Background / History

The Third Hokage governs during a period of relative peace in Konoha. Although he enjoys the quieter years, he regards peace as temporary and takes responsibility for preserving the village left by the First and Second Hokage 4.

Three years before Tianyun Hyuga’s Academy application, Leiyu Hyuga died during an A-rank mission in the Land of Lightning. The Third Hokage provided substantial compensation to Leiyu’s widow, Meicun Hyuga 5.

Appearance

The Third Hokage is an elderly man with a wrinkled face. He is frequently depicted smoking a pipe in his office 4 38.

His approach to talent is patient and political: he wants promising children to form personal bonds with Konoha, rather than remain loyal only to their clans. Tianyun considers him a competent politician who can be negotiated with, unlike someone driven to desperate measures by ambition 4 6 11.

His generosity also serves village interests. He rewards Tianyun’s contributions to secure his loyalty, respects the agreement between Konoha and the Hyuga Clan, and privately regards Tianyun’s attachment to Meicun as leverage against betrayal 19 20 21.

He can be firm when challenged. When Tianyun objects to his assigned teammates, the Hokage makes accepting them a condition of leaving the village 38.

Meicun brings Tianyun to request early enrollment at Konoha Academy. The Third Hokage delays his decision until he can consult Hiashi and investigate the boy’s circumstances 4 5.

After learning that the Hyuga Clan pays Tianyun little attention and has no objection to enrollment, he places Tianyun in the Elite Class. His aim is to cultivate an exceptional future ninja whose relationships will tie him to Konoha 6.

Controlling the New Gentle Fist

Following Tianyun’s disruption of the Elite Class, the Hokage orders an observer to investigate his unfamiliar Gentle Fist and identify its creator 10.

When Lan Xing judges the technique to be at least A-rank, he restricts further teaching without Konoha’s approval. He asks Danzō to deliver the warning to the Uchiha Clan and encourages Hiashi to support Tianyun’s household, hoping to stop the boy from selling the technique indiscriminately 19 20.

He then negotiates Konoha’s acquisition of the technique. Beyond the monetary payment, he offers access to village ninjutsu as an investment in Tianyun’s future 20.

Protecting Meicun and Allowing Naruto’s Friendship

The Hokage agrees not to assign Meicun dangerous missions or missions far from Konoha. Over the following nine months, she receives only genin-level assignments 21 34.

He also investigates Tianyun’s contact with Naruto Uzumaki. Once the report indicates that Tianyun was not deliberately pursuing Naruto, he orders Anbu to leave their friendship alone, acknowledging Naruto’s need for a friend 30.

Enhanced Weapons and the Sunagakure Deal

After enhanced ninja tools become popular, the Hokage orders Konoha to purchase Tiesheng’s stock for strategic reserves at a discount. He initially intends to prevent the weapons from leaving the village and later forbids villagers from spreading information about Tianyun’s involvement 32 33.

The Fourth Kazekage’s request forces a reconsideration. Despite Danzō’s opposition, the Hokage secures Tianyun’s agreement to increase production and proposes selling five hundred weapons to Sunagakure, preserving the alliance while supplementing Konoha’s finances 34.

Early Graduation and Team Formation

After nine months, the Hokage orders Tianyun to graduate immediately. He later explains that Tianyun’s strength makes continued Academy attendance inappropriate 33 38.

Hiashi requests that Hinata join Tianyun’s team and offers Nisshu as their protector. The Hokage rejects that arrangement because it would place Tianyun entirely under Hyuga control, proposing Kakashi instead. Hiashi accepts and supplies ten clan members to serve Konoha as part of the agreement 37.

The Hokage assigns Hinata and the nine-year-old elite genin Kimura Kokomi as Tianyun’s teammates. He insists that Kakashi lead and protect the team despite Kakashi’s reluctance 38 41.

Uchiha Crisis and Enhanced Soldier Pills

Unable to reconcile the Uchiha Clan with Konoha, the Hokage hands the affair to Danzō, who insists on handling it. Although he recognizes Danzō’s extreme methods, he hopes the outcome will prevent the village from weakening 49.

During this period, Tianyun demonstrates an enhanced soldier pill that increases the Hokage’s chakra by one fifth. The Hokage agrees to buy a larger batch, then summons the major clan heads to inspect the pills and orders a discreet investigation into their source 50.
