History
Uchiha Crisis and the Root Investigation
Shikaku first intervened when Sasuke publicly challenged the Third Hokage over the attack on the Uchiha. Rather than claim to speak for the Nara Clan, he presented himself as a shinobi bearing witness to prevent further chaos. The Hokage subsequently assigned him to coordinate the Clan Representatives involved in reviewing Root and examining the Uchiha victims 5 6.
He supported publishing Root’s asset inventory, recognizing Sasuke’s election as Uchiha Clan Head, and briefly locking down Konoha to prevent suspects from escaping. When Sasuke invited the clans to assist as witnesses, Shikaku explicitly committed the Nara to the investigation 6 8 9.
Assigned to accompany Sasuke to his meeting with Itachi, Shikaku carried evidence and a recording scroll. He urged Sasuke not to let emotion dictate the encounter, recorded Itachi’s refusal to disclose information, and recognized the Space-Time Ninjutsu used to extract him 12 13 14.
Shikaku continued assisting raids on Root’s financial network, guarding a captured bookkeeper with his shadow and attempting to restrain an operative behind a sealed door. He also joined Inoichi and Choza in demanding public access to sensitive records and a wanted notice for Danzo 21 23 27.
Council Appointment and the Five-Clan Alliance
Shikaku accepted a council appointment while openly acknowledging that Sasuke had tied Ino-Shika-Cho’s interests to his reforms. At his first documented council meeting, he cited precedents allowing three or more council seats to restrict troop deployments during war or rebellion. He then helped approve joint oversight of ANBU operations, finances, and internal review despite the Hokage’s opposition 28 29.
His break with the Hokage Building deepened when Sasuke produced memoranda targeting Ino-Shika-Cho. The Nara records described restrictions on medicinal herb procurement, the redesignation of deer enclosure grounds as a public medicinal garden, and the removal of branch-family shinobi from intelligence posts 55.
Shikaku signed the resulting mutual-protection agreement and insisted that its legal framework be completed before action against the Old ANBU Unit. Under the blood-sealed alliance, the Nara became responsible for auditing resource flows and sealing two copies of the accounts each month. Shikaku presented the agreement’s requirement that core defenses could not be independently mobilized without three council signatures 55 56.
As evidence against Hiruzen accumulated, Shikaku called for financial oversight and proposed suspending the Hokage Building’s direct command over the old ANBU. After Danzo’s defeat, he publicly explained the compensation process for Root’s victims and announced that the Nara would handle postwar dispatch. He also told Hiruzen that Konoha could no longer be burdened by unresolved debts from the past 71 81.
Intelligence Reform and the Kumogakure Campaign
During Jiraiya’s return, Shikaku compared his intelligence funding against the results on file: nineteen reports, including twelve late submissions, four unverifiable reports, and three duplicating merchant intelligence. When the confrontation escalated, his shadow reached Jiraiya’s sandals alongside the other defenders’ preparations 84.
Following Kakuzu’s capture, Shikaku planned a six-team operation against Akatsuki’s treasuries. His deployment divided responsibilities among Hyuga seal detection, Uchiha genjutsu-breaking, Sealing Squad transport, and ANBU concealment of the teams’ movements 97 98.
As tensions with Kumogakure rose, he reported its troop buildup and threats to Konoha’s grain route, analyzed its attempt to portray Konoha’s investigations as evidence of guilt, and coordinated wartime deployments. At the Boundary River, he ordered a controlled advance intended to force Kumogakure back across the river rather than turn its withdrawal into a slaughter 100 105 107.
After Konoha’s victory, Shikaku estimated revenue from reparations and lightning mines. Sasuke then tasked him with drafting a High Command structure to review military and political orders. The Nara Strategy Unit was subsequently incorporated into the joint command system 140 141.
Defense Against Pain
During Pain’s assault, Shikaku incorporated reports on the Six Paths into the tactical map and relayed changing defensive conditions. He also passed on intercepted enemy communications and Hiruzen’s requests to speak with Naruto 152 160 161.
At Sasuke’s direction, he deliberately reduced the Northwest Corner barrier’s output when Asura Path fired, making the resulting breach appear to be an enemy success. Once the Six Paths entered Central Square, he sealed the breach behind them and trapped them in the First Trap Zone 165.
Shikaku then fought alongside Inoichi and Choza against Animal Path. His shadow restraint provided a brief opening for mental interference, allowing the trio to stop its commands and kill it with a partially summoned rhinoceros. He reported that Ino-Shika-Cho had suffered no casualties and withdrew underground before Deva Path’s large-scale attack 168.
High Command and the Allied War
After Pain’s defeat, Shikaku reported that everyone killed in the assault had been revived. When Konoha’s military and political authority passed to High Command, he knelt and pledged the Nara’s obedience to Sasuke. He then delivered the joint sanctions and Rinnegan demand issued by the Lands of Lightning, Earth, and Water 180.
During the investigation into bloodline trafficking, Shikaku read a twenty-year-old Uchiha Police order concerning the detention of people with bloodline limits. Iwagakure elder Tsuchiya Masanobu seized him and the ledger, threatening to kill him if the others advanced. Sasuke’s intervention forced Tsuchiya to release him 205.
Shikaku remained part of Allied command, maintaining the front with Kakashi while Sasuke pursued Kabuto and arranging the distribution of evidence concerning Itachi to the Allied archive and towns throughout the Land of Fire 214 219.
He also challenged Sasuke’s refusal to reinforce the Four Kage during Madara’s pollen attack, pointing out that they were not machines. Later, he recorded Madara’s Sage Mode and natural-energy supply, warning when the chakra flow exceeded the Array Disc’s recording limit and forwarding the data to Central Command 230 235.
Appearance
- Clothing: Wears a casual robe during his first appearance 5.
- Hair: Loosely tied when he steps forward to address the Third Hokage 5.
- Expression: Despite his informal appearance, he shows no trace of sleepiness during the confrontation 5.
Personality
Shikaku is cautious about both political escalation and battlefield risk. He initially frames his intervention as witnessing rather than factional opposition, advises Sasuke against being drawn into Itachi’s emotional framing, and warns Hiashi not to let Kakuzu steer his reactions 5 13 97.
He recognizes the practical incentives behind Sasuke’s reforms without necessarily approving of every method. He understands how using Danzo’s money to compensate victims makes opposition politically costly, questions the consequences of opening the police force to civilian recruits, and identifies the material interests binding Ino-Shika-Cho to Sasuke’s coalition 18 28.
His humor is dry, especially when assignments interfere with his rest. He complains about losing sleep, being unable to go home, and being confined to desk work, but still carries out the responsibilities 13 21 28.
His support for Sasuke does not eliminate disagreement. He questions tactical decisions during the Pain battle and directly objects when Sasuke leaves the Four Kage fighting without reinforcement despite widespread pollen exposure 170 230.
Abilities & Skills
Shadow Imitation Technique
- Extends his shadow to connect with a target and restrict its movement; he uses it while guarding a captured Root bookkeeper 21.
- Can exploit small openings: his shadow passes through gaps between Sealing Tags to catch Kidomaru’s foot 39.
- Can be blocked by seals covering the available approach, as demonstrated at a Root stronghold 23.
- Restrains Animal Path for a stated window of three breaths. Increased chakra transmission from Nagato causes the target to move and drags Shikaku’s corresponding arm with it 168.
Ino-Shika-Cho Coordination
- Combines shadow restraint with Inoichi’s mental interference and Choza’s physical attack 168.
- Helps interrupt Animal Path’s externally transmitted commands rather than relying on the target possessing an independent consciousness 168.
- Coordinates restraint duration and attack routes as part of Konoha’s shared tactical planning 168.
Strategy and Battlefield Command
- Plans multi-team operations with separate reconnaissance, infiltration, transport, and concealment duties 98.
- Assigns army positions and issues controlled advances to achieve territorial objectives without unnecessary pursuit 105 107.
- Operates barrier controls to create and close a planned enemy entry route 165.
- Maintains tactical maps, tracks enemy positions, and questions plans that could restore an opponent’s shared vision or expose allied units 152 170.
Auditing and Legal Procedure
- Reviews Root ledgers, council precedents, intelligence expenditure, and alliance accounts 10 29 56 84.
- Identifies official seals and countersignatures on disputed orders 57.
- Prepares revenue estimates from reparations and mining income 140.
- Uses joint authorization and documented procedure to contest unilateral mobilization by the Hokage Building 29 56.
Intelligence Analysis and Combat Recording
- Examines physical evidence, including handwriting, blood freshness, and paper associated with the Daimyo’s relay stations 13 28.
- Recognizes Space-Time Ninjutsu during Itachi’s extraction 14.
- Records enemy techniques and their conditions, including Hidan’s curse medium and ritual-circle dependency 94.
- Oversees the collection and transmission of data on Madara’s natural-energy intake and Sage Mode 235.
