Background / History
Ryuga's Father was a prominent Grass Village ninja and a confidant of one of the village elders. His family belonged to the moderate Grass Flower faction, giving him political influence that Yue later relied upon after Grass Seed targeted Ryuga and his classmates. 15 19
After Yue, Ryuga, and Yoshitaka returned from the Grass Seed incident, he waited outside the Anbu facility with Ryuga. He thanked Yue for saving his son, apologized on the village's behalf for the political conflict that endangered the children, and recognized that Yue possessed an unusually mature mindset. 19
He helped protect Yue and Fuma Ryoma from Grass Seed's attempts to move against them, though he admitted that his position within Grass Flower did not let him decide everything alone. He also arranged Ryoma's transfer to the Police Department as a captain after the border conflict. 41
Ryuga's Father later assisted Yue's long-term plan by bringing ten Fuma Clan members into Grass Village under fabricated identities and placing them in minor departments. 66 During the struggle over succession, he successfully cleared himself of suspicion after two Grass Flower jonin disappeared, exploiting the factions' mutual distrust. 67
Following Yue's purge of the Elder Council, he became the only surviving elder. Yue had carried out the operation in his name, leaving him nominal authority while making clear that the Fuma Clan held the real leverage. 68 70 He publicly framed the massacre as an outside assassination attempt, centralized authority in Grass Tower, promoted experienced civilian ninja, and removed remaining Grass Flower and Grass Seed elements. 71
By the later peaceful period, Yue delegated most routine village affairs to him while appearing publicly only for major occasions. 232
Personality
Ryuga's Father is politically perceptive, composed, and capable of reading Yue's concealed nature. He recognized that Fuma Ryoma alone was unlikely to have killed the special jonin sent against him, but deliberately chose not to press Yue for the truth. 41
He initially presented himself as a moderate and sympathetic Grass Flower representative, apologizing to Yue and encouraging his friendship with Ryuga. 19 As his political power grew, however, Yue observed that authority had made him more aloof and ambitious. 68
He is also pragmatic and adaptable. Once he became sole elder, he adopted Yue's methods of centralization, reassignment, and silencing political threats without needing further instruction. 71
