Power Progression
The empire’s strength is measured through its population, military, and training institutions rather than a single personal realm.
| Stage / Realm / Level | Chapter | Notes |
|---|---|---|
| Oran Six Powers development | 97 | Before the empire’s founding, Lind’s officers began combining the Six Powers with collected martial arts to create their own improved system. |
| Improved Life Return ultimate techniques | 100 | Revised techniques reduced consumption and increased power; Feng Yan’s Wind God approached Kong’s earlier Steel Bone technique. |
| Population-wide Doriki growth | 211 | Adult citizens averaged 100 Doriki, rising to 300 on Oran Island. Government construction crews averaged over 200, with one-third reaching 500. |
| Army averages 420 combat power | 253 | Raditz measured the empire’s soldiers at an average of 420 combat power at Marineford, far above the opposing Army and Air Force’s single-digit averages. |
| Expanded Admiral Candidate reserves | 262 | Half the Kunpeng Squad had reached Admiral Candidate, while each of the thirteen squads had at least one or two fighters at that level. |
| Vice Admiral-class fighters approach four digits | 286 | Vice Admiral- and Elite Vice Admiral-level personnel were nearing one thousand combined; Admiral Candidates still numbered in the double digits. |
| Admiral Candidates reach triple digits | 291 | More than twenty Elite Vice Admirals advanced during the tournament’s first ninety-seven matches, bringing the empire’s total Admiral Candidates above one hundred. |
| Additional Admiral-level fighters | 347 348 | Tournament representatives included Tao, Sif, Speka, Bond, Bai Mu, Baal, and Ji at Admiral level. Several breakthroughs depended on Devil Fruits loaned by Lind; Speka received direct assistance for her contributions to the teleportation network. |

Administrative Structure
- Three institutes and nine departments: Inherited from the Lind Army and transferred into the imperial government 185.
- Civilian administration: Professional administrators took over government affairs, freeing combat officers to train themselves and their troops 188.
- Restricted nobility: Lind rewarded followers with titles and fiefs but tightly limited their autonomy. Their privileges largely consisted of titles and tax revenues 185.
- Separate security organizations: The empire maintains a National Defense Force, Security Force, and Intelligence Department 191 337.
- Government Institute: Adopted Lind’s policies of urban infrastructure investment, job creation, agricultural tax abolition, and minimum purchase prices for farm produce 211.
Relationship with the Lind Pirates
- The empire was intended to become the main body of Lind’s forces, administering farms, factories, and other industries. The thirteen pirate squads and Kunpeng Squad would remain instruments of force outside its formal military structure 185.
- The separation was partly political: it gave the empire a cleaner public identity while allowing Lind to intervene in conflicts under the Lind Pirates’ name 185.
- Larry recommended Pande Lia instead of Zhang Liang as military commander because Zhang Liang’s pirate responsibilities would undermine that distinction 185.
- Lind later considered formally integrating the Lind Pirates into the empire 284.
Territory
| Territory | Significance |
|---|---|
| Oran Island | Imperial center and original development model. Before reclamation, it covered over 30,000 square kilometers and contained Oran Port, Oxi City, Beilan City, South Sea City, and Ningshan City 25 30. |
| Oran Sea | Original territorial foundation, occupying almost one-third of the New World’s opening stretch. Lind’s early holdings included seventeen large islands, fifty medium islands, hundreds of smaller islands, and more than twenty kingdoms 48. |
| Three routes in Paradise | Incorporated after the empire’s first major war with the World Government. Their safety and prosperity earned them the name Golden Route, contrasting with the four remaining Chaotic Route routes 210 211. |
| Fish-Man Island | Came under Lind’s authority through the earlier division of influence over Paradise. The Fish-Man Kingdom later joined the Oran Alliance 210 230. |
| Myriad Magnet Continent | Artificial continent created by connecting islands in the secluded Magnetic Sea. It spans several million square kilometers and supports vast agricultural production 260 261. |
| Sky Island | Hosts research facilities, including the Artificial Devil Fruit project from which Caesar escaped 337. |
- Land reclamation: Most imperial islands, including Oran Island, were expanded several times over. Soil excavated from the Red Line supported territorial enlargement 187 260.
- Allied states are not automatically imperial territory: The Oran Alliance was explicitly intended to reassure participating kingdoms that cooperation did not mean annexation 230.
Economy and Public Services
Industry, Agriculture, and Trade
- Revenue: Protection fees from merchant shipping and profits from Oran’s industries provided Lind with enormous income; he did not depend on ordinary residents’ taxes to maintain his wealth 185.
- Agricultural policy: Rural agricultural taxes were abolished, and official minimum purchase prices protected farmers’ produce 211.
- Industrial expansion: Government construction programs built factories, shops, schools, hospitals, housing, roads, and pipelines, creating employment alongside infrastructure 211.
- Export trade: Private merchant fleets distributed imperial manufactured goods worldwide. Construction spending also generated large orders and increased economic activity elsewhere in the New World 188 211.
- Specialty products: Enhanced crops, food, drinks, liquor, and training resources were major commercial advantages. Export versions were deliberately weakened and rationed, while stronger versions were retained for domestic use 260 303.
- Food reserves: The Myriad Magnet Continent produced far more food than the army could consume. Surpluses were processed into canned goods, beverages, and alcohol 260.
- Development costs: Land reclamation, spaceflight, bioengineering, and continuous construction required spending beyond what ordinary tariffs and commercial taxes could comfortably support 260.
Currency Reform
| Measure | Details |
|---|---|
| Initial exchange rate | One unit of Oran Currency to ten Beli, with later fluctuations based on actual value 188. |
| Exchange service | Residents could exchange in either direction; the first month was free, followed by a 0.1% fee 188. |
| Transition period | Both currencies were accepted for three years under the reform decree 188. |
| Government adoption | Treasury-funded salaries—including those of soldiers, officials, and teachers—were paid entirely in Oran Currency 188. |
| Directly operated shops | Lind’s agricultural and industrial stores accepted only Oran Currency, encouraging residents and visitors to exchange Beli 188. |
Education and Social Mobility
- School system: Lind planned a complete progression from elementary school through middle school and university after recognizing the shortage of education among existing powers. Alan became the first principal of Oran Elementary School 40.
- Public provision: Schools, hospitals, and the Security Force became prominent features of the empire’s international reputation 187.
- Accessible martial training: Basic Taijutsu and special crops were promoted throughout the empire, improving civilian fitness as well as military recruitment 191 211.
- Elite schooling: Oran Middle School combined superior manuals, teachers, and resources. It supplied one thousand of roughly three thousand youth-division tournament entrants, despite imposing its own participation limit 285.
- Unequal access: Aside from exceptional geniuses, Oran Middle School mainly admitted children of senior officials, prominent families, and wealthy merchants 285.
- Commoner advancement: Wang Qiqiang’s younger siblings sought admission to Oran University; Wang Qilan and Wang Qisheng later emerged as civilian-born Admiral Candidate-level talents 219 288.
Immigration and Security
- Welcoming immigration: Lind encouraged settlement because the empire remained sparsely populated relative to its territory. Blue Route shipping was hired to escort prospective immigrants 187.
- Regular crackdowns: Paradise’s three imperial routes conducted minor anti-gang operations every three days and major operations every seven days 211.
- Conduct-based enforcement: Security personnel did not automatically target visiting pirates from the Four Blues or systematically investigate their previous crimes 211.
- Refugee reception: During the East Blue wars, the empire accepted displaced civilians and used Teleportation Arrays to evacuate people to the Myriad Magnet Continent 317 357.
- Labor shortages: Even after surpassing one hundred million inhabitants, development remained constrained by population. Lind considered encouraging childbirth while worrying about shortages of teachers and doctors 260 261 278.
Military and Technology
Armed Forces and Training
- National Defense Force: Established both to defend the empire’s extensive territory and to preserve troops for future expansion 284.
- Kunpeng Squad: A principal elite formation; Lind considered it sufficient without creating another comparable unit from the Knights of the Round Table 291.
- Institutional combat strength: Every university had an Elite Vice Admiral-level deputy president, while islands with populations of one million had security chiefs of the same rank 262.
- Training resources: Manuals, special dishes, Dao Enlightenment Tea, enhanced products, and Devil Fruits supported rapid advancement 97 256 286 348.
- Talent ceiling: The system could reliably develop strong fighters, but Admiral Candidate remained a significant talent barrier. Resources could not consistently erase the gap between institutional trainees and exceptional geniuses 286 287.
- Strategic limitation: Despite its enormous reserve of Admiral Candidates and Elite Vice Admirals, the empire initially remained short of Admiral-level fighters compared with the combined World Government and Marines 262 291.
Logistics and Prisoners
- Medical support: Battlefield logistics bases supplied healing and stamina potions, allowing prompt treatment for wounded soldiers. Stronger portable doses were issued sparingly because of their cost 253.
- Sustained operations: Abundant recovery supplies allowed commanders to maintain prolonged fighting without the same logistical concerns as their opponents 209.
- Prisoner policy: Imperial forces generally captured Marines rather than exterminating them. Captives underwent labor reform and could subsequently become citizens 261.
Major Technologies and Projects
| Technology / Project | Capabilities and Limits |
|---|---|
| Oran Six Powers | Repeatedly revised martial system that reduces the difficulty of learning advanced Life Return enhancement techniques 97 318. |
| Teleportation Gates / Arrays | Speka’s network links territories, supports military deployment, and enables evacuation. Initial construction consumes considerable stamina; some journeys require transfers 103 210 268 317. |
| Aircraft | Used for transport, official travel, and tournament arrivals. Lind’s private plane covered nearly five thousand kilometers in under three hours, although imperial aviation could not match Shiki’s mass troop transport 238 268 285. |
| Battle Suits and Battle Armor | Standard suits resemble the Frieza Force’s equipment. More powerful Battle Armor is used by senior fighters and can substantially improve combat strength 262 311 327. |
| Knight King | Battleship built for Pande Lia, rated at Admiral-level combat power. Its nuclear-powered boiler supports a maximum speed of sixty knots and a potential range of 200,000 kilometers 307. |
| Advanced materials | Special-alloy cannon barrels allowed the Knight King to sustain hours of extremely rapid bombardment without overheating 314. |
| Gravity Chambers | High-multiplier training equipment could help fighters work through bottlenecks, but production costs initially limited the empire to one operational unit 328. |
| Bioengineering | Imperial expertise in genetics contributed to Artificial Devil Fruit research; Caesar later used knowledge acquired in Oran to develop his own version 337 358. |
| Satellite and space-based weapons | Provided surveillance and attacks from low orbit. They could harass Uranus in its cumbersome form but were technologically inferior and vulnerable to its transformed steel-dragon form 238 361 363. |
| Red Line tunnel | Project connecting West Blue and South Blue, undertaken with the West Blue Merchant Alliance and other stakeholders. Roya Island hosted its groundbreaking ceremony and construction-fleet unveiling 261 268. |
History
Territorial Foundations
Oran Island was originally a Rocks Pirates base. Lind assigned his officers to take its cities, then expanded control across the Oran Sea under the flags of Rocks and Lind 25 30 48.
Consolidation was not peaceful. Lind used purchases, threats, inducements, assassinations, and murder to bring the region under direct administration. Cooperative ruling families could leave with wealth and retain opportunities for their descendants; resistant powers faced increasing pressure to submit 156.
Founding the Empire
The founding proposal offered Lind’s followers a more durable political home and the possibility that their descendants could escape the stigma of piracy. Planning established a civilian government, a separate imperial military, and Pande Lia’s candidacy for supreme military command 184 185.
After a month of preparations, Lind proclaimed the empire at a ceremony featuring speeches, rites, and a military parade. With fifty million inhabitants and extensive infrastructure, it immediately became internationally recognized as the world’s largest nation 186 187.
Intelligence War and Expansion
The empire initially concentrated on internal development, slowing overseas infiltration while expanding schools, infrastructure, special-crop cultivation, and Basic Taijutsu instruction. Its Intelligence Department nevertheless fought Cipher Pol, driving its forces from the New World within a month and extending the struggle into other seas 191.
After four years of development, Lind shifted attention back toward overseas expansion. On July 4, 1490, he joined Shiki’s worldwide independence broadcast, which challenged the World Government’s legitimacy and announced the withdrawal of fifty nations 204.
The subsequent war secured the empire’s continued existence but imposed restrictions on Lind and the Lind Pirates’ open activities abroad. Imperial officials then entered three occupied Paradise routes through Teleportation Gates and established administrations, infrastructure, and public services 210.
Alliance Building and Renewed Conflict
Lind established the Oran Alliance to integrate countries within his sphere without annexing them. Founding participants included the Fish-Man Kingdom, Drum Kingdom, and Alabasta Kingdom 230.
Later mobilizations brought imperial forces to the Marineford battlefield. Neither side initially sought a decisive confrontation; repeated clashes tested growing forces while Oran continued expanding its military and technological reserves 244 249 253.
First National Martial Arts Tournament
| Event | Details |
|---|---|
| Registration | Opened January 20, 1496; thousands of approved contestants were flown to Oran Island 285. |
| Opening | Began January 27, 1496, on a nearby island moved into position by Shiki 285. |
| Entry thresholds | Youth: 1,000 Doriki; young adult: 3,000; veteran: 10,000 285. |
| Major rewards | Special-supply Dao Enlightenment Tea for each division’s top eight; champions received 100 million Oran Currency 285. |
| Strategic purpose | Identify overlooked talent, reward followers, display national strength, and cultivate additional Admiral-level fighters 285. |
| Major outcome | Tournament breakthroughs pushed the empire’s Admiral Candidate count into triple digits 291. |
| Final result | Tao defeated King after a five-day final, drawing on the Oran Empire’s glory through the Glory-Glory Fruit 350. |
East Blue Intervention and Refugee Operations
The empire supplied Pande Lia with the Knight King while she operated with the independent Revolutionary Army. She retained her imperial office despite her absence from Oran Island 307.
During the Lese Island war, imperial rescue teams secretly evacuated civilians to the Myriad Magnet Continent. Bullet also led thirteen junior and youth tournament performers into combat, with the empire publicly presenting them as private citizens 317 322.
When the Third East Blue War caused still greater civilian suffering, Lind coordinated intelligence agents, Pande Lia, revolutionary forces, and allied nations to evacuate people into imperial or other safe territory 357.
Conflict with Uranus
At Mary Geoise, imperial satellite weapons initially restricted Uranus’s ability to descend and attack. Imu then transformed it into an enormous steel dragon, destroying satellite weapons and forcing Lind’s allies into a much more dangerous battle 361.
Thirteen imperial battleships and the remaining space-based weapons on Space Mountain subsequently joined an overwhelming bombardment, but Uranus survived 363.
The empire continued supporting anti-government forces, including Adolf’s North Blue counteroffensive. In the later fighting, Charlotte Linlin exposed Uranus’s energy system, allowing the Science Institute to begin analyzing its power source and possible weaknesses while Lind fought Imu 373 389.
External Relations
- World Government — Principal strategic enemy. The empire fights Cipher Pol, contests government forces, and supports resistance movements, although periods of negotiated coexistence have limited open warfare 191 210 278 373.
- Oran Alliance — Lind-led association designed to coordinate friendly kingdoms, reassure them against annexation, and extend imperial influence through cooperation 230.
- Revolutionary Army — Independent organization receiving substantial support through Pande Lia and imperial equipment. Ginny admired Oran’s achievements but criticized its leadership for not taking a more active role in overthrowing oppression 307.
- West Blue Merchant Alliance — Major commercial customer and partner in the Red Line tunnel project 261 268.
- Charlotte Linlin / Totto Land — Military and technological partner with privileged access to imperial products, though even insider prices did not permit unlimited training supplies 261 303 327 389.
- Marines — Battlefield opponents with significant informal connections to Oran. Zephyr’s son studied under Lind, and the Pride Troopers obtained imperial specialties in quantities unavailable even to some government elites 326.
- Adolf and the North Blue resistance — Recipients of reconstruction aid and later military support. Adolf viewed Lind as a mentor but considered the empire too reluctant to overthrow the World Government directly 263 373.
- World Economy News Paper — Publicized imperial ceremonies, development projects, and tournaments; its reporting benefited from the Intelligence Department’s information network 186 268 284 285.
