Shin Uchiha explained that Sunagakure’s inadequate sealing technique caused Gaara’s poor sleep and offered to reinforce his seal. After Gaara agreed, Shin began the procedure and summoned Kushina to examine Gaara’s seal, which she judged to be crude and unable to block the One-Tail’s consciousness.
