| Fighter comparable to the Four Emperors | 10 27 | Introduced as a master of all three types of Haki. He continued training during his imprisonment and retained Emperor-comparable strength, although Seastone restrained him. |
| One of the Five Emperors | 132 133 | Recognized as an Emperor after the Sabaody conflict. This is a rise in standing rather than a documented new combat realm; he subsequently strengthened his position through recruitment and territorial expansion. |
Background
Bullet was a full-fledged member of the Roger Pirates. In his youth, he fought Rayleigh in a confrontation outsiders called a draw, but Bullet knew that Rayleigh had held back substantially and could have defeated him with his Conqueror's Haki 68 76.
Unable to accept that Roger was gravely ill, Bullet left the crew to sail alone. He subsequently learned that Roger had become Pirate King and, later, that he had been executed. Bullet caused widespread trouble after Roger's death before the Marines defeated him through a Buster Call and imprisoned him for more than a decade 76.
By the beginning of Roy's breakout, Bullet was confined on Impel Down's Level 6 under Seastone restraints. Despite his imprisonment, he had never stopped training 10 27.
Appearance
- Build: Tall and massively muscular 10.
- Expression: Vicious eyes and a savage grin accompany his threatening presence 10.
- Combat armor: Can surround himself with steel armor assembled through his Devil Fruit; during his first battle with Garp, this armor was twice his own size 35.
Personality
Bullet is proud, confrontational, and drawn to strong opponents. He dismisses the first half of the Grand Line as boring and seeks to test whether the Four Emperors deserve their positions. His confidence initially makes him impatient with Roy's cautious escape plans, since he believes their combined strength should be enough to overwhelm Impel Down 29 51.
His distrust of companionship comes from repeated experiences of betrayal. He initially considers rejecting the escaped prisoners who ask to follow him, but accepts their strength and ambition. His own followers later describe him as treating them well and remain loyal despite recognizing Roy's greater accomplishments 52 106.
Bullet nevertheless values keeping his word. During the breakout, he returns to support Roy rather than taking the opportunity to flee. His gratitude toward Roy eventually outweighs his affection for former Roger Pirates comrades, leading him to reject Rayleigh and Shanks as hypocrites for obstructing the man who freed him 31 102.
His defeats also make him more measured. Rayleigh notices his increased steadiness, and Roy later observes that he is less impulsive. Bullet acknowledges the need to change, proposes retreat when Roy's injuries leave their alliance vulnerable, and shows concern that investigating his crew for spies could damage morale 76 94 105.
Abilities & Skills
Combine-Combine Fruit
Bullet can absorb steel and assemble it into armor around his body 35.
- Draws in weapons scattered across a battlefield to construct a larger armored form 35.
- Combines his armor with powerful Haki-enhanced attacks 35.
- His armor is not indestructible: Garp destroys it during their Sabaody rematch 122.
- Seastone restraints prevent him from freely exercising his strength while imprisoned 10.
Haki
Bullet is explicitly identified as a master of Observation, Armament, and Conqueror's Haki 10 54.
- Conqueror's Haki: Tests Roy with a powerful burst that prompts Roy's own awakening. Their clash produces red-and-black lightning and knocks out weakened Level 6 prisoners 27.
- Conqueror's Coating: Uses advanced, non-contact Haki clashes against Garp. Their strongest exchange tears a massive breach through Impel Down 35.
- Battlefield suppression: Releases Conqueror's Haki alongside Roy and Red, knocking out most nearby Marines and some escaped criminals 43.
- Limits: Red's Conqueror's Haki exceeds his during the Level 6 confrontation, while Garp overpowers his strongest attack in their first battle 27 35.
Physical Combat and Endurance
Bullet relies on powerful fists and close-range techniques, fighting Garp through successive exchanges of physical attacks and Haki 31 35 113.
- Lands a surprise punch on Garp that sends him flying during Roy's counter-encirclement 31.
- Defeats a Headquarters Vice Admiral-level pirate captain with a single slap while establishing himself on Sabaody 77.
- Defeats a Senior CP Agent despite sustaining injuries 51.
- Ultimately defeats Garp head-on in their Sabaody rematch, despite a fractured arm, extensive wounds, and destroyed armor 122.
- His strength does not guarantee victory: Shanks repeatedly defeats him during their struggle over access to the New World 82 94.
Command and Recruitment
Bullet turns a group of escaped prisoners into an Emperor's pirate force 52 133.
- Accepts approximately two hundred former Impel Down prisoners as his initial followers 52.
- Arrives at Sabaody with more than five hundred pirates, including an experienced core whose members have mastered Armament Haki 68.
- Expands to roughly two thousand fighters and organizes two divisions during his early Sabaody campaign 77.
- Later rebuilds his battered force to more than ten thousand pirates and reorganizes it into five divisions 133.
Equipment
- Steel armor — Constructed from absorbed metal and battlefield weapons through the Combine-Combine Fruit. Garp destroys his mechanical armor during the Sabaody battle 35 122.
- Kamutoke-supported reinforcement — During the confrontation with Whitebeard, Roy's Merged Beast fights beside Bullet while wielding Kamutoke. The weapon is carried by the beast, not Bullet 132.
Story Role / Major Arcs
Impel Down Breakout
While Magellan attempts to suppress unrest on Level 6, Bullet threatens to kill him once free. Roy's white rabbit subsequently reaches his cell and delivers the announcement, “Welcome to... the second prison break,” giving him a reason to anticipate rescue 10.
When Roy arrives, Bullet challenges him with Conqueror's Haki and acknowledges his potential after Roy awakens his own. Red stops their contest before they incapacitate the other prisoners. Roy then removes Bullet's Seastone handcuffs and provides food to restore his stamina 27.
Although Bullet initially favors a direct assault, he accepts Roy's plan to move through Level 5.5 and counter Kuzan's encirclement. He and Red lead roughly fifteen hundred freed prisoners toward Level 2, where Bullet launches a surprise attack on Garp 29 31.
Garp defeats Bullet after an escalating clash of physical techniques and Conqueror's Coating. Bullet reluctantly withdraws when Roy takes over. He later joins Roy and Red in overwhelming Marine forces with Conqueror's Haki during the battle outside the prison 35 36 43.
Founding the Surprise Force Pirates
After the escape, Bullet announces his intention to recuperate and then challenge the Four Emperors. Approximately two hundred prisoners choose to follow him, and he accepts them despite his longstanding suspicion of companions 51 52.
He forms the Surprise Force Pirates and reaches Sabaody with more than five hundred members. His arrival draws the attention of Marine, World Government, and Emperor-affiliated spies. He sends Mel and Siro to contact Roy's followers while he visits Rayleigh at Shakky's bar 68.
Bullet refuses Rayleigh's suggestion that he abandon his route to the New World. He subsequently defeats a local pirate force, gains recruits, and sends his commanders to test Shanks's blockade 76 77.
Conflict with the Red Hair Pirates
The Surprise Force Pirates initially secure a success against Shanks's forces, but repeated engagements expose their disadvantage against the Red Hair Pirates' stronger roster. Both of Bullet's division commanders are defeated, and Yake's group intervenes to help halt one battle 79 82.
Reunited with Roy, Bullet accepts a plan to enter the New World through Fish-Man Island rather than the Red Line. Their forces combine with Yake's group to total roughly seven thousand troops. At Roy's insistence, Bullet authorizes an investigation that exposes spies within his own crew 94.
Bullet later blocks Rayleigh from interfering with Roy's operation. Their confrontation becomes a personal rupture when Bullet denounces Rayleigh and Shanks for opposing his rescuer; subsequent reports describe Bullet's fight with Rayleigh as a draw 97 102 106.
After Roy returns severely injured, Bullet proposes escaping while Shanks and Benn Beckman are also wounded. Roy refuses. Bullet remains and orders his crew to fight the Red Hair Pirates and claim a place among the Five Emperors 105 106.
Sabaody Battle and Garp Rematch
Roy assigns Bullet and the supporting shikigami to hold Garp and Kizaru in Area 38. The battle lasts from afternoon through the night, with Bullet's side suffering severe losses 113.
Bullet eventually defeats Garp and attempts to take him hostage. Kuma intervenes and sends the unconscious Marine away, ruining that plan. He tells Bullet that most of the allied troops in Area 38 have died and warns that a Buster Call is prepared outside the archipelago 122 123.
Bullet later reports the losses to the surviving allies. The deaths of familiar comrades deepen his hostility toward the forces responsible 123 124.
New World and Emperor Expansion
Bullet's group passes through Fish-Man Island to replenish supplies without occupying it. Afterward, Whitebeard intercepts them and demands an explanation for the deaths of two division commanders 132.
Now recognized as one of the Five Emperors, Bullet fights Whitebeard alongside Roy's Merged Beast. Their side defeats the Whitebeard Pirates, who lose approximately three thousand men and five division commanders. Whitebeard suffers grievous injuries but forces Bullet back and escapes 132.
Bullet then recruits aggressively to secure his Emperor position. His force grows from fewer than two thousand survivors to more than ten thousand pirates, including five Vice Admiral-level fighters and the newly advanced Admiral Candidate Mel. He organizes five divisions and begins taking former Whitebeard and Red Hair territory 133.
Relationships
- Roy — Rescuer and principal ally. Bullet credits Roy with freeing him, coordinates their forces, and chooses to defend him against former Roger Pirates comrades 27 94 102.
- Patrick Redfield / Red — Fellow Level 6 prisoner and trusted ally. Bullet respects his strength and considers him the one person in Impel Down with whom he could truly converse 27 83.
- Gol D. Roger — Former captain. Roger's terminal illness prompted Bullet to leave the crew; his execution preceded Bullet's destructive campaign and eventual imprisonment 76.
- Silvers Rayleigh — Former crewmate and longtime rival. Their initially cordial reunion deteriorates into open hostility over Rayleigh's intention to oppose Roy 76 97 102.
- Shanks — Former Roger Pirates apprentice and enemy. Bullet rejects his authority to bar entry to the New World and repeatedly battles his crew 76 79 82.
- Garp — Marine adversary connected to Bullet's original capture. Garp wins their Impel Down clash, but Bullet wins their Sabaody rematch 31 35 122.
- Mel — First Division Commander of the Surprise Force Pirates; later reaches Admiral Candidate strength 68 133.
- Siro — Second Division Commander and sniper. Bullet fears for him and the other troops after learning of the defeat in Area 38 68 122.
- Kuma — Prevents Bullet from taking Garp hostage, but also warns him to escape before Marine reinforcements and the Buster Call arrive 122 123.
