The arc ended with the E.U. approving a delegation led by Leila and Britannia arranging an Ashford student exchange to Great Han.

• Lin Cuo and Tabane broke through the Hive’s defenses as Chifuyu’s team disabled the Main Activation Fluid Lines, and Lin Cuo’s forces discovered the Brain-class and its BETA production system.
• Lin Cuo and Tabane destroyed the Reactor and disrupted the Brain-class’s transmissions, while soldiers sacrificed themselves and the Kashgar campaign inflicted heavy losses.
• Humanity won at Kashgar, and Lin Cuo chose a regency arrangement for Jiang Lihua before using the new city-building system to plan Luoyang’s reconstruction.
• Lelouch reunited with Nunnally and accepted Lin Cuo’s offer of work, while Kaguya urged Kallen to build a personal connection with Lin to protect Area 11’s interests.

Lin Cuo drew Nina into his orbit, launched Great Han’s space and military projects, and detained Leila as the E.U. delegation fractured. The arc ended with Leila publicly defending W-0 and demanding that politicians share responsibility for its members’ suffering.

• Tabane announced Penglai Academy’s exchange program, and Nina and Shirley considered applying while Lin Cuo formed a brief consciousness resonance with C.C. and recruited her as a consultant.
• Lin Cuo recruited Nina for the Firmament Project and offered the E.U. delegation choices for W-0, but Great Han detained its armed personnel and helped W-0 members change citizenship and enlist.
• Lin Cuo proposed the Golden Crow Project, and Akito agreed to pilot its crewed near-orbital flights under safety rules that gave him and the mission committee the power to refuse launches.
• The E.U. revoked Leila’s mandate and immunity, and Great Han imprisoned her while interrogators tried to force her to surrender the encrypted communications structure.

The tournament brought Suzaku under Great Han’s protection, while political rumors and Lin Cuo’s message to Lelouch left personal tensions unresolved.

• Thirteen members left the Forty-Person Committee as Leila Malcal criticized the E.U.’s evasive procedures, and Lin Cuo confessed his attraction to her during the tribunal.
• After Leila’s blue Geass linked her and Lin Cuo, he detained the judges and used the Paris crisis to support Jean Smilas’s takeover, while planning for Leila to escape and challenge military rule.
• Great Han launched Celestial Balance One, and Lin Cuo sent sakuradite to James Raynor’s endangered fleet before proposing a global mobile-weapons tournament.

When a Mother Ship-Class emerged beneath Cornelia’s battlefield, Lin Cuo launched a rescue and a risky orbital kinetic strike, leaving the attack’s outcome uncertain.

• Lin Cuo resumed the tournament broadcast and arranged Kallen’s fight against the Knights of the Round, where she defeated Gino, Bismarck, and Anya before seeing BETA lasers destroy Indian forces in Persia.
• Wangshu revealed that the BETA had adapted lasers to attack satellites, and Li Xingke and Todo reorganized the Eastern Theater while Great Han and Britannia coordinated their defenses.
