The Sovereign Council convened successfully!!
All the Sovereigns of the Overgod Planes came to the Infernal Realm, gathering just outside the Skyrite Mountains for the second Sovereign Council in existence.
After discussions among several Sovereigns, the seating arrangement for the assembled Sovereigns took its present form.
The innermost circle held twelve enormous thrones. The Sovereign of each system had a throne of their own, with another for Feng Lan, making twelve enormous thrones in total. Farther out stood thrones one size smaller than those of the ruling Sovereigns, intended for the other Sovereigns. Mid-level Sovereigns and Lower Sovereigns were no longer separated by precedence or rank and all sat together.
This Sovereign Conference lasted longer than any of the Sovereigns had anticipated. Not only did they pass each of Rhodes's proposals, but all the Sovereigns also checked for omissions and amended some slightly unreasonable details.
Of course, Rhodes did not concern himself with such minor details. All that mattered was that his proposals passed smoothly and became rules everyone followed.
The only major disputes concerned the bestowal of Sovereign Artifacts and Sovereign Power. The Sovereigns engaged in heated discussions, but could not reach a result that satisfied everyone.
Eventually, one Sovereign proposed that children whose parents were both Sovereigns could be granted two Sovereign Artifacts, while those with only one Sovereign parent could be granted only one.
After some consideration, Rhodes agreed to this Sovereign's proposal. From then on, the rule that a Sovereign's child could have only one Sovereign Artifact would, like the rule permitting Sovereigns to fight only others of the same rank, undergo no major changes and continue to be passed down among the Sovereigns.
