Background / History
Hiruzen inherited the Hokage position through Tobirama Senju’s final instructions. The Senju and Uchiha opposed his accession, and the absence of a Kage-level contender from either clan initially helped keep that opposition in check. Hiruzen and his associates subsequently consolidated their authority through underhanded political methods 4 79.
The rise of Hatake Sakumo and Hatake Xuanzhe threatened his plans for succession. Their families also carried an old feud: Hiruzen’s father, Sasuke Sarutobi, had killed the Hatake brothers’ grandfather. When selecting his students, Hiruzen chose Tsunade to reassure the Senju, Orochimaru for his talent, and Jiraiya to exclude Xuanzhe. Xuanzhe then withdrew to the countryside and remained a genin for twenty years 4.
Over decades in office, Hiruzen elevated the Sarutobi Clan from a relatively minor clan into Konoha’s greatest political power. He and the Elders Council intended to make Shinnosuke the next Hokage, preserving their authority through another Sarutobi administration 23 86.
Appearance
- Early appearance: Has a still-black beard when discussing Minato’s apprenticeship under Jiraiya 27.
- Later appearance: Shows increasingly prominent wrinkles as he ages 80.
- Habitual accessory: Frequently smokes a pipe, including during private deliberations and meetings with the elders 4 7 50.
Personality
Hiruzen presents himself as genial, patient, and magnanimous. He greets Xuanzhe without visible anger even after the destruction of his Hokage Rock likeness. The narration contrasts this public kindness with a political arrangement in which Danzo handles covert wrongdoing and absorbs blame while Hiruzen maintains his benevolent image 6 90.
His concern for succession is strongly shaped by family loyalty and fear of losing control. After Shinnosuke’s death, he privately prefers Asuma over Jiraiya as a future Hokage. He also treats Minato’s gratitude, civilian background, and relationship with Kushina as means of securing his allegiance 27 29 33.
Hiruzen is more willing than the other elders to accept defeat when resistance would endanger his life. After Tsunade takes office, he repeatedly discourages rash action against her faction. His composure breaks more readily over his family: Biwako’s murder and Asuma’s fate provoke grief and fury, while his final confrontation with Orochimaru ends in a calm willingness to sacrifice himself 80 82 83 90 99 149.
Abilities & Skills
Elemental Ninjutsu
Hiruzen uses offensive fire techniques and defensive earth techniques in battle 58.
- Fire Release: Fire Dragon Flame Bullet: Expels flames shaped into a gigantic dragon’s head. He can increase its size and power by committing more chakra 58 91.
- Earth Release: Earth-Style Wall: Raises an earthen barrier over ten meters high against the Third Mizukage’s ice attacks 58.
- Earth Dragon Bullet Technique: Sends a mud dragon over Rashomon toward Orochimaru 101.
Enma Summoning and Ruyi Jingu Bang
Enma is Hiruzen’s strongest summoning beast and can transform into the Ruyi Jingu Bang, which Hiruzen wields as a staff 91.
- Extends the staff to strike distant opponents through an earthen wall 58.
- Enlarges it more than a hundredfold to break ice mirrors and escape while carrying Koharu 59.
- Expands it to the thickness of a structural pillar, knocking two Root members away with one swing 91.
- The staff can be immobilized by freezing; Hiruzen drops it when ice begins spreading toward his hands 58.
Shuriken Techniques
Hiruzen channels chakra into thrown shuriken to enlarge them dramatically 145.
- Throws two shuriken along opposing arcs toward Orochi-hime.
- Enlarges them to a hundred times their original size before impact 145.
Shadow Clones and Sealing
Hiruzen combines Shadow Clones, Enma’s assistance, and sealing techniques during his final battle 149.
- Shadow Clones: Help him contain Orochimaru’s controlled combatants before targeting Orochimaru himself 149.
- Dead Demon Consuming Seal: Attempts to extract Orochimaru’s soul at the cost of Hiruzen’s own life 149.
- Final result: Exhaustion and a sword wound prevent a complete sealing. Hiruzen instead seals the souls of Orochimaru’s hands, crippling them, before dying 150.
Political Manipulation
Hiruzen’s influence depends on appointments, patronage, propaganda, and control of covert institutions 6 11 26 33.
- Uses the ANBU to surround promising recruits with committed followers of the Will of Fire 26.
- Gives Minato the Flying Thunder God technique and later invokes that favor to obtain access to Danzo in prison 85.
- Promotes Minato to ANBU Commander, recognizing his strength and lack of independent clan backing 33.
- Benefits from Academy textbooks that emphasize his achievements while giving comparatively little attention to earlier Hokage 11.
- Recognizes Xuanzhe’s attempts to provoke the former elders into giving him grounds to eliminate them 72 80.
Limitations
- His strength declines with age; the opening chapter describes further breakthroughs as impossible 1.
- The Third Mizukage’s Ice Release overwhelms his fire attack and repeatedly puts him at a disadvantage 58 66.
- Concern for Asuma causes him to hold back against Danzo, allowing Danzo to wound him despite being the weaker combatant 91 92.
- He and Enma hesitate to damage the bodies of his reanimated sons, an emotional weakness Orochimaru deliberately exploits 149.
Relationships
- Tobirama Senju — Teacher and predecessor. His final instructions establish Hiruzen’s claim to the Hokage position 4 79.
- Shimura Danzo — Childhood friend, political partner, and habitual scapegoat. Their alliance collapses after Hiruzen asks him to accept sole responsibility for their crimes; Danzo subsequently murders Biwako and attacks the Sarutobi Clan 7 87 90.
- Utatane Koharu and Mitokado Homura — Longstanding governing partners. Hiruzen restrains their attempts to challenge Tsunade’s administration; both are later killed by Danzo 80 92.
- Biwako Sarutobi — Wife. Her anger over Shinnosuke’s death strains their home life; Danzo later kills her before confronting Hiruzen 26 90.
- Shinnosuke Sarutobi — Eldest son and intended successor. Hiruzen strongly suspects Xuanzhe caused his death but lacks proof 23 26.
- Asuma Sarutobi — Youngest son and another preferred successor. Orochimaru abducts him and takes over his body through Living Corpse Reincarnation 27 87 99.
- Hatake Xuanzhe — Political adversary whom Hiruzen deliberately sidelined in childhood. Xuanzhe later helps remove him from office and supports investigations into the former leadership 4 80 87.
- Orochimaru / Orochi-hime — Former student whom Hiruzen makes the scapegoat for Shisui’s reported death. Their conflict becomes intensely personal after Orochimaru reveals Asuma’s fate 38 99 145.
- Tsunade — Former student and successor as Fourth Hokage. Her accession ends Hiruzen’s administration 4 80.
- Jiraiya — The student who initially retains the strongest affection for him. Nevertheless, Jiraiya withholds information about Shinnosuke’s mission and remains loyal to Konoha rather than Hiruzen personally 25 26 73.
- Minato Namikaze — Beneficiary of Hiruzen’s patronage and his appointee as ANBU Commander. As Fifth Hokage, Minato arranges Hiruzen’s funeral 33 85 150.
Story Role / Major Arcs
Xuanzhe’s Return and Shinnosuke’s Death
- Xuanzhe destroys Hiruzen’s likeness on Hokage Rock after confronting Shinnosuke’s group over their treatment of Sakumo. Hiruzen recognizes that Xuanzhe has continued training during his long withdrawal 1 4.
- Xuanzhe returns from the Kazekage assassination mission without Shinnosuke. Hiruzen thanks the returning ninja publicly, then privately consults the elders about his son’s death 23.
- Jiraiya’s carefully worded testimony deepens Hiruzen’s suspicion of Xuanzhe without providing evidence 25 26.
- Hiruzen assigns Minato, then Yuzuki Yuzuki, to watch Xuanzhe. Yuzuki is killed by Xuanzhe’s Ninja Dogs 27 28.
Shisui’s Reported Death
- Danzo reports that Shisui Uchiha has died during Hashirama-cell experiments. Fearing the Uchiha’s reaction, Hiruzen chooses to blame Orochimaru and force him out of Konoha 38.
- The elders later consider this preferable to their alternative of framing the Land of Wind, which would have created another enemy 56.
Third Shinobi World War
- Hiruzen’s faction initially denies Xuanzhe a command and appoints Danzo commander-in-chief. After a disastrous first battle, Hiruzen recalls Danzo and gives command to Sakumo 44 49.
- With Kirigakure advancing, Hiruzen personally leads eight thousand shinobi to the coast, takes the other elders with him, and leaves Biwako as Acting Hokage 56.
- The Third Mizukage, secretly controlled by Madara, defeats Hiruzen’s forces. Subsequent reinforcements allow Kirigakure to break through into the Land of Fire 58 59 62.
- Xuanzhe intervenes as the enemy approaches the daimyo’s residence. Hiruzen eventually acknowledges that his era is ending 64 70.
Removal from Office and Danzo’s Revenge
- Hiruzen’s wartime failures leave him without sufficient support to resist Tsunade’s succession. He discourages the former elders from using force, recognizing that Xuanzhe is waiting for such a move 80.
- Nawaki’s inspection of the Intelligence Department exposes continuing experiments and the still-living Shisui. Hiruzen learns that Danzo deceived him about both matters 83 84 85.
- Facing possible exposure at Danzo’s public trial, Hiruzen asks him to take the blame in exchange for protection of the Shimura Clan and remembrance as a hero 87 88.
- After Xuanzhe releases him, Danzo murders Biwako, devastates the Sarutobi compound, and kills Koharu and Homura. Hiruzen kills Danzo, only to learn that his supposed information about Asuma was a bluff 90 92.
Orochimaru’s Return and Final Battle
- Orochimaru returns after Asuma has been missing for five years and reveals that he has taken over the boy’s body. Hiruzen attacks, but Orochimaru escapes during the Nine-Tails crisis 99 101.
- Twelve years after that attack, Orochi-hime confronts Hiruzen again while a Four Violet Flames Formation encloses the Sarutobi and Shimura grounds 145 146.
- Orochimaru forces the reanimated Shinnosuke and Asuma to fight their father while leaving their minds conscious. Hiruzen eventually resorts to the Dead Demon Consuming Seal 146 149.
- Unable to seal Orochimaru completely, Hiruzen takes the souls of his hands instead and dies. Konoha postpones the Chunin finals for a week, and Minato arranges a grand funeral 150.

“When the sealing ends, my soul will be devoured too. This ninjutsu costs your life. Let our souls fight to our hearts’ content inside the Shinigami’s stomach.” — To Orochimaru 149
“But I won’t let you use those ninjutsu to harm Konoha again.” — Before completing his final seal 150
