Background
Ningguang began as an ordinary fish vendor and rose through her intelligence and hard work to become the most powerful member of the Liyue Qixing. Although the seven Qixing jointly govern Liyue, their influence differs considerably; Ningguang holds the highest public standing in the harbor and is described as its richest person 8 32 37.
Her Jade Chamber originally occupied only the space of a single room. She expanded it over time into a floating palace that served as her home, workplace, and a landmark of Liyue. To her, it represented the first half of her life, and she dreamed of its shadow eventually stretching across all Seven Nations 13 40.
Appearance
Ningguang is described as an elegant, mature woman whose graceful bearing is accompanied by a distinctly commanding gaze 32 38.
- Hair: Long platinum-blond hair, arranged with a black-and-gold ornament 32.
- Eyes: Red 32.
- Adornment: A vermilion tassel hangs over her forehead 32.
- Personal accessory: Frequently handles a pipe; she is also shown lighting and smoking it while considering Liyue’s troubles 8 32 34.
Personality
Ningguang is composed, calculating, and highly attentive to the balance of gains and losses. She openly ranks Mora above even the Jade Chamber and prefers arrangements that benefit her without requiring unnecessary expenditure. After the battle with Osial, she proposes having wealthy merchants finance her purchase of Yucheng’s Floating Life Stone in exchange for her guidance or information 40 49.
Her commercial outlook does not override her responsibility toward Liyue. She supports Ganyu’s demand for proper compensation, rejects the argument that longstanding unpaid labor must therefore be acceptable, and orders staff to share Ganyu’s workload. She also rebukes Baixiao for disparaging Cloud Retainer, emphasizing the adeptus’s contributions to Liyue’s construction 8.
Though committed to human government, Ningguang acknowledges how much Liyue owes its god and unsung protectors. Learning about the yakshas’ sacrifices makes her reassess her own achievements. Her ultimate priority is the harbor’s people: she sacrifices the Jade Chamber to suppress Osial and later explains that, while the people remain, she can build another 34 47 49.
Abilities & Skills
Vision-Based Elemental Techniques
Ningguang uses her Vision in both ceremonial and defensive applications 38 47.
- Rite of Descension: Creates four brilliant yellow gems and directs them into the ceremonial incense burner, producing a beam of light into the clouds 38.
- Protective formation: Uses her Vision together with the Jade Chamber to activate a large formation centered on three enhanced Guizhong Ballistae 47.
- Limit: Osial’s concentrated elemental attack penetrates the formation and destroys all three ballistae 47.
Intelligence Gathering and Analysis
Ningguang directs an intelligence network that includes Yelan, Yanshang Teahouse, Wangshu Inn, and her personal secretaries 1 12 32.
- Receives detailed reports from Wangshu Inn by messenger pigeon, including descriptions of unidentified visitors to Xiao 12.
- Orders investigations into both Ganyu’s changed behavior and Yucheng’s identity 8 12.
- Deduces that the adepti’s diplomatic mission to Mondstadt is intended to obtain the Anemo Archon’s help for Xiao 33.
- Reviews a transcript of Yucheng’s answers against her recollection of his tone and expressions to assess his credibility 34.
Administration and Negotiation
Ningguang combines financial management with political bargaining 8 48 49.
- Budget management: Directs officials to negotiate installment payments for Ganyu’s enormous unpaid wages and redistribute her duties 8.
- Diplomacy: Personally welcomes Tartaglia as Snezhnaya’s envoy despite investigating the Fatui’s intentions 34 35.
- Crisis negotiation: Helps persuade the adepti to step back and judge the Qixing by their future governance rather than impose their authority immediately 48 49.
- Commercial leverage: Offers information and guidance as compensation to merchants willing to fund the Floating Life Stone purchase 49.
Properties & Items
- Jade Chamber — Her exclusive floating palace, sustained by Floating Life Stones. She transfers ownership to Yucheng immediately before its use against Osial; its flotation mechanism is then destroyed by the adepti so that it crashes onto the god 21 32 47 48.
- Wangshu Inn — A property under her authority. Its personnel support Xiao by gathering intelligence about monsters throughout Liyue, while also reporting significant developments to Ningguang 12.
- Vision — Formerly an inactive collectible that unexpectedly recognized her as its owner; worn at her waist during the Rite of Descension 2 38.
- Pipe — Used while working, receiving visitors, and privately considering political threats 8 32 34.
Relationships
- Yelan — Direct subordinate and close confidante. Yelan has her own room in the Jade Chamber and turns to Ningguang for comfort after Yucheng defeats and blackmails her. Ningguang promises to recover the compromising photographs while advising against immediate retaliation 1 34.
- Uchiha Yucheng — Initially an investigation target because of his unusual knowledge and repeated contact with adepti. Their relationship becomes a guarded partnership involving intelligence, the transfer of the Jade Chamber, and negotiations over his Floating Life Stone 32 33 34 39 47 49.
- Ganyu — Secretary to the Qixing as a whole, rather than Ningguang alone. Ningguang acknowledges that Liyue has taken her service for granted and supports changes to her compensation and working conditions 8 33 42.
- Baixiao, Baiwen, and Baishi — Her three personal secretaries, responsible for intelligence, documents, correspondence, and recording important discussions 12 32 34.
- Rex Lapis — Liyue’s divine protector, whose burdens she describes the Qixing as helping to shoulder. She respects his achievements while maintaining that Liyue can transition to human rule 32 34 39.
- Xiao — An essential protector whose work is supported through Wangshu Inn. Ningguang treats unidentified contact with him as a serious security matter 12.
- Lumine — A visiting hero whom Ningguang seeks to involve in resolving Liyue’s crisis. She sends Ganyu to invite Lumine and Paimon to the Jade Chamber 40 42.
- Tartaglia / Childe — A foreign envoy received with diplomatic courtesy, but also the subject of an investigation into the Fatui’s plans for Liyue 34 35.
Story Role / Major Arcs
Ganyu’s Wages and the Investigation into Yucheng
Ganyu’s request for regular hours and more than three thousand years of unpaid wages brings an unprecedented financial problem before Ningguang. Faced with a bill of 72 billion Mora, she instructs Baixiao to arrange installments and additional staffing. The ministry ultimately agrees to monthly payments, including interest, over five years. Ningguang also orders Yelan to investigate what happened during Ganyu’s visit to Jueyun Karst 8.
A subsequent report from Wangshu Inn identifies an unknown young man who spent fifty minutes with Xiao. Ningguang orders Yanshang Teahouse to obtain his information. During this period, she also publicly announces the official delegation to Mondstadt at Rex Lapis’s instruction, without initially knowing its medical purpose 12 28 33.
Questioning Yucheng at the Jade Chamber
When Yucheng visits with Yelan, Ningguang first hears his account of Inazuma’s twin gods before abruptly questioning his connections to Liyue’s adepti. His explanations reveal his role in Ganyu’s demands, Xiao’s deteriorating condition, and Shenhe’s affliction by gods’ resentment. From this, Ningguang identifies the true purpose of the Mondstadt delegation 32 33.
She thanks him and apologizes for her suspicions, although questions about his identity remain. After learning privately that he subdued and photographed Yelan, she chooses caution: Yelan is to avoid confronting him while investigating the Fatui’s mission and Childe’s expected arrival 34.
Rite of Descension and the Fatui Crisis
Ningguang presides over the Rite of Descension. When a giant golden dragon falls onto the altar, she declares Rex Lapis murdered, and the Millelith seal Yujing Terrace 38.
She subsequently seeks Yucheng’s assistance and affirms that Liyue can prosper under human rule. His meaningful glance toward Guyun Stone Forest points her toward the danger posed by Osial. When she also offers to buy his Kamera to resolve his conflict with Yelan, he demands the Jade Chamber in exchange 39.
Although furious at the demand, Ningguang considers his willingness to accept the chamber under “any condition.” She already knows of the Fatui’s preparations involving Osial and, believing she cannot stop the plot, considers turning its defeat into a demonstration of the Tianquan’s authority 40.
Battle Against Osial
Ningguang brings the Jade Chamber toward Guyun Stone Forest as a flying defensive platform, joining Keqing and the adepti against Osial. She activates its protective formation while the adepti operate the enhanced Guizhong Ballistae. After Fatui interference is repelled, Osial destroys the formation and weapons 47.
Choosing the harbor over her palace, Ningguang announces that she will abandon the Jade Chamber and accepts Yucheng’s earlier bargain. The transfer fulfills his property quest and grants him the Eternal Mangekyō Sharingan. His resulting Susanoo attack injures Osial but exhausts him, leaving Ningguang to guide the chamber above the god before the adepti destroy its flotation mechanism. Its fall forces Osial back beneath the stone spears 47 48.
Aftermath and Reconstruction Plans
Ningguang defends mortal responsibility in the renewed dispute between the Qixing and the adepti. Her firm but conciliatory approach helps secure their agreement to wait and observe Liyue’s government 48 49.
She thanks Yucheng for intelligence that limited Liyue’s losses and negotiates for his Mingxia Floating Life Stone to accelerate reconstruction. When she silently requests the item promised in exchange for the Jade Chamber, he mistakes her outstretched hand for an offer to help him stand and accidentally pulls her into a heap with himself and Ganyu. Embarrassed, she leaves after he tells her the promised item can be collected from his home 49.

“Liyue is, ultimately, the Liyue of humanity. It must still rely on people.” 8
“Although the Jade Chamber is very important to me, it is ultimately just an inanimate object. As long as Liyue and its people remain, I can build another Jade Chamber.” 49
