Background / History

Earlier leadership

Hiruzen was a disciple of Tobirama Senju, the Second Hokage, who recommended him for the Hokage position over Danzo. Danzo remained his longtime associate and rival, handling ruthless operations while resenting Hiruzen’s comparatively conciliatory leadership 4 47.

Following Kumogakure’s attempt to abduct Hinata Hyuga, Hiruzen accepted the sacrifice of a Hyuga Branch Family member to preserve peace. He defended the decision as preferable to exposing the entire village to war; Danzo condemned it as weakness 4.

Aftermath of the Uchiha massacre

Hiruzen visited Xia Yu with Danzo after the massacre, embraced him, and apologized for failing to protect the clan. He announced Itachi’s designation as an S-rank rogue ninja and promised that Xia Yu and Sasuke would remain under his protection 3.

Xia Yu proposed dividing the Uchiha estate between himself, Sasuke, and Konoha, with half going to the village as a protection fee. Hiruzen also approved Xia Yu’s request to take multiple wives and concubines to rebuild the clan 3.

Privately, Hiruzen rejected Danzo’s proposal to kill both survivors. His stated reasons included Itachi’s condition that Sasuke remain alive in exchange for serving as a spy, public knowledge of Xia Yu’s survival, and rumors about the truth behind the massacre 4.

Xia Yu’s marriages and the assassination plot

Xia Yu’s growing household brought protests from unmarried village men. Hiruzen initially proposed limiting him to his existing thousand wives and concubines, but Danzo argued that the resulting Uchiha children could be raised as loyal village assets. Hiruzen agreed to suppress the protests for six months and accepted Danzo’s promise to intervene if Xia Yu did not die from exhaustion 14 15.

Hiruzen attended Xia Yu’s enormous wedding, feeling envy, resentment, and helplessness at its scale. More than half a year later, with Xia Yu healthy and his children being born, Hiruzen approved Danzo’s plan to assassinate him. He specifically required that Sasuke remain unharmed and that nobody discover Konoha’s involvement 16 17.

Failed cover-up and Danzo’s exposure

When Root’s attack failed and its members were captured, Danzo asked Hiruzen to prevent their secrets from being exposed. Hiruzen transferred the prisoners to Anbu rather than allowing Inoichi Yamanaka to examine their minds, publicly arguing that preserving peace mattered more than identifying the mastermind 19 20.

Hiruzen subsequently ordered Xia Yu captured alive despite Ibiki’s confirmation that Xia Yu had been attacked first. When Xia Yu manifested Perfect Susanoo, Hiruzen warned the surrounding ninja to retreat. He interpreted the display as evidence that Xia Yu had deliberately concealed his strength 21 22.

After Xia Yu apparently killed Danzo, Hiruzen declared him hostile and ordered the assembled ninja to kill him. The exposure of Danzo’s Sharingan-covered arm disrupted that response. Once Danzo was discovered alive and restrained, Hiruzen intervened to prevent Xia Yu from killing him and promised a personal investigation 22 23.

Interrogation and restoration of the police force

Danzo’s public disgrace left Hiruzen focused on preserving the leadership’s remaining credibility. He attended Danzo’s interrogation but hesitated to authorize Inoichi’s involvement because it could expose their shared secrets. When Danzo began feigning madness, Hiruzen removed him to a hospital under continuous Anbu guard and prohibited access without his permission 24 32 33 47.

Hiruzen later told Xia Yu that Danzo had been diagnosed with mental illness and urged him to abandon the case. His appeal combined concern for the government’s reputation with a warning that Danzo’s remaining forces could harass Xia Yu’s family. Xia Yu agreed to stop pursuing the matter and obtained Hiruzen’s approval for the Uchiha to resume control of the Konoha Military Police Force 37.

Hiruzen privately welcomed the police arrangement as a means of keeping the Uchiha concentrated and easier to monitor. Immediately afterward, he assigned Uzuki Yugao an S-rank mission to marry Xia Yu and gather intelligence about him 37 38.

Killing Danzo and continued surveillance

During a later hospital visit, Hiruzen demanded answers about Shisui’s stolen eye, Danzo’s Hashirama-cell implants, and his Sharingan arm. Danzo admitted taking Shisui’s eye, collaborating with Orochimaru, and harvesting Sharingan from massacre victims. Hiruzen condemned the attack on Shisui, arguing that Shisui’s planned use of Kotoamatsukami could have prevented the massacre 47.

Danzo urged renewed action against the Uchiha and warned that Xia Yu could replace Hiruzen. Hiruzen instead decided that Danzo’s unauthorized schemes had become a danger to him. He stabbed his old friend with a kunai, resolving to become ruthless without relying on Danzo 47.

Before dying, Danzo identified Kabuto as Orochimaru’s spy. Hiruzen mourned him, then told Anbu that Danzo had committed suicide. He ordered an investigation into Kabuto, instructed Yugao to discover Xia Yu’s Mangekyō ability, and planned to speak with Anko after learning that Xia Yu’s wives staffed most of the police force 48.

Appearance

Hiruzen is an elderly man with deeply wrinkled skin and prominent age spots. He wears the Hokage’s hat and robes for official occasions 16 22 37.

  • Pipe: Frequently smokes during discussions, interrogations, and private deliberations 4 14 17 32.
  • Cane: Sets one aside when returning to his office after meeting Xia Yu 4.
  • Combat preparation: Removes his Hokage hat and robes before taking a fighting stance against Xia Yu 22.

Personality

Hiruzen presents himself as a compassionate guardian who invokes the Will of Fire, village unity, and peace. His decisions repeatedly place political stability above accountability: he justifies sacrificing a Hyuga clansman, blocks investigation of Xia Yu’s attackers, and argues that exposing Danzo could damage Konoha’s government 3 4 20 37.

His leniency is selective. He values loyal Uchiha such as Shisui and believes he can guide a new generation into wholehearted service to Konoha, yet approves Xia Yu’s assassination once the growing household becomes a control problem. His treatment of Yugao likewise prioritizes obedience and village objectives over her existing relationship and bodily autonomy 15 17 38 47.

Hiruzen’s attachment to Danzo repeatedly delays decisive action. He protects him from investigation and death, but ultimately kills him after learning the extent of his secret experiments and ambitions. The act leaves Hiruzen grieving even as he resolves not to let Xia Yu replace him 23 32 33 47 48.
