The plan was actually very simple: establish two dedicated departments, one in the Underworld and one in the Heavenly Court, called the [Human Race Planet Construction, Management, and Support Bureau].
The Underworld's department would specifically handle Underworld construction on new planets, taking responsibility for recruitment, assignments, construction, management, and so on.
The Underworld would primarily recruit the Ten Halls of Yama, Judges, Directors, Envoy Chiefs, Yin Soldiers, and Ghost Generals.
The Heavenly Court would primarily handle recruitment and management for positions such as Land Gods, Mountain Gods, and City God Temples.
The Eastern Peak Emperor would lead both departments. He was responsible for managing the Underworld within the Heavenly Court and was also Chiyou's direct superior.
The Eastern Peak Emperor would initially establish one Underworld branch for every thousand Human Race planets.
There were currently nearly fifteen thousand planets, which meant fifteen Underworld branches needed to be built.
As the population increased, more would be added, eventually reaching one Underworld for every hundred planets, then one for every ten, until every planet had its own Underworld.
To build fifteen Underworld branches now, they would need to prepare fifteen administrative teams in advance.
Of course, they did not need to fill every position beforehand. They could send a few capable leaders over and let them select personnel from the humans within their jurisdictions, then submit the selections to the Underworld for final approval.
Apart from positions at the level of the Ten Yama Kings, the Heavenly Court would not interfere. The Underworld could select its own personnel, but if problems arose, the relevant Underworld leaders would also have to take responsibility.
Moreover, personnel would have to rotate posts periodically to prevent cliques and factions from forming.
Titles such as the Ten Yama Kings, Merit Officers, Judges, and Black and White Impermanence
