Geography
- The country consists of four islands, with much of its territory being ocean 96 108.
- Mother Island has substantially more usable land than Jiro Island and previously served as the capital 158.
- The Land of Water lies to the south and has territory dozens of times larger than the Land of Sea 136 160 169.
Islands and Development Plan
Xia Yu assigns the following roles to the islands after becoming daimyo 158:
| Island | Assigned Role | Conditions |
|---|---|---|
| Jiro Island | National capital | Retained as the capital despite a proposal to return it to Mother Island 158. |
| Dalang Island | Site of the Hidden Sea Village | Designated for the country’s new ninja village and summoning-based military 158. |
| Mother Island | Summoning-beast habitat | Reserved for the surviving beasts to live and breed rather than being cleared for human settlement 158. |
| Demon Island | No immediate redevelopment | Orochimaru’s research facility remains there; further planning is deferred until the population increases 158. |
Island Naming
- The map Xia Yu purchases on arrival lists Mother Island, Taro Island, Jiro Island, and Strange Island 96.
- Later planning identifies the four islands as Mother Island, Dalang Island, Jiro Island, and Demon Island. The correspondence between the differing names is not explicitly explained 158.
- Taro Island is the named location of the Funato invasion and Xia Yu’s initial acclamation as daimyo; Dalang Island is named as the site of later inspections and wedding celebrations 114 118 133 137.
Government and Population
- Daimyo: The former ruler regards the office as hereditary. Xia Yu instead takes power through a petition organized by Hai Xing and Hai Shen and supported by the villagers 118 138.
- Three Great Pillars: Hai Xing, Hai Shen, and Hai Dan are trusted aides of the former daimyo, collectively known by this title among the local people 105.
- Administrative transition: Hai Xing and Hai Shen support Xia Yu, while Hai Dan remains loyal to the former ruler and attempts to help him regain power 118 138.
- Small population: At Xia Yu’s accession, nearly all Taro Island residents attend his acclamation. Some citizens live on Jiro Island, while Mother Island and Demon Island have no remaining civilian inhabitants 118.
- Population policy: Xia Yu urges citizens to have many children, treating rapid population growth as essential to national strength. Hai Xing also supports his intention to build a reserve of Uchiha descendants 118 119 123.
Economy
- Fishing is the principal livelihood, with residents working along the shores and harbors 114.
- Xia Yu’s inspection finds severe poverty and few alternative sources of income. Most businesses he encounters are seafood shops and fishing-tackle stores 133.
- A lodging district serves visitors arriving from other countries on business 133.
- Before Xia Yu’s accession, monthly payments to Kirigakure burden the population. The tribute transport ship is built for speed because its crew normally cannot fight off pirates 106 108 118.
History
Dependence on Kirigakure
The Land of Sea initially has no native ninja force and hires Kirigakure ninja to maintain stability and repel invaders. These stationed ninja enjoy higher status than ordinary citizens, who tolerate their arrogance and bullying because they depend on their protection 96.
Hai Xing describes the monthly payments as protection money intended to discourage the Land of Water from annexing the country. This dependence also makes the government reluctant to request additional help from Kirigakure 106.
Mother Island Experiments
Under the Fourth Mizukage, Kirigakure secretly sends researchers and mutated summoning beasts to Mother Island. Uzumaki Honoka is recruited to use her sealing power to help control the creatures 138.
A research notebook reveals that genetically modified beasts were released onto the island. They mutated while consuming one another and eventually began eating humans. The Ultimate Summoning Beast and other creatures devastated the island, driving its residents away 98.
Xia Yu arrives seeking Honoka and travels to Mother Island despite warnings about its man-eating beasts. After dealing with the monster, he and Honoka approach the government to collect its bounty 96 105. The beast later known as the Yingying Beast becomes Xia Yu’s summoning beast 172.
Demon Island’s “Spirited Away” Incidents
Demon Island suffers repeated disappearances known locally as “Spirited Away.” No missing villagers return alive, and frightened residents abandon their homes for other parts of the country 106.
Xia Yu identifies Orochimaru as the culprit behind the abductions and human-animal fusion experiments. He secures an agreement to end the disappearances by offering captured pirates as replacement research subjects and promising to obtain further subjects when needed 106 110. Orochimaru remains in the country and offers Xia Yu assistance 113.
Funato Invasion and Xia Yu’s Accession
After a Funato patrol disappears in Land of Sea territory, Funato Arumi decides to invade. He intends to use the islands as a permanent foundation for a Funato village and nation 111.
Funato Kuromu attacks Taro Island first, using a giant Red-Shell Crab to slaughter people at the harbor. The daimyo flees with the stationed Kirigakure ninja, leaving the population undefended. Xia Yu refuses further offers of money and cloth, demanding instead that Hai Xing and Hai Shen help him become daimyo 114 115.
The two aides agree, and Xia Yu destroys the invading ships and defeats Kuromu’s forces. They then persuade the villagers to petition him to rule. Although some elders initially question his motives and foreign origins, they withdraw their objections after hearing his background and the danger of further Funato attacks 115 117 118.
Arumi subsequently arrives with another fleet and threatens to destroy the country. Xia Yu smashes the fleet and confronts him, ultimately defeating the invasion and imprisoning captured pirates 119 120 121 123.
Former Daimyo’s Return
While sheltering in the Land of Water, the former daimyo and Hai Dan arrange a proposed marriage to Mei Terumi in exchange for island territory. Xia Yu learns of the arrangement and decides that Mei should marry him as the country’s new ruler instead 134.
The returning delegation finds the villagers celebrating Xia Yu’s wedding to Honoka. Citizens reject the former daimyo, and Hai Xing and Hai Shen publicly affirm Xia Yu’s rule, condemning their previous ruler for abandoning them 136 137 138.
The former daimyo offers additional territory for foreign help restoring him. The Land of Water’s daimyo instead chooses to pursue an alliance with Xia Yu after witnessing his strength. Xia Yu orders the former ruler and Hai Dan imprisoned with the Funato captives 138 139.
Alliance and Aborted Annexation
The Land of Water’s daimyo offers an equal alliance without further tribute payments. Xia Yu demands the return of ten years’ tribute and ninja instructors, with the remaining negotiated conditions left for later 139 140 158.
Mei Terumi agrees to marry Xia Yu, but she and the Land of Water’s daimyo secretly intend to use a subsequent divorce dispute as justification for annexation. She orders teams assigned to Mother Island, Demon Island, and Jiro Island, while another force remains with her on Dalang Island 141.
The planned attack is canceled after intelligence identifies Xia Yu as an Uchiha from Konoha. Kirigakure’s leaders fear that his rule might represent Land of Fire expansion, though this is their interpretation rather than an established fact. The Land of Water’s daimyo orders withdrawal and compliance with Xia Yu’s demands 144 145. Mei later chooses to remain married to Xia Yu and returns to Kirigakure 149.
Further Threats and Outside Attention
- Funato Aopon arrives at the port with giant pufferfish after learning of her brothers’ defeat, intending to kill Xia Yu in revenge 149.
- Akatsuki takes interest in Xia Yu’s position as daimyo. Pain assigns Itachi and Kisame to investigate his intentions and either recruit or kill him 156.
Hidden Sea Village
- Establishment: Xia Yu officially founds the Hidden Sea Village on Dalang Island 158.
- Training priority: Anyone seeking to become a ninja must first learn the Summoning Technique 158.
- Military doctrine: Mother Island supplies summoning beasts, which are intended to become the village’s primary fighting force 158.
- Habitat preservation: Xia Yu rejects clearing Mother Island for human settlement, arguing that breeding and using its beasts offers an advantage other nations lack 158.
- Instructor delay: Nearly a week after the foreign delegation leaves, neither Kirigakure’s promised instructors nor the tribute refund has arrived. Xia Yu orders an inquiry and requires a report within one day, whether a reply is received or not 158.
