Background / History
Yamamoto conceived the Gotei 13 as an assassin organization that would violently suppress the chaotic era by eliminating Hollows and disorder-causing Soul Reapers. It began with only Yamamoto and Yamabuki Chidori; Chidori joined after learning that Yamamoto’s proposed organization was named the Gotei 13. 1
Its earliest recruits were unconventional and exceptionally dangerous fighters. Shunshun Shidō claimed the future 2nd Division captaincy for amusement, while Saitō Fubōfu joined because the organization would give her opportunities to fight. The Shihōin Clan supplied a temporary base, food, and support during this formative period. 2 3
The Gotei 13 secured public attention by engineering and responding to a Hollow crisis in Seireitei. Yamamoto annihilated the invading Hollows with Bankai and publicly declared himself Captain Commander, establishing the organization as a new military power independent of the noble clans. 8 9
Central 46 initially attempted to recognize the organization only under conditions that would place it beneath noble and bureaucratic control. Yamamoto and Chidori rejected those terms, demanded independent command authority and internal jurisdiction, and forced Central 46 to formally recognize the Gotei 13 under threat of Ryūjin Jakka. 11 12
Organization
Command and autonomy
- The Captain Commander is the Gotei 13’s supreme commander; the organization answers to Yamamoto rather than Central 46. 11 12
- Chidori was named Chief Strategist and authorized to negotiate on Yamamoto’s behalf during the Central 46 recognition talks. 11
- The Gotei 13 retains the right to discipline its own personnel and handle criminals within its ranks without Central 46 interference. 11 12

Membership policy

Divisions and affiliated forces
Genji Academy
Yamamoto founded Genji Academy to train Soul Reapers and improve their odds of surviving Hollow attacks. Central 46 supplied land surrounding Seireitei and substantial resources for the project, while the Shihōin and Tsunayashiro clans sent personnel to spread recruitment information through Rukongai. 13
Kidō Corps
The Kidō Corps was created by transferring Gotei 13 personnel proficient in Kidō into a specialist unit. It later became a special force equal in standing to the thirteen divisions, with Hane Hane Chiyo appointed as its Commander. 115 142
Fourth Division
Following Shijima Chiru’s retirement, Unohana became Fourth Division Captain and transformed the unit from an assassination-focused combat division into a medical and logistical division. Its members applied their former expertise in poisons, antidotes, and anatomy to treatment and surgery. 157
Twelfth Division and Research and Development Bureau
The 12th Division was ultimately separated from frontline combat and reorganized around the Research and Development Bureau. Its captaincy came to require scientific ability and research competence as well as combat strength. 439
Staff Department
Chidori established a Staff Department of more than fifty administrative subordinates, allowing operational work to be delegated rather than handled solely by the organization’s military leadership. 142
Equipment and military development

Major reforms and succession
- Chidori and Yamamoto rebuilt Central 46 through a strength-based selection system after dismantling its inherited aristocratic structure. They became Great Sages, while forty-four additional Sages—including low-ranking nobles and Gotei 13 members—were selected through competition. 142
- Chidori refused promotion from Low-Ranking Noble to High-Ranking Noble, using his position to reinforce that authority should derive from strength and achievement rather than inherited status. 142
- Retirement eventually became possible within the organization. Sakurane Saizo was the first known member to retire and collect a pension, while Shijima Chiru later left to establish an acupuncture clinic in Rukongai. 157 223
