Background / History

The Gran Sea Incident and His Mask

Eleven years before his explanation to Kallen, Neo accompanied a Whip of Order squad on a mission in the Gran Sea Region. A sea eye appeared while they pursued their target by ship. In the ensuing underwater crisis, Neo ate Phileas’s corpse to survive, acquiring Light power and beginning years of conflict over his identity 219 396.

Neo countered this threat through an unusual reversal: he made a mask of himself, stopped resisting Phileas, and allowed him to take control. Over nearly a year, Phileas worked, maintained their cover, and formed Neo’s squad, while Neo attempted to influence him by preaching Order. Phileas also established the practice of recruiting lawbreakers, which Neo continued afterward 219.

Elisa and the Funeral

Neo met Elisa after being gravely wounded on a mission near her home. She saved him, and her First Embrace later gave him the Bloodthirsty Otherworldly Demon constitution. The resulting presence of the bloodline ancestor helped counterbalance Phileas within him 161 558.

After Elisa chose suicide rather than lose herself, Neo directed those seeking her funeral to Pavaro’s funeral society. By then, he had transferred from Sangpu City to York City and succeeded the deceased Tiers as squad captain 158.

At the funeral, Neo announced that Order had eliminated the illegally assembled Bokat and Magna groups, exposing the Avanas Family’s cooperation with the church. He killed Edis after questioning the substituted Resting Liquid; the Count had her bodyguards killed. Neo subsequently buried Elisa at Green Vine Cemetery with Kallen’s help 160 161.

Partnership with Kallen

Neo’s respect for Pavaro provided the initial foundation for his trust in Kallen. He brought Kallen into the Whip of Order, taught him combat and squad operations, and gradually exchanged increasingly dangerous secrets with him 218 509 591.

Their early bargain involved exchanging disclosures of equal value. Neo’s first major revelation was that the facial skin used to make Kallen’s mask had been his own. Their friendship eventually outgrew that transactional arrangement: both trusted the other unconditionally, and Neo sacrificed his career prospects to shield Kallen from political consequences 218 431 591.

Investigations and Private Operations

Neo combined official investigations with private expeditions and covert dealings. He purchased a burial-complex map for 48,000 Order Vouchers and arranged for Kallen’s squad to undertake the expedition as its first private mission 383.

As a director, he assembled files on York City’s bishops and helped dismantle the Nadun Family. During an attack on the family’s villa, he forced Deputy Minister Trisen to retreat before escaping with Kallen’s assistance; the pair disguised themselves as injured victims of the attack 494 510 523.

Neo later recruited Vernon and Helen into his Secret Office by warning that their charitable activities could expose both them and their beneficiaries to a church crackdown. He offered protection while discussing the construction of power independent of the Order God Church with Alfred 610.

Loss of His Official Identity

After the underground encounter with Mr. Luther, Neo escaped under Kallen’s identity to preserve Kallen’s place within Order. He removed his mask, stripped away his skin, and deliberately exposed himself to pollution so that his actual identity could not be recognized. His own memorial service followed 717 718.

The loss of his clerical identity destabilized his personalities. At Elisa’s grave, he created “Order Neo” to supervise them. He also resisted the temptation to draw an imagined Elisa into his inner world, recognizing that doing so would imprison him in an illusion rather than honor her wish that he live 718.

Desert War and Godhood Attempt

Appointed commander of the Militia Regiment, Neo initially used its deployment to pursue tomb-robbing expeditions for Kallen’s finances. When enemy forces threatened the regiment, he reinforced its camp and coordinated a defense using traps, formations, scouts, and Magic Crystal Cannons. His growing access to the Mad Pope’s memories helped explain his military competence 759 762 768.

Neo later planned to consolidate the Light Remnant Organization with Kallen’s assistance. During the Rotini affair, however, he pursued his own god-making attempt despite knowing Kallen would oppose it. The attempt ended in his complete death, followed by Kallen’s Awakening of him 799 872 873 885.

He subsequently accompanied Kevin during the pursuit of Leina’aosi. Later, Neo, Kallen, and Richard met at Anlamyde Mountain to discuss the coming struggle against returning gods; Alfred recorded their gathering as the first meeting of the three Epoch Overlords 918 943.

Appearance

  • Masked face: Frequently wears a silver mask; his usual appearance is not a reliable indication of his underlying face 218 246.
  • Exposed flesh: Reveals a raw, skinless face after giving his facial skin for Kallen’s mask 218.
  • Demon traits: Manifests blue-green or dark-green eyes, protruding fangs, and long black fingernails 246 636 802.
  • Changing disguises: Uses a ring to assume another middle-aged man’s appearance after abandoning his former identity 717.
  • Light armament: Can appear in radiant knight armor with a greatsword and shield; his Mad Pope manifestation instead produces battered weapons and broken armor 246 395 396.
  • Purple hair: Retains purple hair while wearing Mr. Luther’s face during the Rotini operation 871.

Personality

Neo is observant, manipulative, and exceptionally difficult to intimidate. He enjoys dangerous amusement, humiliating opponents, and exploiting the gap between official appearances and actual events. His apparent frivolity conceals the instincts of an experienced investigator and covert operative 429 596 610 680.

He is ruthless toward outsiders but protective of those he considers his own. He rescues Richard during the Mipors crisis, repeatedly shields Kallen, and avoids using Light power against the cursed Torisa Squad because killing fellow Order veterans would obstruct a peaceful resolution 454 551 591.

Elisa’s death leaves him emotionally numb and repeatedly drawn toward death. Grave visits, dangerous fights, money, and unfinished business become reasons to postpone joining her. Nevertheless, he refuses to substitute an illusion for their relationship or surrender his identity to the voices within him 183 457 528 718.

His relationship with Order is divided. He repeatedly insists that his heart belongs to Order even while wielding pure Light, yet his attachment to the church institution steadily weakens. Losing his official identity does not eliminate Order from his inner life: he makes it the principle governing his other personalities 262 457 605 718.

Abilities & Skills

Light Power

Light is Neo’s principal combat power rather than merely an undercover identity 246 551.

  • Light-Knight’s Protection: Conjures knight armor and a Light Greatsword for close combat 246.
  • Weapons and barriers: Creates swords, shields, protective barriers, and destructive Light flames 395 457.
  • Tower of Light: Suppresses the Rula Evil Spirit and attacks the Nadun villa; an ancient inverted form enables a large-scale escape spell 430 510.
  • Mad Pope’s phantom: Amplifies his attacks and disrupts Trisen’s control over Order power 457 510.
  • Converted Order arts: Can reproduce Order-based power through Light, but is estimated to wield only about thirty percent of his strength that way 551.

Bloodthirsty Otherworldly Demon Bloodline

Elisa’s First Embrace provides regeneration, bodily manipulation, and blood-based techniques 246 558.

  • Regenerates severe organ, bone, and limb damage; later reconstructs an entire destroyed arm 246 748.
  • Manipulates severed ribs to trap a weapon inside his body 246.
  • Uses fangs, elongated nails, and pollution-bearing wounds in close combat 246 396.
  • Transforms into mist for movement, evasion, and carrying another person 454 558.
  • Can summon the bloodline ancestor, but the ritual severely damages his bloodline level 275.
  • Regeneration does not make him invulnerable: Madam Tang Li’s soul-cutting attack presents a threat that ordinary bodily repair cannot solve 755.

Blood-colored Light—Proper Burial

Neo creates this technique by fusing his Mad Pope and demon inheritances 651.

  • Combines blood mist with an inverted Tower of Light to penetrate layered defenses 651.
  • Seals Miqi’s destructive scroll inside a blood-red crystal before overcoming her sand defenses 651.
  • Its design leads Kallen to recognize that Neo has been studying ways to break his Dragon God Armor 651.
  • Kallen later interrupts its deployment by isolating Neo inside a giant summoned hand 802.

Internal Personalities and Inheritance

Neo’s internal figures include Phileas, the demon ancestor, the Mad Pope, and Mr. Luther. Later explanations identify these manifestations as personalities within Neo himself rather than straightforwardly independent occupants 651 718.

  • His body and soul have an unusual capacity to absorb incorporated powers and inheritances 460.
  • Gains knowledge through Phileas’s memories and later accesses other personalities’ memories 680 768.
  • Uses “Order Neo” to supervise the others and maintain an internal hierarchy 718.
  • The Dice Thrower’s seal grants temporary control, but pollution and identity disruption destabilize it 690 704 718.
  • Resists mental temptations in the Gate of Reincarnation and reshapes its path and exit through his will 457.

Combat Technique and Deception

Neo favors aggressive openings and trading injuries, relying on regeneration to turn apparently losing exchanges into opportunities 509.

  • Uses feints, ambushes, exploding Light weapons, and Doppelganger Puppets 457.
  • Accepts impalement to reach an opponent rather than retreating from a weapon 246 510.
  • Conceals a puppet beneath freshly shed skin, deceives Kallen’s perception, and wins their duel by placing a fingernail against his throat 802.
  • Remains dangerous against stronger opponents through experience and deception; Kallen’s estimate that his own strength is roughly three times Neo’s does not prevent Neo’s later duel victory 796 802.

Investigation and Command

  • Covert operations: Infiltrates Light Remnant gatherings using genuine Light power and familiarity with their signs 262.
  • Intelligence gathering: Compiles compromising information on bishops and identifies concealed affiliations 494 680.
  • Training: Teaches Kallen combat, surveillance evasion, squad management, and operational methods 509 789 870.
  • Military command: Uses fortified positions, contingency plans, reconnaissance, and coordinated artillery; draws on the Mad Pope’s staff-officer and military-adviser experience 762 763 768.

Equipment / Weapons / Items

  • Masks and transformation ring — Conceal or change his appearance. His ring belongs to the same series as Mr. Lemar’s 218 717.
  • Light-conjured weapons — Prefers creating swords and shields to carrying physical weapons, which he considers cumbersome 457.
  • Doppelganger Puppets — Disposable substitutes used to misdirect attacks; later enhanced with his shed skin 457 802.
  • Black rose sacred artifact — Releases powerful purification energy, though Molindi interrupts its activation 637.
  • VIP Carriage — Personal transport; his car is at one point held as collateral until he repays his debts 447 494.
  • Mental potions and stimulants — Develops substantial tolerance, eventually finding even dangerous veterinary stimulants barely effective 698 788 816.

Relationships

  • Kallen — Former subordinate, student, confidant, and closest operational partner. Their mutual protection extends beyond rank; Kallen later Awakens Neo without placing controlling Order rules inside him 431 509 591 885.
  • Elisa — Wife and rescuer. Her First Embrace changes his fate, while her death becomes the central source of his grief and attraction toward death 161 558 718.
  • Pavaro — An inquisitor Neo admires for perseverance and integrity. Respect for Pavaro underpins Neo’s initial trust in Kallen 161 218 591.
  • Phileas — Source of Neo’s Light inheritance and prolonged identity conflict; later an internal personality who helps quiet the others 219 396 718.
  • Bloodthirsty Otherworldly Demon ancestor — Bloodline consciousness and source of inherited power. Neo rejects his attempts to replace Phileas or claim greater influence over him 275 460.
  • Mad Pope — Inherited personality supplying powerful Light techniques and military experience 396 768.
  • Lei’an — Light believer who gives Neo his Light spirit despite their being strangers and Neo openly admitting his faith in Order 459 526.
  • Alfred — Collaborator in recruitment, covert organization, and managing Kallen’s associates; also monitors Neo’s instability 610 718 748.
  • Kevin — Adviser on Neo’s bloodline difficulties and an important partner in desert expeditions and later pursuits 635 759 918.
  • Bersha — Light Divine Envoy who addresses Neo as “Elder” and conducts investigations for him 218 262.
  • Dice Thrower — Sacrifices herself to seal his dangerous personalities, asking him to protect her daughters 690.
