and urged them to avoid attention, while refusing to let Tatsumaki compete because she feared her sister might cause a public disaster. Fubuki traveled with them as a spectator 112 113. During the finals, she recognized that a competitor called Azhe closely resembled Zhebulizi, an Esper listed among the people missing after Vought’s selection contest. She concluded that Vought had likely captured and altered its targets rather than simply killing them. Horrified that she might have met the same fate, she concealed her discovery from Tatsumaki to avoid provoking a destructive reaction in the crowded arena 138 139.

When Psykos fused with Wang Dashe and unleashed a citywide attack, Fubuki followed Tatsumaki and the others to its source. Psykos targeted Fubuki during her battle with Tatsumaki, forcing Tatsumaki to divert power to shield her; Psykos exploited the opening and badly injured Tatsumaki 247 248. After Serizawa pushed her clear of another attack, Fubuki steadied herself and resolved to protect her sister for once. She fought Psykos’s tentacles alongside Serizawa and Starlight while the group held out for Tatsumaki’s recovery 249 250. When Tatsumaki woke, Fubuki took her hand and reassured her that she was there 251. After Vought’s downfall, Luke settled into a carefree life with Fubuki and Tatsumaki 257.

Appearance

Fubuki has short, glossy black hair, a slender waist, and long legs. Her poised appearance and cool bearing attract attention during the selection contest and later encounters 7 25 40 46.

  • Hair: Jet-black and cut around ear length 40.
  • Height and build: 167 cm tall and 48 kg, with a notably slender figure 7 26.

Personality

Fubuki is determined to establish herself apart from Tatsumaki’s protection. She admires her sister and believes Tatsumaki could defeat Vought alone, but wants to earn her respect by leading a capable team of her own 11 25. Her investigation and recruitment efforts show a practical approach to danger: she seeks allies instead of waiting for another attack 24 30. When Tatsumaki is incapacitated by Psykos, Fubuki moves past her fear and commits herself to protecting the sister who has always protected her 248 249.

She can be guarded when she sees a possible threat, initially preparing to fight Starlight after finding a member of The Seven at Luke’s apartment. Once she realizes Starlight has been kept unaware of Vought’s actions, Fubuki shares what she knows and accepts her help 25 27. With Tatsumaki, her composure gives way to familiar teasing and exasperation 45. She frequently manages her sister’s impulsive behavior, but is also willing to intervene when Tatsumaki’s anger threatens to go too far 78 168 170. Her concern for bystanders leads her to keep her suspicions about Vought’s treatment of missing Espers from Tatsumaki while they are at a crowded tournament 139.

Abilities and Skills

Telekinesis and Wind Control

Fubuki uses telekinesis to move herself and small-to-medium inanimate objects. Her combat style centers on controlling and compressing air 26.

  • Levitation: She can hover above an opponent while attacking 12 26.
  • Wind attacks: She can create a destructive vortex that tears up the ground 12. Against Lamplighter, she turns his flames back on him with her wind 60.
  • Air barrier: Dense, rapidly moving air can slow and deflect incoming strikes. Hunt eventually broke through it with a faster attack, and Fubuki judged it insufficient against Carnage Kabuto’s charge 13 38.
  • Fine control: When confronting Starlight, her power stirs objects and holds condensed droplets above a hot pot in midair 25 27. She later directs a small wisp carrying suspicious powder into a man’s nostrils 168.

Hellstorm

Fubuki’s finishing move sweeps stones and gravel into a spinning gale, then launches the fragments at an opponent. She prepares to use it against Hunt, but drops her fighting stance when she senses Tatsumaki’s arrival 13 26.

Investigation and Leadership

  • Obtains the selection contest’s interview-stage list and investigates the disappearance of its contestants 24.
  • Recruits Luke and Serizawa to form the Blizzard Group’s core trio 25 30.
  • Follows Starlight’s warning about A-Train to investigate a possible power-enhancing drug 31 32 33.
  • Arranges security and shelter for her teammates after Homelander targets her home 47 48.
  • Investigates Vought’s research facility after receiving Starlight’s tip and tries to preserve Lamplighter as a source of information 55 58.
  • Selects and disguises the group’s Rising Star Tournament competitors while keeping Tatsumaki out of the competition 112 113.
  • Connects the tournament competitor Azhe to a missing Esper’s file and infers that Vought has been altering captives 138 139.
