History

Foundation and early policy

Konoha began as a union of major clans that gradually absorbed civilians. Hashirama Senju's long-term strategy dispersed some Senju members among civilian communities, both to monitor clan disloyalty and to expand the village-first identity over clan allegiance. Their descendants helped form a civilian ninja base trained through the Ninja Academy. 15

Under Hiruzen, the academy operated under resource constraints: students were ranked into Classes A–C, and combat assessments every three months allowed high-ranking students from lower classes to replace underperformers. 2

Uzumaki resettlement

Following the assault on Uzushio Village, Konoha changed its mission from military support to protecting and relocating surviving Uzumaki. Uzumaki Ashina offered the clan's sealing techniques in exchange for citizenship, protection, and a pledge not to leave or betray Konoha. 144

The resulting dispute divided Konoha's leadership into Senju/Hokage, opposition, self-preservation, and small-clan factions. Hoshi's Military Merit Peerage System proposed territorial expansion and allocated forty percent of newly developed land to Uzumaki resettlement, resolving the immediate land dispute. 144

Second Great Ninja War

Iwagakure and Sunagakure declared war after demanding Konoha's land and resources under the slogan of “balanced development” among the Five Great Ninja Villages. Konoha rejected the demands, mobilized six thousand ninja to the Land of Rain, and entered the Second Great Ninja War. 155

The war ended in early summer of Konoha Year 36, when Sunagakure signed a final surrender agreement with Konoha after three months of negotiations. 314

Tsunade administration

Tsunade's succession as Fourth Hokage was secured by the support of Hoshi and several Kage-level allies, overcoming opposition from remnants of Danzō's faction and major clans. 316 317

Her administration planned to restore the Senju Clan, abolish the Hokage Advisory System, and centralize authority under the Hokage. More than one hundred hidden Senju members reclaimed the Senju name within three days of the restoration policy's approval. 318 319

By this period, Konoha's four foremost clans were the Uchiha, Hyuga, Senju, and Uzumaki. The village focused on economic development rather than unchecked military expansion. 331

Third Great Ninja War

The Third Great Ninja War began amid the disappearance of Sunagakure's Third Kazekage and the Battle of Kikyō Pass. Konoha initially maintained a limited role, then formed an uneasy alliance with Sunagakure against the Lightning-Earth Alliance. 350 355

When Iwagakure and Kumogakure committed thirty thousand ninja and their Jinchūriki toward the Land of Fire border, Konoha committed nearly all available combat forces: two ten-thousand-man frontline forces, while only ten thousand remained in the village with Tsunade. 368

Konoha's victories over Iwagakure culminated in Ōnoki's surrender, ending the war. 402 410

Later crises

During the Uchiha rebellion, the Nine-Tails was released inside Konoha and advanced toward the Hokage Building. Konoha's forces, led by Tsunade, organized civilian evacuation and a counterattack. 420 421

Hoshi later arranged a public narrative in which the Uchiha Clan aided Konoha's Anbu against outside attackers. The surviving rebel instigators were surrendered, while the rest of the clan was spared and its public standing improved. 428 429

Akatsuki's Six Paths of Pain later infiltrated Konoha, disabled its barriers, and unleashed summoned beasts throughout the village. The Anbu activated emergency procedures, evacuated civilians, and organized a defense with civilian assistance. 596

Government and society

Forest of Death facilities

Konoha maintains a sealed testing ground deep within the Forest of Death for large-scale ninjutsu. Its surrounding sealing formulas contain destructive force and sound, allowing powerful techniques to be tested without disturbing the village. 200

Barriers and emergency defense

Konoha relies on village-wide barriers and Anbu intelligence for internal security. When Pain's Human Path disabled these barriers, the village activated an anti-invasion contingency plan that coordinated evacuation, Anbu response, and civilian assistance. 596

By the era of Hoshi's return from Rōran, Konoha's gates use facial-recognition systems designed by Kimimaro and built with Orochimaru's assistance, making entry and exit substantially more efficient. 475
