Background / History

Haiyuan City was originally a relatively backward coastal city of the Star Luo Empire. After its City Lord died while repelling a Sea Soul Beast invasion, noble factions attacked the weakened Lu and Zhang families and attempted to seize control of the city. Jing Liu later suppressed the rebellion through military force, but the city remained severely damaged and politically unstable. 2 4

Two years later, Chang Li took over the city's practical administration. She brought rebellious families under control, handled both municipal and City Lord's Mansion affairs, and blocked the Star Luo Empire from installing an outside temporary City Lord during Lu Jingming's minority. 4

The Great Black Tower's arrival shifted the city's development toward Soul Tool technology. Under Lu Jingming's support and with Chang Li's administration, Haiyuan City moved beyond basic restoration into rapid technological, economic, and urban development. 5

Within eight years of Lu Jingming becoming City Lord, the former coastal town had expanded substantially, gained high-rise construction and tram networks, and attracted merchants and Soul Master families. 20 It later secured the right to host the 2024 All-Continent Advanced Soul Master Academy Soul Fighting Competition, an event previously hosted only by national capitals. 98
