The arc ended with Homelander forced into Vought’s control, Yasuo setting out on his own, and Maria Hill uncovering a lead to the Winter Soldier’s Siberian facility.

• Leo Cohen was exposed while investigating Soldier Boy, then Vought erased his access as Emily left work inspired by Lynn Morris.
• Vought staged Quake Fist’s death as a heroic sacrifice, turning the funeral into a profitable public spectacle.
• Dr. Horton tortured Yon-Rogg and developed the Eye of Truth, which Vought used to identify and hunt Skrulls before capturing 175 of them and the Tesseract.

• Adrien Veidt approved a strategy of creating controlled crises and public fear to make people depend on Vought, and Hannibal Lecter named Latveria as the first target.
• Lynn Morris organized Vought’s departments and covert operations while Fury sent Coulson’s team to retrieve the Winter Soldier and Lynn leaked the mission file to Tony Stark.
• Tony Stark confronted the Winter Soldier at the Siberian base, but Barbara transformed into Cheetah to protect him and help Coulson escape while Human Torch carried Bucky Barnes from the ruins.

In Hell’s Kitchen, the Joker escalated his campaign against Daredevil until armed residents rioted and Daredevil heard the Joker’s laughter in his head.

• Hans Landa staged a school-bus hostage crisis that let Homelander rescue the passengers and present himself as a hero, then ordered Mike killed.
• Doctor Shinigami sent Shocker forces to attack the Geneva summit, where Bucky Barnes killed security officers and declared Shocker on the live broadcast.
• Shocker’s Banshees and bomb-carrying combatants carried out massacres around the world as Vought staged hero victories and promoted Homelander as humanity’s defender.
• Ada Wong’s team planted false evidence linking Shocker to Hydra, while Fury uncovered Hydra’s infiltration of S.H.I.E.L.D. and killed Alexander Pierce after confronting him.
• Lynn arranged false leads to manipulate Fury’s response, and Fury found evidence that Steve Rogers was alive beneath Greenland’s ice and ordered a recovery mission.
