Background
The Uchiha were already a major clan during the Warring States Period, before Konoha existed. Madara later sought to take his clansmen away from the village because he believed its hostility toward them made remaining there untenable, but they did not follow him 63 233.
The Second Hokage, Tobirama Senju, founded the Konoha Military Police Force and placed it entirely under Uchiha control. This granted the clan substantial authority while confining its institutional role to internal security, excluding it from central military and political decisions, and making its members easier to monitor 1.
At the beginning of the story, in Konoha Year 49, the Third Shinobi World War has recently ended. Although clan members ordinarily do not need to undertake outside missions, they must fight during wartime. Postwar vacancies prompt the police force to recruit new members, including Jin 1.
Organization and Governance
Leadership
- Clan leader: Fugaku presides over clan meetings and initially commands the Military Police Force 1 13.
- Elders: Participate in leadership deliberations alongside the clan head. Seven elders attend the Naka Shrine meeting concerning Sarutobi Shōtarō 13.
- Strength-based standing: Combat ability outweighs seniority; exceptional recruits can enter the police force as squad leaders rather than starting at the bottom 1.
- Jin’s succession prospects: Fugaku and the elders consider Jin a suitable future clan leader because of his strength, talent, loyalty, and standing among the clanspeople 81.
Internal Factions
| Faction / Position | Policy | Documented Conduct |
|---|---|---|
| Hawk Faction | Resists the leadership’s suppression and distrust of the clan. | Celebrates Jin’s refusal to spare the Hokage’s nephew; Tekka pledges hardliner support 13 40. |
| Pro-Peace Faction / Moderates | Seeks accommodation and avoids escalating conflict with the Hokage. | Argues that sparing Shōtarō might improve relations; later welcomes Minato’s favorable reputation 13 66. |
| Neutral Faction | Prefers preserving the existing situation rather than joining factional struggles. | Its elder declines to take sides in disputes over the clan’s response to the village 45. |
| Shisui and Itachi’s position | Supports the Will of Fire and coexistence between clan and village. | Shisui joins Anbu and reports clan affairs to Hiruzen; Itachi continues defending these ideals despite Jin’s opposition 20 53 210. |
Fugaku supports individual clansmen against mistreatment but generally avoids an open break with Konoha. His acceptance of Itachi’s village loyalty becomes a major point of conflict with Jin 12 22 209.
Military Police Authority
| Area | Powers and Responsibilities |
|---|---|
| Public order | Daily patrols, intervention in civilian disputes, and prevention of fights between ninja 1. |
| Criminal investigations | Arrests criminals and infiltrating spies, conducts searches, and interrogates ordinary ninja involved in cases 1. |
| Detention | Guards Konoha Prison and maintains holding cells 1. |
| Enforcement privileges | Possesses warrantless patrol and arrest authority, priority in law enforcement, and village search rights 1. |
| Internal autonomy | Selection, promotion, and punishment of members are handled within the clan. The police commander is nominated without requiring leadership approval 1. |
| Resources | Independent headquarters, dedicated training grounds, detention facilities, and an annual village public-security budget 1. |
| Jurisdictional limit | Cannot patrol Konoha’s central administrative ring without the Hokage’s order; Anbu controls that area 2. |
Anbu service offers access to national missions, leadership intelligence, and decision-makers unavailable through police work. Fugaku consequently sees Shisui’s recruitment as both an opportunity for communication and a risk that he will be assigned to monitor his own clan 1 22.
Locations
- Uchiha Clan Compound — Residential center containing the clan leader’s home and other members’ households 13 38 167.
- Naka Shrine — Located deep within the compound. Major leadership meetings and confidential plotting take place in its underground council chamber, beyond the leadership’s surveillance 13.
- Military Police headquarters — Administrative and operational base with its own training grounds and detention cells 1.
Abilities and Skills
Sharingan
- Jin’s Three-Tomoe Sharingan tracks opponents’ movements, hand seals, and openings during combat 89.
- Its predictive perception helps him identify a brief opening between coordinated enemy attacks 90.
- Mangekyō eyes are exceptional, not a standard ability possessed by every clansman; Kakuzu explicitly remarks on their rarity 175.
Mangekyō Sharingan
- Jin: Heavenly Punishment Edict establishes one clear prohibition within his field of effect. Karmic Flames Burn Sin subjects targets to the suffering they inflicted on others through a genjutsu space 83.
- Shisui: Kotoamatsukami alters a target’s will. Both eyes possess versions of the technique with different alteration strengths and cooldowns 155 159.
- Obito: Kamui provides dimensional movement and intangibility, making him difficult for Jin to kill 71 130.
- Fugaku: Reveals his own Mangekyō during his confrontation with Jin, but loses their brief ocular contest 209 210.
- Limitations: Mangekyō use consumes ocular power and can cause blindness through overuse. Jin’s Eternal Mangekyō removes his concern about that progressive loss of sight 83 161 167.
Susanoo
- Jin manifests a white Susanoo, later developing it into a Perfect Susanoo resembling an enormous underworld judge in archaic robes 174 190.
- Shisui manifests a green Susanoo with raven-feather-patterned armor and later uses its perfect form 159 198.
- Reincarnated Madara deploys a blue Perfect Susanoo carrying a giant chakra blade 196.
Other Combat Skills
- Fire Release: Jin, Shisui, and Obito demonstrate fire techniques, including fire-enhanced blades and large-area flame attacks 90 153 180 181.
- Body Flicker: Shisui’s self-created Phantom Body Flicker Technique earns him international recognition. His wartime specialties include surprise attacks, rescues, and disrupting enemy supplies 1.
Notable Members
- Uchiha Fugaku — Clan leader and police commander; cultivates Jin as a potential successor 1 81.
- Uchiha Jin — Police squad leader who becomes acting commander and increasingly dominates the clan’s practical affairs 2 81 146.
- Uchiha Shisui — Celebrated wartime genius and Anbu member. His loyalty to the Hokage damages his standing among clansmen who regard him as a turncoat 1 20 53.
- Uchiha Itachi — Fugaku’s son and Jin’s student; remains committed to the Will of Fire despite his teacher’s attempts to change his priorities 62 210.
- Uchiha Tekka — Hardliner who supports Jin during the Shōtarō dispute 13.
- Uchiha Xuan and Uchiha Xi — Members of Jin’s patrol squad 2.
- Uchiha Mikoto and Uchiha Sasuke — Fugaku’s wife and younger son. Sasuke’s birth is celebrated with a clan banquet attended by representatives of other clans 81 85.
- Uchiha Obito — Operates with the Akatsuki and orchestrates the Nine-Tails’ Rampage; his actions do not represent the clan’s leadership 88 139.
- Uchiha Madara — Former clansman who left Konoha after failing to persuade the others to leave with him 233.
Major Events
The Shōtarō Dispute
Jin’s insistence that Sarutobi Shōtarō be executed divides the clan. Hardliners welcome resistance to the Hokage, while moderates fear retaliation. Fugaku presents Jin with an infiltration assignment intended to remove him from Konoha and spare Shōtarō, but Jin refuses it and ultimately kills Shōtarō despite the arrangement 13 28.
Hokage Succession and Improved Relations
Fugaku proposes becoming Fourth Hokage as a way to end discrimination. Jin and Shisui doubt his electoral prospects, though the wider clan enthusiastically supports the proposal 53.
After Minato takes office, public opinion improves and resentment within the clan declines. Even the Hawk Faction stops criticizing the Hokage. Hiruzen acknowledges that his own distrust and suppression had contributed to the earlier conflict 70.
The Nine-Tails’ Rampage
During the attack, Danzō uses a forged order bearing Minato’s seal to try to confine the Uchiha to their compound. Fugaku nevertheless leads most of the clan to reinforce the village, while Jin and the remaining Uchiha fight Root 88 89.
Afterward, villagers blame the clan for the disaster, reversing its recent reputational gains. Jin’s subordinates violently punish protesters, while Hiruzen privately interprets the attack as an Uchiha conspiracy 100 104.
Renewed Threats and Jin’s Ascendancy
Following Danzō’s death, Hiruzen resolves to eliminate the clan as a supposed threat to Konoha. His belief that Jin conspired with the masked attacker contributes to their later battle 117 133.
Meanwhile, Fugaku’s extended absence from police work leaves Jin administering the force long after Sasuke’s birth. Clanspeople increasingly defer to Jin, although he declines to replace Fugaku because he does not want the burden of managing the clan 146 209.
Reputation and External Relations
- Villagers: Initially fear Uchiha patrols and resent police interference even in domestic violence. Enforcement duties and deliberately amplified rumors both contribute to the clan’s poor image 2 44.
- Hiruzen Sarutobi: Maintains surveillance because he distrusts the clan. His later willingness to destroy it is his own policy, not evidence of a proven clan-wide conspiracy 44 117.
- Shimura Danzō: Spreads damaging rumors, considers eliminating the clan, and deploys Root against its members during the Nine-Tails crisis 22 44 88.
- Minato Namikaze: Treats the clan with equality and respect, substantially reducing hostility during his administration 66 70.
- Older Hokages: Their immediate attacks on Jin after reincarnation expose persistent assumptions that an imposing Uchiha must be an enemy; they subsequently acknowledge the misunderstanding 197.
Continuity Notes
- The massacre carried out by Itachi and Obito is described as part of the original story known to Jin, not as an event that has already occurred in this timeline. His treatment of Itachi is heavily influenced by that knowledge 23 32 42.
- Shisui’s Mangekyō chronology is inconsistent: early chapters establish that he already possesses it, while the Amegakure battle later depicts its awakening 23 83 154.
