History
Konoha was founded by Hashirama Senju and Uchiha Madara at the end of the Warring States era, ending the long conflict between the Senju and Uchiha clans and establishing the ninja-village system. 217 253
During Hiruzen Sarutobi's tenure as Third Hokage, Konoha fought on the western, northern, and Land of Rain fronts while also maintaining defenses against Kirigakure. The resulting manpower crisis led the village to repeatedly authorize early Ninja Academy graduations. 3 28 205
Dan Katō succeeded Hiruzen as Fourth Hokage after receiving 182 of the 186 Jonin votes cast. His administration consolidated internal factions, promoted medical and technological development, and implemented institutional reforms, including changes to the Konoha Military Police Force. 240 244 349
Following escalating threats from Uchiha Madara and the Ōtsutsuki, Dan relinquished the office to Uchiha Meikyō. Meikyō accepted without a formal challenge and was officially inaugurated as Fifth Hokage. 342 348
Government and Institutions
Hokage Selection
Konoha's Hokage must retain the confidence of its Jonin corps; the Jonin vote is a central requirement for governing the village effectively. 155

Intelligence Analysis Unit
Under the Fourth Hokage, Meikyō led the Jonin squads and the Intelligence Analysis Unit, with Inuzuka Ryo, Aburame Nami, and Yamanaka Inoichi assigned beneath him. 242
- Yamanaka Inoichi — intelligence specialist capable of supporting large-scale mental communication networks. 242
- Inuzuka Ryo — reconnaissance specialist whose clan techniques support intelligence work. 242
- Aburame Nami — insect-based reconnaissance specialist and intelligence operative. 242
Konoha Military Police Force
The Second Hokage established the Military Police Force with the Uchiha Clan as its core, using the Sharingan's perceptive and genjutsu capabilities to investigate spies and criminals. The arrangement also created friction between Uchiha law enforcement and Konoha's civilians. 244
Under Dan Katō, Konoha moved to reform the force by admitting ninja from other clans and civilians, reducing its exclusive association with the Uchiha Clan and easing village tensions. 244

High-End Combat Power
Konoha is described as possessing twenty-two shinobi at or near Kage-level, or twenty-one if Orochimaru's unfinished Unit-01 is excluded. Its forces include four Super Kage-level combatants and Meikyō, a Six Paths-level shinobi. 364
- Uchiha Meikyō — Six Paths-level Fifth Hokage. 364
- Minato Namikaze and Kushina — their Sage Fox Mode and Flying Thunder God coordination can temporarily surpass other combatants below the Six Paths level. 364
- Uchiha Fugaku and Uchiha Shisui — Eternal Mangekyō Sharingan users with Super Kage-level combat power. 364
- Konoha's younger generation — includes Kage-level or near-Kage-level figures such as Kakashi Hatake, Might Guy, Uchiha Obito, Nohara Rin, Sarutobi Asuma, and others. 363
Orochimaru's refined Breathing Techniques and immortal cultivation methods have further raised the strength of many Konoha shinobi, including members of the Ino–Shika–Chō, Aburame, and Inuzuka clans. 363
Development and Economy
Konoha recovered quickly after earlier wars due to its strong foundations and support from the Land of Fire's Daimyo. 111
By the Fifth Hokage's inauguration, the village had nearly one million civilian residents and more than 20,000 ninja. Its wartime material orders also contributed to short-term economic prosperity. 348
Konoha later completed preliminary industrialization, with major advances in technology, education, culture, and productivity achieved through reforms initiated during Dan Katō's administration. 349 373
Foreign Policy
Rōran
Konoha sought an alliance with Rōran because of its Dragon Vein, an immense source of chakra and spacetime energy. Its approach combined demonstrations of military strength with economic support from the Land of Fire. 68
Rōran later became a Konoha-aligned power and a key connection between the Land of Fire and Land of Wind. Konoha's support helped it develop into a prosperous trade center, though Sunagakure and the Land of Wind's Daimyo repeatedly attempted to bring it under their control. 263
Ninja Alliance
Following the war against Madara, Konoha established the Ninja Alliance as the framework for managing the ninja world. The Five Kage hold its five highest permanent council seats, though Konoha retains decisive influence through its superior military and political power. 389
- Member villages may not initiate wars without cause. 389
- Deployments exceeding 100 ninja must be reported to the Ninja Alliance. 389
- The alliance is intended to preserve collective strength against the Ōtsutsuki Clan and restrict unilateral warfare. 389
- Kumogakure and Iwagakure retain their village structures but function as subordinate organizations within the alliance framework. 389
Fifth Hokage Doctrine
Upon taking office, Meikyō declared that Konoha's sole objective would be to dominate the Ninja World. 348
His long-term program calls for Konoha to secure influence over other nations through economic integration, cultural influence, education, and control of supply chains, rather than relying solely on military occupation. The stated goal is for other countries to become dependent on Konoha within twenty years. 373
- Land of Water and Land of Wind — designated for direct political and economic consolidation. 373
- Land of Earth and Land of Lightning — targeted through economic and cultural integration under the name of Ninja Alliance mutual assistance. 373
- Takigakure and Kusagakure — their villages were abolished after siding with Madara and were reduced to Konoha-affiliated nations. 373 387
