| Original Name | 二十五区 |
| Type | Independent urban region; described as neither a city-state nor a country 277 400. |
| Area | Roughly one-tenth the size of the Federation 429. |
| Political Status | Independent since its founding; its longstanding relationship with the Federation is cooperative rather than subordinate 277 400. |
| Dominant Power | Initially contested by multiple factions; later brought under the Alt Conglomerate’s control through the District 25 Alliance 277 498. |
| Major Institutions | Administration Department, Arbitration Bureau, Peacekeeping Forces, and the District 25 Alliance 352 415 448. |
| Status | Survives the Federation’s space-based attack and subsequently establishes a partnership with Dragon City 557 578. |
Geography and Cityscape
- Wasteland barrier: The irradiated Wasteland separates District 25 from the Federation. Crossing it requires substantial protection and makes military supply transport exceptionally expensive 351 400 412.
- Relative isolation: Despite its developed technology, District 25 is a comparatively closed environment. The Wasteland also delays the arrival of technological advances from the Federation 277 351.
- Urban landscape: Cloud-reaching skyscrapers, neon façades, holographic advertisements, crowded shopping streets, and traveling vendors characterize its commercial areas 352 579.
- Transport: Drones, hovercars, automated vehicles, and aircraft move through and between the buildings 415 579.
- International comparison: Ye Hua considers its technology broadly comparable to Dragon City’s, despite their different aesthetics. The Federation’s Central District is nevertheless described as substantially more prosperous 412 579.
Documented Locations
| Location | Significance |
|---|---|
| Alt District | Contains the Alt Conglomerate’s headquarters and Alt Tower. Its administrative performance depends heavily on the corporation 178 428 438. |
| Central Districts | Several central districts controlled by the alliance’s core conglomerates remain outside the Peacekeeping Forces’ later turf war 448. |
| Vordell District | Site of prolonged gang conflict and a subsequent factional purge 134 178. |
| Skat District | Target of the Void Realm Church’s announced destruction; the incident demonstrates the danger a single Psionic can pose to the region 205. |
| Hillborough District | One of the few First Districts that Senna Life can still directly influence after its confrontation with the Arbitration Bureau 228. |
| Bebops District | Contains a factory where Zero apparently destroys an entire stockpile of Fourth-Generation Tactical Mecha 429. |
| Slums | Particularly vulnerable during the heat wave because of inadequate cooling, overwhelmed free clinics, and unaffordable treatment 150. |
| Prosperity Street | Location of Eiffel’s apartment; introduced alongside a violent “gray zone” of District 25 621. |
Government and Major Factions
District 25 has no sovereign, and its independence does not prevent extensive foreign influence. The Federation’s penetration exceeds that of other outside powers, while corporations compete over territory, administration, and resources 277.
| Institution or Faction | Role and Influence |
|---|---|
| Administration Department | Handles civil administration and the reception of Huacheng newcomers. Its officials fear that the refugees’ condition could become a political liability 326 331. |
| Arbitration Bureau | Originally a Federation department administering District 25. It possesses the region’s strongest military force before unification and helps prevent the existing order from collapsing after the Psionic Tide 351 400 452. |
| Peacekeeping Forces | A Federation organization responsible for border management, city patrols, and most less serious cases. Its Conservative and Radical factions later split over allegiance to District 25 or the Federation 448. |
| Alt Conglomerate | Becomes the region’s principal source of advanced weapons, wealth, intelligence, and political coordination 457 498 577. |
| District 25 Alliance | Coalition of companies led by Alt, formed to resist Federation threats. Its core includes Nathen, Senna Life, and the Peacekeeping Forces 415 452. |
| Destiny Organization | Feared organization whose attack on Wetting strengthens Jonas’s reputation; later eliminated by the Alt Conglomerate 27 198. |
| Void Realm Church | Deeply embedded religious organization with connections extending into the Federation. Its awakened fighters expose the inadequacy of conventional estimates of its strength 200 295. |
| Local Gangs | Maintain criminal networks and contested territory despite Alt’s expansion. The Bonecrusher Gang is reported to have influence across District 25 583. |
Alt Conglomerate’s Consolidation
- Industrial leverage: Fourth-Generation Tactical Mecha provide the deterrent behind Jonas’s alliance. Technology-sharing agreements also secure access to other companies’ factories 412.
- Security control: Companies belonging to the alliance take over the Peacekeeping Forces’ duties after the latter initially refuse to join 423.
- Internal purges: Jonas investigates Federation-connected businesses, counters covert recruitment, and eliminates the Peacekeeping Forces’ pro-Federation Radicals 413 452.
- Institutional partnership: Jonas offers Carol an Arbitration Bureau that answers to District 25—and to Carol herself—rather than simply replacing Federation oversight with his own chain of command 457.
- Practical reach: By Ji Yeling’s visit, Alt can rapidly collect intelligence, coordinate Peacekeeping operations, suppress reporting, and then distribute a unified account across the region’s media 577 578.
Society and Economy
Corporate Power and Labor
District 25 has a surplus of manpower, making ordinary labor cheap and replaceable. Conglomerates prioritize exceptional recruits who can expand their capabilities rather than workers who merely fill routine positions 326.
Corporate domination also produces resentment beyond the poorest residents. Todd Chipman, despite reaching middle management, regards himself as a conglomerate’s “dog” and secretly assists rebel organizations. Everyday exploitation continues even when District 25 presents a calm, orderly appearance during wartime 225 502.
Migration and Discrimination
- Independence as an attraction: People risk hotspot syndrome while crossing the Wasteland to seek a livelihood in District 25 400.
- Hostility toward outsiders: Residents discriminate against migrants from Huacheng, Iris City, and even the Federation 325.
- Huacheng arrivals: Many contract hotspot syndrome during their journey and become unwanted by employers. Their official medical subsidies may disappear once public attention fades 326.
- Alt’s proposed solution: Jonas plans to use virtual reality to employ selected patients while providing medical support, offering a capability rival conglomerates lack 326.
Public Life and Safety
- Makeup Festival: A rare large-scale celebration fills normally quiet streets with crowds, costumes, and groups wearing matching outfits 282.
- Cyberpsychosis: Armed episodes are a common safety concern. A “qualified” responder is defined practically by having enough firepower to stop a massacre, not by possessing a permit 497.
- Persistent gang violence: Alt’s dominance does not eliminate violent gray zones or criminal organizations 583 621.
- Changing solidarity: Federation threats encourage residents to identify District 25 as a unified homeland. The space-based attack briefly brings corporate employees, beggars, and other social groups together in mutual reassurance and anger 452 559.
The portrayal of poverty varies by chapter: the heat-wave account explicitly includes Slums, whereas Zero later observes thriving districts along her route and no equivalent to the Federation’s widespread Slums 150 429.
Technology and Military Strength
Technological Development
| Development | Chapter | Significance |
|---|---|---|
| Tactical Mecha as strategic assets | 178 | Their mobility and suitability for urban combat make a single squad sufficient to resolve most local armed disputes. Only the strongest corporations possess them. |
| Virtual reality project | 288 | Offers a major advance over District 25’s immature braindance technology and a potential engine for Alt’s expansion. |
| Fourth-Generation Tactical Mecha | 412 | Alt leapfrogs existing bottlenecks using Predecessor Civilization technology. Previously, even Third-Generation Mecha technology had been held solely by the Arbitration Bureau. |
| Expanded wartime production and deployment | 505 | Large early deployments advertise District 25’s advantage and attract commercial cooperation, helping solve supply problems. |
| Integrated medical and information support | 532 | Medical robots, injury-repairing nanorobots, drones, and hackers support troops and undermine Federation forces. |
| Region-wide defensive barrier | 557 | An interlocking shield absorbs and redirects the space-based weapon’s energy into the Wasteland, leaving District 25 standing. |
Psionics
- Disruption of conventional warfare: The Void Realm Church’s enhanced fighters overwhelm armed Peacekeeping positions, demonstrating that small Psionic units can overturn conventional expectations 200 201.
- Institutional vulnerability: Peacekeeping leaders fear that unchecked Psionic growth will eventually exceed their ability to maintain order 201.
- Local power ceiling: Around the formation of the alliance, the strongest documented Psionics in District 25 are approximately level four; Jonas states that the region has never previously had one above that level 409 415.
- Uneven recruitment: Alt’s usable Psionics are mostly level one or two at this stage, despite the presence of much stronger individual fighters 409.
- Elite deterrence: Federation operatives fear District 25’s strongest combatants, particularly the Black Valkyrie Esnie, who is explicitly not a Psionic 428 519.
Wartime Support and Messaging
- Troop incentives: Generous credit-point rewards and rapid medical treatment encourage mercenaries to fight 532.
- Civilian stability: Alt stabilizes prices, supplies the front, compensates soldiers’ families, and releases selectively vague battlefield figures to reduce unrest 502.
- Public concessions: The alliance announces a 5% tax-rate reduction for three years and a 15% increase in residents’ minimum credit-point income 415.
- Information warfare: District 25 disrupts enemy communications, exposes positions, and spreads reports through hacked Federation networks 521 532.
- Prisoner-treatment campaign: Jonas orders publicity promising humane treatment and a postwar choice between settling in District 25 or returning to the Federation 505.
History
Corporate Rivalries and the Psionic Tide
Wetting’s destruction of the Destiny Organization’s Fourth Special Operations Team establishes Jonas as a dangerous strategist in District 25. Although the victory strengthens his reputation, the organization’s outside connections initially make outright elimination politically difficult. Alt later destroys it, with media coverage portraying Jonas as attacking a source of the region’s disorder 27 198.
An unprecedented heat wave exposes severe inequalities in access to cooling and medical care. Doomsday rumors, protests, and the Void Cult spread before the sun disappears for twenty-four hours. Later generations call the event the Psionic Tide; anomalous attacks subsequently appear throughout District 25 150 160.
Void Realm Church Conflict
Public hostility, encouraged by Alt’s manipulation of opinion, forces the Peacekeeping Forces to confront the Void Realm Church. The Church’s enhanced Holy Adjudicators defeat conventional defenses before encountering Alt’s prepared ambush. Afanisi’s subsequent threat against Skat District makes the destructive potential of an individual Psionic a region-wide concern 200 201 205.
After the Church–Alt war ends, District 25 enters an outwardly steady period of development. The Church’s broader faction later considers returning through its Federation connections, while Jonas continues preparing for regional unification 228 295.
Alliance Formation and Internal Betrayal
Dorothy Misen’s measures against District 25 provoke outrage over apparent annexation plans. Jonas uses that perception to unite companies that would otherwise remain rivals, with Fourth-Generation Tactical Mecha underpinning the alliance 400 412.
Federation agents attempt to turn alliance members through incentives, frozen assets, and threats. Peacekeeping Director Otto Luo Yang also aids infiltration by compromising border security. His death triggers a leadership struggle, followed by a turf war between pro-Federation Radicals and Yucas’s District 25-aligned Conservatives. The Radicals are eventually eliminated 412 424 429 448 452.
War with the Federation
Contrary to civilian expectations of limited clashes or eventual reconciliation, Alt initiates open war. District 25’s early Mecha advantage, supply arrangements, and civilian support preserve domestic stability while Federation soldiers question claims that their opponent is weak and backward 498 501 502 505.
The Federation gains some ground and captures equipment, but District 25 lures nearly two hundred Psionics into attacking an explosive-filled decoy transport. It then exploits the defeat through accurate reporting and hacked networks, contributing to unrest inside the Federation 518 519 521.
The conflict expands beyond battlefield operations: Jonas backs Federation factions opposing Dorothy with promised Mecha shipments and Psionic support. On the main front, District 25 combines mechanized assaults with hacking and drone intelligence to retain an advantage 527 532.
Agreement and Space-Based Attack
A publicly broadcast agreement signing prompts celebrations across District 25. Dorothy subsequently orders the Federation’s space-based weapon prepared despite objections about civilian casualties 548 552.
The attack is stopped by a shield covering the region, which redirects the weapon’s energy into the Wasteland. District 25’s administration announces emergency protections and an investigation, while residents praise Alt and direct their anger toward Dorothy and the Federation 557 559.
Dragon City Partnership
Dragon City offers assistance after learning of the Wasteland anomaly and possible Predecessor Civilization activity. Jonas accepts cooperation, then demonstrates his control of District 25 to Ji Yeling through a rapid operation against the Federation-backed Skull Gang 565 577.
The resulting partnership brings Swordbearer representatives Yue Chen and Ye Hua into District 25. Beneath their diplomatic cover, Dragon City seeks advanced Mecha technology and a local power base. Jonas monitors their covert activity, while the pair attempts to organize residents and gangs opposed to Alt 578 579 581 583.
District 25 later becomes a refuge for Ye Hua’s independent investigation into suspected infiltration of Dragon City. Meanwhile, a District 25 squad exploits unrest in Dragon City through explosives and hacking, extending the region’s covert operations beyond its borders 610 611 628.
