Background / History

Kaisha led the Female Angels' rebellion that ended the Heavenly Palace Era. Alongside Hexi and other founding Angels, she later helped establish Merlot Heavenly Court and the Justice Order, a system intended to impose peace across the known universe. The Angels maintained that peace through military force, restrictive policies, and the threat of intervention against civilizations that rejected the Order. 23 24

Over time, Kaisha concluded that the Justice Order was nearing collapse. She recognizes that her methods were often extreme, but believes they prevented a return to the widespread warfare that preceded Angel rule.
