In District 25, the Peacekeeping Forces held a unique position.
Like the Arbitration Bureau, they were an important Federation organization stationed in District 25, but they were far more active. Border management, city patrols, and the vast majority of less serious cases all fell within their jurisdiction.
It was fair to say that the Peacekeeping Forces had long since established a deeply rooted image among most conglomerate businesses and ordinary citizens in District 25.
With the Federation declaring war on District 25 and Yucas's forceful rise to power, the existing Radical and Conservative factions within the Peacekeeping Forces split completely. With no one stopping them, they launched a fierce turf war.
Apart from the few central districts controlled by the District 25 Alliance's core conglomerates, the vast majority of the remaining districts became contested territory.
Open clashes, covert struggles, and all manner of tactics followed one after another. Short of engaging in fierce gun battles on the streets in broad daylight, they exhausted almost every overt and covert method available.
No one stepped forward to stop them. Even the conglomerates whose own districts became battlegrounds remained almost entirely silent.

Those on the Alliance's fringes might participate in secret, but they would never openly enter the fray.
