Background
Prime Minister of Great Yuan
Tuotuo served as the Great Yuan Dynasty's capable and upright prime minister, leading the suppression of martial artists involved in rebellion. He was aware of immortals and cultivation affairs, but initially doubted Ye Liang's warning that the Diancang Sect and Xuanhu Sect were preparing the Dragon Slaying Feast. Once he investigated the arrested martial artists, he accepted that the state religion's involvement threatened the dynasty itself. 529 530
He refused Lan Ye's demand to release Dieyi from Sky Prison, maintaining that every prisoner held there was a court criminal—even if Dieyi was True Person Qionghua's granddaughter. His refusal led to a duel with Lan Ye, whose hidden Silver Needle seriously wounded him. 531 532
Entry into Ghost Cultivation
The Silver Needle's death qi penetrated Tuotuo's bones, marrow, and inner force. Removing it outright would have crippled him, so Ye Liang offered him a choice: accept ghost cultivation or lose his martial arts. Tuotuo agreed. 533 534
Within his Sea of Consciousness, he endured the Silver Needle's attacks and gradually weakened it until it accepted him as its master. The process gave him command of death qi and made the needle his Lifebound Magic Treasure. 535 536
Tuotuo used ghostly black qi to defend the imperial palace from rebels. His attacks killed several infiltrating leaders, intimidated the remaining rebels, and ultimately led to Lan Ye's death when the Silver Needle turned against its former user. 538
Return as a Terrestrial Deity
After the fall of Great Yuan, Tuotuo disappeared from the former capital. During that absence, the Silver Needle's original owner found him searching for Ye Liang; Tuotuo refused to reveal Ye Liang's whereabouts, and the Ghost Cultivator crippled his cultivation. He returned to defend Bai Louxie and the mortal realm against Xuanhu Sect cultivators and Rogue Cultivators seeking the mortal dragon aura. His body withstood a top-grade Magic Tool without injury, and he repelled a Nascent Soul cultivator's flying sword with a gesture. 570
During the conflict around Kyoto, he summoned the Nascent Soul Ghost Cultivator sealed within the Silver Needle to lock down the surrounding void and counter spatial attacks. He then attempted to evacuate Bai Louxie before the emperor merged with the True Dragon. 571

Tuotuo is composed, observant, and politically resolute. Even when Ye Liang isolates him in Amenominaka and threatens him, he quickly reasons that Ye Liang has another purpose for bringing him there. His composure breaks only when confronted with power far beyond mortal understanding. 529
His loyalty is directed toward the stability of the mortal realm rather than personal survival. He refuses to release prisoners implicated in rebellion, blocks Lan Ye's uprising, protects the imperial palace, and later risks himself against cultivators seeking to exploit Great Yuan's dragon aura. 531 538 571
He is also adaptable. Rather than reject the stigma and danger of ghost cultivation, he accepts Ye Liang's proposal when it becomes the only way to preserve both his life and his martial ability. 534 535
