Chai Ming, the head of the Verdict Department, hoped to unite the strength of the Train Conductors in the Sky Garden who were still on their side, launching a counterattack against the Garden Prison inmates and the rebel Guilds.
He had agreed.

When he arrived, aside from Gong Feiyu and her squad, only a handful of people there were not wearing Verdict Department uniforms.
