Background / History
Appointment as Third Hokage
Hiruzen and Shimura Danzō became friends during childhood, when the Sarutobi and Shimura clans maintained an alliance. Both later studied under Tobirama Senju and served as his personal guards. During an ambush connected to Kinkaku and Ginkaku’s coup, Tobirama appointed Hiruzen as his successor before covering the group’s escape 99.
After becoming Hokage, Hiruzen authorized Danzō to establish Root, partly as compensation for his friend’s unfulfilled ambition to become Hokage. Their political disagreements continued for decades, but Hiruzen repeatedly overlooked Danzō’s clandestine activities 99.
Conflict over Sarutobi Shōtarō
Hiruzen’s first major confrontation with Uchiha Jin concerns his nephew, Sarutobi Shōtarō, who raped a woman and murdered her family. Hiruzen initially sought a negotiated release, but Jin invoked village law and refused to spare the murderer 7 11.
Hiruzen subsequently arranged an undercover assignment to remove Shōtarō from the village. His actual intention was to send his nephew somewhere safe and secretly bring him home after public attention faded. He also intended to have the Sarutobi Elder compensate the victims’ surviving parents 15.
Jin intercepted and killed Shōtarō. Although furious, Hiruzen could not refute Jin’s legal justification and allowed him to return to work. In their later discussion, Hiruzen recognized that Jin had acted for the victims rather than simply to undermine the Hokage, but remained disturbed by his uncompromising justice 17 21.
Protecting and Restraining Danzō
When six civilian Genin disappeared, Hiruzen transferred Jin’s investigation to Anbu and confronted Danzō. Danzō’s silence convinced him that his friend was responsible, and Hiruzen warned him against repeating the offense 33.
After Danzō attempted to have Jin killed, Hiruzen rejected Jin’s demand for a public trial and execution. Instead, he removed Danzō’s advisor position, halved Root’s annual recruitment, imposed thirty days of confinement, and required an in-person apology witnessed by Uchiha leaders 37 43.
His tolerance also extended to anti-Uchiha agitation. After presenting captured rumor-mongers to Jin, Hiruzen agreed with Danzō that the Uchiha needed to be taught a lesson 51.
Minato’s Succession and Hiruzen’s Retirement
Hiruzen favored Orochimaru among his students, but recognized Minato Namikaze’s superior wartime reputation, popular support, and commitment to the Will of Fire. Minato ultimately won the election for Fourth Hokage 4 65.
Rather than leave office, Hiruzen installed another desk in the Hokage’s office and continued reviewing Minato’s work. Throughout the following year, major decisions required consultation with him 67 74 106.
Minato’s equal treatment of the Uchiha reduced the clan’s hostility toward the village leadership. Hiruzen briefly acknowledged that his own suspicion and suppression had worsened relations, though he continued to worry that the clan might abuse Minato’s trust 70.
During the Nine-Tails’ attack, Hiruzen led Konoha’s defenders and prepared to sacrifice himself with the Dead Demon Consuming Seal if necessary. Afterward, he organized rescue efforts and learned that Jin had killed Danzō during Root’s attack on the Uchiha compound 92 93 98 99.
His continued interference ended when Minato rejected his demand to punish Jin and explicitly told him to retire. Hiruzen left his Hokage hat on the desk and departed; Minato had also discovered Sarutobi clansmen’s involvement in spreading rumors about Jin 106.
Assassination Plot and Death
After retirement, Hiruzen cooperated with Obito Uchiha and Black Zetsu against Jin despite knowing that Obito had caused the Nine-Tails’ rampage. He increasingly embraced Danzō’s belief that the Uchiha should be eliminated, treating Mangekyō Sharingan wielders as inevitable threats 116 117 121.
Before attacking, Hiruzen appointed Cangxuan Sarutobi as clan leader and ordered the clan not to participate. He privately intended to kill Obito and Black Zetsu as well, accepting that he might die carrying out the plan 121 122.
Hiruzen chose the Forest of Death to keep the battle away from intervention. When he could not defeat Jin directly, he used four death-row prisoners for Impure World Reincarnation, summoning deceased fighters including Hashirama Senju, Tobirama Senju, and Danzō. Jin’s ocular technique subsequently dismantled his reincarnated reinforcements 127 128 132.
Jin eventually pierced Hiruzen’s abdomen. Mortally wounded, Hiruzen attempted the Dead Demon Consuming Seal, but Obito escaped into the Kamui Dimension with Jin. The Death God failed to seize Jin and instead severed Hiruzen’s soul, killing him. Before dying, Hiruzen warned Minato that Jin was allied with the perpetrator of the Nine-Tails’ attack 133 134.
Official Legacy and Reincarnation
Minato concealed Hiruzen’s assassination plot and publicly announced that he had died fighting the Mysterious Man. The village held a grand funeral attended by mourning civilians; Jin did not attend 140.
Hiruzen later appeared among the reincarnated fighters opposing Jin. Seeing Shisui and the Masked Man together finally disproved his suspicion that they were the same person, leaving him guilty over his misjudgment. He nevertheless participated in the ensuing battle, using Five Release: Great Combo Technique 133 194 195.
Appearance
- Aged features: A weathered, wrinkled face, clouded eyes, and whitening temples 4 15 132.
- Posture: Frequently hunched, particularly during his retirement and final battle 106 116 127.
- Pipe: Regularly smokes while reviewing reports, discussing policy, or considering his next move 4 33 116.
- Battle clothing: Wears black armor when preparing for his final confrontation with Jin 125.
Personality
Hiruzen presents himself as a kindly elder, often smiling, praising younger ninja, and invoking the Will of Fire. He genuinely considers protecting Konoha his responsibility: during the Nine-Tails’ rampage, he is prepared to sacrifice his life to save the village 4 15 60 93.
His judgment is compromised by personal attachments. Although appalled by Shōtarō’s crimes, he cannot bring himself to let his nephew be executed. His lifelong friendship with Danzō similarly leads him to overlook wrongdoing and favor limited disciplinary measures over prosecution 15 37 99.
Hiruzen is also reluctant to relinquish authority. He repeatedly invokes his position as Hokage to end arguments and continues supervising Minato after the succession. Although briefly willing to reconsider his treatment of the Uchiha, he ultimately returns to collective suspicion and rationalizes eliminating the clan as a sacrifice for the village’s safety 4 43 65 70 106 117.
