Background / History

The bureau was established by a Martial Saint of the Great Gan Dynasty and maintained branches in nearly every important city across the Nine Provinces. Under Great Gan, it was a privileged institution with selective recruitment, dedicated to fighting Demonic Beasts at considerable personal risk. 3 85

Following Great Gan's collapse, many local bureaus fractured as centralized authority and resource supplies disappeared. Personnel with family or factional ties often departed, while the remaining members continued their original mission of protecting civilians from demons and monsters. 52 85

In Qingyuan City, the bureau fielded nearly five hundred martial guards during the Heavenly Fault Mountain operation, with its weakest documented members at peak Skin Tempering. The campaign targeted the Divine Intent Realm White Bone Great Sage and ended with its defeat. 17 28

The Qingyuan branch also suffered from internal instability. Demonic infiltration was suspected among its upper ranks; Deputy Chief Director Zhuge Yucheng was later exposed as a Demonic Blood Martial Artist connected to the Eight-Armed Stone Buddha incident. Chief Director Shangguan Changyue accepted responsibility for the resulting losses and resigned. 18 42 44

After the rise of Great Wu, the organization moved to absorb surviving independent branches. Bright Sun City's bureau, led by Wang Yong, agreed to merge after its personnel had continued demon-suppression duties despite dwindling resources and influence. 85 86

Recruitment and Advancement

• Entry into the bureau is restricted; recruits are vetted for identity and background before registration. 3
• Reserve guards train rather than perform ordinary constable or soldier duties, receiving daily meat and medicinal meals. 6
• The standard assessment for becoming a full Demon Suppression Guard requires slaying a Demonic Beast alone. 6

Patrol and Deployment

• On ordinary rotations, roughly one-third of guards patrol beyond the city, one-third guard key locations, and one-third cultivate or train. 11
• External patrol rotations usually last one month and protect villages, relay stations, roads, and other vulnerable areas. 11
• The bureau maintains mountain outposts and field camps for operations in dangerous Demonic Beast territories, including Heavenly Fault Mountain. 17
• During major mobilizations, its forces can assemble in the thousands; three camps at Imperial Dao Mountain contained thousands of martial artists above the Second Realm. 76

Demon Extermination Policy

• Demonic Beasts are treated as humanity's mortal enemies, and their extermination is the bureau's defining purpose. 3
• Demonic Blood Martial Artists—humans who use Demonic Beast blood, organs, or secret arts to enhance cultivation—are classified as equivalent to Demonic Beasts and are to be executed on sight. 42
• The Demon Extermination Order directed personnel to conquer demon-held mountains, destroy demonic temples, and eradicate Demonic Beasts throughout the Northern Border. 66

Demon Suppression Great Prisons

The bureau operates a Demon Suppression Great Prison beneath its headquarters, where Demonic Beasts considered valuable enough to retain are held rather than immediately killed. The prison is divided into nine levels, with deeper levels confining more powerful prisoners. 80 112

A Demon Suppression Cauldron at headquarters absorbs and suppresses the demonic qi rising from the prison abyss. The accumulated foul qi is dangerous enough to corrupt an ordinary martial artist's mind. 80 112

Luo Chen later advanced a plan to establish Great Prisons across the Twelve Fortresses. The proposal faced resistance because capturing Demonic Beasts alive was substantially more dangerous than killing them, and each prison required demon-suppressing artifacts to contain its foul aura. 115
