History
Wartime Leadership and Succession Plans
Hiruzen first appears reviewing scrolls in the Hokage’s Office. After examining Xuandou’s record and seeing his Three-Tomoe Sharingan, he approves his promotion to jōnin without an examination. He subsequently presides over a high-command meeting concerning Konoha’s wartime losses and the death of the Uchiha clan head 2.
Repeated military setbacks threaten Hiruzen’s position with the Land of Fire’s Daimyō. Expecting to retire after the war, he devises a longer-term plan to make Asuma the Fifth Hokage: service among the Twelve Guardian Ninja, an academy teaching position, and marriage to Kurenai would build his son’s political connections. He secures Asuma’s cooperation by promising Kurenai a safe teaching post 9.
Xuandou’s victory against Sunagakure gives Hiruzen some political relief. He accepts a division of the campaign’s spoils that leaves the Uchiha with 5.5 billion ryō and the village with 2.3 billion, then refuses Danzō’s demand for another billion for Root. The Daimyō later grants him one final year in office before retirement 23 29.
Minato’s Appointment and the Nine-Tails’ Catastrophe
Hiruzen announces Minato Namikaze’s selection as Fourth Hokage. Around the same time, a Root informant reports Danzō and Orochimaru discussing Hashirama-cell research and a seizure of power; Hiruzen orders Anbu to arrest Orochimaru 41.
Before Kushina’s delivery, Konoha’s leadership dismisses Xuandou’s warning of an attack. Hiruzen permits an Uchiha evacuation drill only if civilians are neither endangered nor forced to participate, and refuses Xuandou’s offer to assist with the birth 44 63.
During the Nine-Tails’ attack, Hiruzen summons Enma and uses the Adamantine Staff against the beast. He reaches the dying Minato afterward, and Minato entrusts Kushina and Naruto to him. Once Xuandou reseals the Nine-Tails into Kushina, Hiruzen orders her taken to the hospital 48 49.
Following Minato’s death, Hiruzen resumes the Hokage position with the clan representatives’ unanimous support 51.
Kushina’s Assets and the Uchiha’s Departure
After Kushina leaves the hospital, Hiruzen tells her that he has used Minato’s bank assets for village reconstruction. Those funds also include Mito Uzumaki’s inheritance to Kushina. He assigns Kushina and Naruto a filthy, rundown apartment and provides a monthly allowance of fifty thousand ryō. Xuandou confronts him over both the confiscation and his failure to act on the childbirth warning 62 63.
Hiruzen’s conflict with Xuandou escalates into a plot against the Uchiha. Under compulsion, Danzō reveals that the two had agreed to control Kushina, use her to eliminate Xuandou, and eventually exterminate the clan. Hiruzen attempts to silence the confession, but Xuandou kills Danzō despite his intervention 82.
Hiruzen calls the killing rebellion and demands that Xuandou submit to an investigation. When Xuandou publicly exposes his treatment of Kushina and Naruto, even the assembled Anbu begin to doubt him. Hiruzen orders Xuandou’s arrest, but the Uchiha rout his forces. Xuandou, Shisui, and Fugaku surround him with their Susanoo and badly injure him during the clan’s departure 83 84.
Military Collapse and Death
After losing the Uchiha, Hiruzen accepts Homura’s proposal to recruit the Chinoike Clan as a replacement. This does not repair his relationship with Konoha’s established clans: when Kumogakure approaches with two thousand ninja, the major clan heads refuse to volunteer troops, citing unpaid compensation, political exclusion, and years of mistreatment 88 89 119.
Hiruzen assembles two thousand ninja, including contingents demanded from Homura and Koharu, but his force collapses against the Raikage and Killer B. He escapes while Anbu cover his retreat 120 121.
The Daimyō subsequently gives him six months to stabilize the borders or resign. Hiruzen deploys the Chinoike Clan against Kumogakure under Homura, hoping to capture Killer B as a bargaining chip, while personally confronting Iwagakure 138.
On the northwestern battlefield, Hiruzen holds his own against Han’s Five-Tails transformation until Kumogakure attacks from the rear. The Raikage tears open his left chest, nearly striking his heart. Jiraiya rescues him, but news of Homura’s flight and the northern front’s collapse causes him to lose consciousness 141 142.
Knowing he has little time left, Hiruzen asks Jiraiya to become Fifth Hokage. Jiraiya instead brings back Tsunade, who accepts the position. Hiruzen dies in the hospital and receives a hurried funeral in the rain beside Konoha’s Memorial Stone 142 143 144.
Posthumous Corruption Investigation
Under Tsunade, an investigation uncovers thirty-two billion ryō, businesses, and a private army belonging to the Sarutobi Clan. The clan heads condemn Hiruzen for withholding that military strength while their own families suffered wartime losses. Tsunade also recalls his refusal to fund her medical reforms on the grounds of insufficient money 181.
Tsunade confiscates the assets, though she later limits further action partly out of regard for their former teacher–student bond. Public resentment nevertheless ruins the Sarutobi Clan’s reputation. When Asuma returns, she sends him on a long-term assignment to Hidden Xuan Village until the anger subsides 181 192.
Reanimation and Exposure
Years later, Asuma demands that Hiruzen be summoned to refute Xuandou’s accusations about Kushina’s inheritance. His coffin is exhumed from the Sarutobi cemetery, and Orochimaru reanimates him using White Zetsu as a vessel. Hiruzen is stunned to learn that Asuma expects him to clear the family’s name 315 316.
Hiruzen denies wrongdoing, claiming first that the clan’s wealth came from a silver mine and then from buried silver treasure. He also relies on altered ledgers to conceal his involvement. His own thoughts eventually confirm Xuandou’s accusation: he spent Kushina’s money on reconstruction, pocketed the village’s allocated funds, and skimmed additional money from missions, survivor benefits, and construction projects 318 319.
Unable to withstand Xuandou’s leverage, Hiruzen asks what he must do to protect his reputation. He initially offers to apologize to Naruto in Asuma’s place, hoping to spare his son the humiliation 319.
Service under Xuanyin
Xuandou offers to remove Konoha’s memories of the corruption scandal in exchange for Hiruzen supporting the merger with Xuanyin and making Asuma apologize to Naruto. Hiruzen accepts, and Xuandou alters the village’s memories while preserving the truth for selected people 320.
When Asuma resists, Hiruzen strikes him. He ultimately joins his son in apologizing, preventing Asuma from bearing the embarrassment alone. Naruto declines to forgive them on Kushina’s behalf 320 321.
Hiruzen later accompanies Xuanyin’s elites to the Land of Fire’s Daimyō’s palace. He remains reanimated and working in the Shinobi World rather than returning to the Pure Land, and attends the Uchiha grave-relocation ceremony alongside Konoha’s former leaders 343 344 450 454.
Appearance
- Elderly features: An aged, wrinkled face and graying temples; by his final hospitalization, he is described as skeletal 3 9 143 316.
- Hokage clothing: Wears a Hokage robe, which is stained red by his chest wound during the northwestern battle 141.
- Pipe: Frequently smokes while reviewing documents, discussing policy, or confronting subordinates 2 9 23.
- Reanimated body: On returning through Impure World Reincarnation, he examines his stitched left chest 316.
Personality
Hiruzen treats political legitimacy and succession as essential to preserving authority. He rejects Asuma’s belief that strength alone should determine the Hokage and instead plans a network of appointments, marriages, and clan support for him. His language repeatedly invokes the Will of Fire and the village’s future 9.
His kindly manner contrasts with his conduct behind closed doors. He presents the confiscation of Kushina’s inheritance as a contribution Minato would have supported, while secretly enriching his own clan. When challenged, he frequently invokes his office or becomes angry rather than answering directly 62 63 319.
Hiruzen regards the Uchiha’s growing power as a threat to his rule. Even after reanimation, he portrays them as emotionally unstable and inherently dangerous. He struggles to accept their success because it exposes the failure of his decision to drive them away 82 318.
His concern for his reputation survives his death. Faced with lasting disgrace, he chooses cooperation with Xuandou over continued resistance. His affection for Asuma is also genuine, though mixed with ambition: he tries to secure his son’s future, offers to apologize in his place, and ultimately shares his public humiliation 9 319 320 321.
Abilities & Skills
Five-Nature Ninjutsu
Hiruzen can wield all five elemental chakra natures and combines extensive ninjutsu experience with battlefield adaptability 141.
- Fire Release: Fire Dragon Flame Bullet: Breathes an enormous fire dragon at an opponent 120 141.
- Earth Release: Earth-Style Wall: Raises an earthen barrier for immediate defense 120.
- Shuriken Shadow Clone: Uses the technique while delaying the Raikage’s pursuit 121.
- Limitations: The Raikage breaks through his earth wall and charges through his flames without injury 120.
Summoning Technique: Enma
Hiruzen summons Enma, an ape capable of transforming into the Adamantine Staff 48.
- Enma can return to humanoid form to fight independently and protect Hiruzen 141.
- Their cooperation allows Hiruzen to contend with the fully transformed Five-Tails 141.
- Enma is forced back to the Summoning Realm after taking the Raikage’s Lariat 141.
Staff Combat
Hiruzen uses the Adamantine Staff for close combat and large-scale defensive strikes 48 141.
- Extends it into the Nine-Tails’ abdomen during the attack on Konoha 48.
- Increases its thickness to strengthen blows against Han’s tailed-beast cloak 141.
- Strikes the Five-Tails’ skull to divert a Tailed Beast Bomb away from Konoha’s position 141.
Political Authority
Hiruzen’s power rests on recognition from the Daimyō, shinobi clans, and civilians, rather than his title or Anbu alone 51.
- Authorizes promotions, assignments, mission distribution, and arrests 2 9 41 54.
- Secures unanimous clan support for his return after Minato’s death 51.
- Loses effective access to major-clan manpower when their leaders refuse his mobilization request 119.
- Retains enough civilian prestige for Xuandou to seek his endorsement of Konoha’s merger 320.
Equipment
- Adamantine Staff — Enma’s transformed weapon; can extend and thicken during combat 48 141.
- Pipe — His recurring smoking accessory, also used to punctuate an angry reprimand to Asuma 2 9.
- Hokage robe — Worn in battle and draped over his burial clothes 141 316.
Relationships
- Asuma Sarutobi — Son and intended political successor. Asuma arranges his reanimation to defend his name, unaware that the accusations are true 9 316 319.
- Tobirama Senju — Teacher. Hiruzen invokes his teachings against the Uchiha and later opposes making him work after death, framing it as respect for his former mentor 318 336 374.
- Jiraiya — Student and rescuer. Jiraiya saves him from the battlefield but declines his request to become Fifth Hokage 142 143.
- Tsunade — Student and successor. She investigates his clan’s wealth and confronts him after his reanimation 144 181 317.
- Orochimaru — Student whom he orders arrested. Orochimaru later performs his reanimation and tells him to accept the Uchiha’s supremacy 41 316 318.
- Shimura Danzō — Longtime associate, political rival, and co-conspirator against the Uchiha. Despite their disputes, Hiruzen later misses his willingness to carry out ruthless work 23 32 82 88.
- Mitokado Homura and Utatane Koharu — Long-serving advisers. Homura’s battlefield abandonment helps precipitate Hiruzen’s final collapse 120 142.
- Uchiha Xuandou — Initially a shinobi he promotes; later his principal opponent. Xuandou exposes his crimes and ultimately secures his cooperation with Xuanyin 2 82 319 320.
- Minato Namikaze — Successor who entrusts his family to him. After learning how Hiruzen treated them, the reanimated Minato rejects his former respect for him 49 374.
- Kushina Uzumaki and Naruto Uzumaki — Minato’s surviving family. Hiruzen takes their assets and plots to exploit Kushina against Xuandou; he later apologizes alongside Asuma 62 82 321.

Trivia
- His funeral takes place beside Konoha’s Memorial Stone, but his body is subsequently buried in the Sarutobi Clan cemetery 144 316.
- His final thought concerns Homura’s incompetence: “Mitokado Homura... is an amateur...” 144.
- In the Pure Land, Danzō falsely claims to be the Third Hokage and depicts Hiruzen as his pet Akita. Hiruzen himself is absent because he remains reanimated in the Shinobi World 450 451.
