Herta Space Station alone housed two hundred and forty-nine active puppets, plus thirty-two spares!
Supposedly, the only reason she deployed so many puppets was that she didn't want to simulate them walking.
So she stationed puppets in every corner of the space station. Whenever she wanted to visit a particular area, she could simply log into the puppet stationed there.
