| Name | Heaven-Listening Bureau |
| Original Name | 听天监 |
| Organization Type | Imperial government office specializing in supernatural incidents 1 |
| Affiliation | Imperial court of the New Han Dynasty; answers directly to the emperor 1 11 |
| Leadership | Azure Dragon King, supreme commander 39 |
| Jurisdiction | Throughout the Nine Provinces 1 |
| Role | Warding off evil, suppressing demons, exorcising ghosts, and protecting the people 1 |
| First Appearance | Chapter 1, “The Heaven-Listening Bureau” 1 |
Authority and Jurisdiction
- Direct imperial authority: The Bureau reports to the emperor rather than local clans or officials. During the Zhong Clan investigation, Xu Da rejects the clan’s demand for advance notification on this basis 11.
- Supernatural jurisdiction only: Imperial rules forbid the Bureau from interfering in ordinary local human affairs. Ma Qiu’s use of a gambling ghost gives Wang Qilin grounds to intervene in his gambling den 24.
- Independence from local officials: Ma Qiu’s claimed approval from the county magistrate and constable does not protect him from a Bureau investigation into ghost-keeping 24.
- Severe penalties for obstruction: Anyone obstructing a Bureau investigation is treated as an evil entity, subject to the dynasty’s practice of executing first and reporting afterward 10.
Organization and Personnel
The Bureau has nine ranks, with Minor Seal as its lowest official post. Minor Seals are ninth-rank officials and have two kinds of assistants: Wandering Stars, responsible for civil matters, and Strongmen, responsible for martial affairs 1 25.
Known Personnel
| Member | Position | Assignment or responsibilities |
|---|---|---|
| Azure Dragon King | Supreme commander | Consulted Heaven to identify the appearance of a new yin road more than thirty years before the main story 39. |
| Shi Zhoushan | Greater Seal, also translated as Great Seal | Commands the Auspicious County branch; appoints Wang Qilin to replace Du Cao 14. |
| Du Cao | Minor Seal | Initially heads the Crouching Dragon Township station; retires after becoming incapacitated and amnesiac 1 14. |
| Wang Qilin | Wandering Star → Minor Seal | Joins Crouching Dragon Township’s station and succeeds Du Cao within days 1 14. |
| Xu Da | Strongman | Serves at Crouching Dragon Township under Du Cao and then Wang Qilin 1 14. |
| Xie Hama | Wandering Star | Daoist recruited by Wang Qilin for a three-and-a-half-month term 18 19. |
| Hou Decai | Minor Seal | Oversees Little Water Township; reportedly relies on an ancestral household god to resolve supernatural incidents 48. |
| Chang Guizhi | Minor Seal | Oversees Stone Mountain Township and Wolf Mountain Township 49. |
| Sun Miu | Minor Seal | Oversees Paifang Township 49. |
| Cui Wang | Minor Seal | Oversees Seven Zhang Township 49. |
| Xiang Wei | Bureau subordinate | Serves around Shi Zhoushan and delivers his invitation to Wang Qilin 47 49. |
Deployment and Cooperation
- County-wide mobilization: A Great Seal can summon township Minor Seals for dangerous cases. A baleful wraith in the county draws all four Minor Seals away while Wang Qilin and Xu Da handle the Zhang clinic haunting 3.
- Shared information: Reports circulate promptly within the Bureau; Wang Qilin already knows about Little Water Township’s coffin-returning water ghost when he visits the county seat 48.
- Mutual assistance: Minor Seals cultivate working relationships because their supernatural investigations sometimes require one another’s help 49.
Recruitment and Service
Entry Requirements and Training
- Supernatural qualification: Recruits must possess at least yin-yang eyes or cultivation. Both Wang Qilin and Xu Da can see ghosts through yin-yang eyes 24.
- Literacy: Wandering Stars must be able to read and write 1.
- Annual examination: Wang Qilin enters through the Bureau’s annual examination, during which his previous martial training is discussed 2.
- Initiation trial: Du Cao assigns the Zhang clinic’s qi-eating ghost as Wang Qilin’s first trial, with Xu Da instructed to look after him 3.
- Basic martial instruction: Wandering Stars and Strongmen generally practice the Bureau’s Eight Trigrams Soul-Returning Saber technique 2 3.
Appointment and Compensation
- Emergency promotion: Citing rampant evil creatures since Qingming and a shortage of skilled personnel, Shi Zhoushan promotes Wang Qilin after testing his combat ability 14.
- Formal approval: Wang Qilin temporarily receives Du Cao’s bloodwood seal; his own seal and official robes are to follow once higher authorities approve the promotion documents 14.
- Paid service: The court pays Bureau personnel generously and in advance because their work carries a high risk of death. Wang Qilin receives seventy silver zhu in combined Wandering Star and Minor Seal pay 20.
- Unresolved danger surrounding the post: Xu Da warns that Wang Qilin’s promotion makes him a scapegoat sent to die. Wang later investigates rumors of a “Minor Seal curse,” but Hou Decai avoids answering his questions 14 47 48.

| Auspicious County station | Stands beside the county government offices but has its own gate and courtyard 48. |
| County training ground | Occupies a spacious courtyard, half paved with bluestone and half bare earth, where Wandering Stars and Strongmen practice 49. |

Uniforms, Weapons, and Protective Items

- Bloodwood seals and tokens: Officials use these credentials to identify themselves, enter guarded premises, and assert investigative authority 10 14 24 25.
- Issued waist sabers: Longer than ordinary blades, these provide greater reach. Combined with the basic Bureau saber technique, they can handle ordinary ghosts and monsters 3.
- Eight Trigrams Soul-Returning Saber manual: An internally transmitted martial manual supplied to Wang Qilin by Du Cao 2.
- Evil-warding talismans: Bureau-made talismans can repel minor ghosts and wandering spirits, although the Zhang clinic’s talisman burns away against a stronger haunting 3.
- Temporary protective talismans: Du Cao gives Zhong Erniu a talisman intended to protect his wife for twenty-four hours while she awaits investigation 7.
History
Suppression of the Yin Road
More than thirty years before Wang Qilin joins, supernatural incidents spread across the New Han Dynasty. The Azure Dragon King consults Heaven and discovers that ghosts are entering the mortal world through a newly appeared yin road whose starting point lies in Paifang Township 39.
Under the Bureau’s supervision, the Ministry of War mobilizes a border army to construct the Wuji Pagoda beneath the future site of Huang Huaji’s residence. Built upside down into the earth, the ten-story tower suppresses the road with statues of Daoist deities and Buddhas blessed by celestial masters and eminent monks 39.
Crouching Dragon Township Succession
Wang Qilin joins the township station on Qingming, the twelfth day of the third lunar month in the Gengwu year. He has sought the appointment for years, hoping the Bureau’s expertise can help explain his secret soul journeys to Earth 1.
After the Zhong Clan investigation leaves Du Cao unable to continue serving, Shi Zhoushan removes him for early retirement and appoints Wang Qilin as Minor Seal. Wang subsequently recruits Xie Hama as a paid Wandering Star, using the Bureau’s greater enforcement power to persuade the Daoist to accept 14 18.
