Background and History
Family and Transmigration
Aoki Tsuki inhabits the body of an Amegakure ninja who had practiced swordsmanship since childhood. By his own reckoning, four or five months have passed since his transmigration when he first achieves natural tranquility in the rain 2 9.
His father, Aoki Ryūhei, was a Chūnin killed by Konoha ninja during the Second Shinobi World War. Ryūhei left behind the family’s shop and upstairs residence, along with Body Flicker, Water Clone, and Water Formation Wall techniques. Tsuki’s mother, Eiko, runs the Kanamonodō Gift Shop 3 44.
Third Shinobi World War
As a Chūnin squad leader, Tsuki commands Ryōta, Shinichi, and Mieko. He develops tactics around Mieko’s sensory abilities and his own water clones, preferring reconnaissance and infiltration before committing his team 2.
Border fighting exposes the limits of his early swordsmanship: Yoshiki withstands his rapid attacks and overwhelms him physically. Tsuki uses his recovery time to improve Water Release and Rain Breathing while the Third Shinobi World War begins 6 7.
His caution also governs his response to emergencies. When Kurokawa’s squad signals for help, he advances slowly and arrives after three members have died. He initially favors gathering intelligence and awaiting reinforcements rather than entering the nearby battle 7 8.
Daimyō Guard Duty and Root Cooperation
During an attack on the daimyō’s residence, Tsuki kills Jizō with a chakra-powered sword strike and helps defend the courtyard. The finishing blow exhausts his chakra and destroys his sword 14.
He subsequently records and analyzes the organizations visiting the daimyō, including their leaders, stated ideals, and likely objectives. His investigation into the Iron Fang Group brings him into cooperation with Aburame Ryoma, who supplies evidence and later pays him with Water Dragon Bullet and Lightning Release knowledge 15 20 21.
Shinonome claims the mission’s credit and secures an early return for his own squad, leaving Tsuki’s team on a year-long guard assignment. The betrayal makes Tsuki more receptive to Root cooperation and reinforces his determination to maintain independent sources of income and information 20 21.
Hanzō’s Guard and the Akatsuki Coup
After returning to Amegakure, Tsuki joins Hanzō’s outer guard. He cultivates connections with colleagues, gathers information through ordinary workplace conversations, and eventually participates in smuggling strategic supplies 22 24 26.
His duties bring him into contact with Akatsuki and make him a liaison between Hanzō and Danzō. Before their planned ambush, he warns the captive Konan that the meeting is a trap. He survives the ensuing operation by fleeing and receives a Jōnin promotion amid Amegakure’s losses 28 29 30 31 32.
Tsuki later supplies Konan with intelligence on village personnel and defenses, declares his support for Akatsuki, and gains trainee membership ahead of its planned coup. Under the new administration, he becomes an important adviser whose knowledge and connections help Konan take control of the village 41 44.
Akatsuki Expansion and the Jashin Cult
As Akatsuki grows, Tsuki handles difficult assignments alongside Kakuzu, Sasori, and Jūzō Biwa. He also expands its regional operations and becomes publicly known as Azure Dragon. His asking price rises to at least ten million ryō per job, while his underground bounty reaches thirty million ryō 68 76.
In the Land of Hot Water, he investigates the Jashin Cult’s kidnapping experiments and begins studying its archives. He subsequently directs cult activity against ninja and regional elites, using the resulting instability to increase demand for security commissions. Kumogakure’s destruction of more than a dozen cult bases forces him to suspend those operations 68 75.
Tsuki eventually challenges High Priest Takane and uses the Jashin Mask as proof of divine authority. The demonstration kills more than one hundred followers before he stops it with prepared sacrifices. Acclaimed as leader, he adopts the name Evil Dragon, installs supporters in senior positions, and moves the cult’s headquarters to the Land of Hot Water 148.
Conflict with the Great Villages
Tsuki’s work increasingly combines military force, intelligence, and diplomacy. He leads Amegakure against an Iwagakure invasion, negotiates a preliminary ceasefire, and then confronts the village’s wartime debt and loss of commissions 168 172 173.
He also develops a transactional relationship with Orochimaru, seeking technology relevant to Complete Sage Mode while participating in plans against Konoha. For the joint Chūnin Exams operation, Orochimaru gives him the cover identity of an Otogakure team-leading Jōnin 177 185.
During Akatsuki’s tailed-beast campaign, Tsuki and Konan develop combination techniques and rehearse contingencies for capturing the Eight-Tails. Their cooperation culminates in their shared Complete Sage Mode 208 210 216.
Peace and Family
After Akatsuki’s victory, Tsuki explains Pain’s plans for preserving peace while helping Neji settle Hinata’s marriage arrangements with Toneri. Akatsuki disbands, and Tsuki returns to Amegakure, where Konan is officially appointed village head 252.
When Konan becomes pregnant, Tsuki serves as acting village head while she rests. A year later, they take a family portrait with their son, whom he names Aoki Minami 252.
Appearance
Tsuki is recorded as 185 cm tall at eighteen. His long blue hair and sword are distinctive enough for Konan to recognize him despite the mask he wore during earlier transactions 30 44.
- Hair: Initially light blue, with dark blue strands appearing through chakra tempering; later described as long and dark blue 9 30.
- Forehead protector: Wears his Amegakure protector at his waist during early missions 10.
- Akatsuki attire: Wears the organization’s red-cloud cloak and an “Azure” ring on his right index finger 76 223.
- Sage Mode traits: Develops vortex-shaped pupils; his second stage surrounds his body with a faint white glow 78 210.
Personality
Tsuki initially presents himself as restrained, steady, and reluctant to attract attention. He treats rank and reputation pragmatically, cultivating superiors and colleagues because connections improve his chances of survival. His public devotion to Hanzō conceals a willingness to work with competing powers 24 33.
His diligence serves a deliberately comfortable ideal: he trains hard so that he can eventually slack off safely. He prefers favorable ground, hidden strength, and reliable escape routes over heroic confrontation. Sasori finds him frustrating precisely because he retreats at the slightest threat and returns when the danger passes 48 71 78.
As his power increases, he becomes more flamboyant and outspoken. He admits that he wants strength so others will speak to him respectfully, and later explains that his earlier discretion reflected weakness rather than modesty 138 177.
His concern for Amegakure coexists with ruthless manipulation. He raises funds for the village and supports displaced children, but also directs cult violence and pressures Neji to reject the Hyūga Main Family. In personal relationships, he is brazenly flirtatious and repeatedly pushes Konan’s boundaries, including through their chakra connection 46 140 189 208.
Abilities and Skills
Rain Breathing and Swordsmanship
Tsuki develops Rain Breathing around a still mind, controlled breathing, and perception of rain’s movement. Its seven stages correspond to seven interconnected sword forms 7 33.
| Form | Documented Function |
|---|---|
| Rain Cutter | One of the seven core forms 33. |
| Dragon Pursuit / Pursuing Dragon | Sustained spinning slashes that build momentum and deny the opponent recovery time 8. |
| Countercurrent Fang | An upward counterattack manifested as a blue fang of chakra and swirling air 63 133. |
| Cloud Piercer | A concentrated lightning thrust with strong piercing power 30 65 82. |
| Lightning Burial | Releases destructive lightning through his sword; greatly strengthened by Futsunomitama 65 81 161. |
| Moon Shadow | Uses mental power and precise chakra control to produce a large crescent-shaped vacuum blade 33 63. |
| Heavenly Weeping | Harnesses natural power in an intensely condensed sword strike; penetrates the Fourth Raikage’s Lightning Release Armor during their clash 33 82. |
- Rain improves the effectiveness of his swordsmanship, though he can use forms such as Moon Shadow without it 63.
- Powerful attacks do not eliminate gaps in close-combat experience: the Fourth Raikage severely injures him immediately after Tsuki penetrates his armor 82.
Spiritual Training and Yin Release
The Single-Point Gazing Method develops Tsuki’s spiritual energy and fine chakra control. He later shares it with Konan and Kikuno Momo 22 106 129.
- Mental visualization: Builds internal reflections of observed objects and plans a larger mental world 22.
- Genjutsu resistance: Breaks Shisui’s Shackling Stakes and later destroys a stronger illusion with Samsara Illusion’s End 56 102.
- Tsukuyomi resistance: Replaces his wounded mental body with a Thousand-Armed Kannon and shatters Itachi’s illusion 180.
- Mental attacks: Uses Lightning Illusion: Mind Wheel Destruction Technique against Itachi’s mental world 232.
- Sensory development: Studies Transparent Domain and uses his Listening to Rain Mind Technique to observe others 177.
- Limit: Breaking Tsukuyomi nearly depletes his spiritual energy, threatening his ability to replenish chakra 180.
Sage Mode and Thousand-Armed Kannon
Tsuki develops Sage Mode independently and uses senjutsu chakra to enhance his body, perception, and techniques. He obtains the Fire Temple’s Thousand-Armed Kannon technique and makes it a platform for further combat development 68 78 79 189.
- Expanded perception: Spiritual awareness can replace ordinary sight in Sage Mode 78.
- Large-scale combat: Develops Kannon-based attacks and defenses, including Buddha’s Divine Palm and lotus-pedestal protection 180 189 223.
- Combination flight: Combines Kannon with Konan’s Paper Release and senjutsu chakra to fly and split a mountain peak with Futsunomitama 208.
- Second Stage: Holds ten times the senjutsu chakra of basic Sage Mode 210.
- Paper-body fusion: Merging with Konan increases their natural-energy capacity beyond what his reinforced paper body can withstand alone 216.
- Defensive limits: Might Guy’s Daytime Tiger gravely injures him despite lotus protection; a later Eight Gates air cannon breaks through his layered defenses 134 223.
Elemental Ninjutsu and Movement
Tsuki naturally possesses water and lightning affinities. He subsequently develops fire, earth, Yin, and Yang transformations, but struggles with even elementary Wind Release while pursuing a five-element restraining barrier 106.
- Water Release: Uses Water Formation Wall, Water Clone, Water Dragon Bullet, Water Hail, and large-scale flooding techniques 9 22 82 118.
- Lightning Release: Channels lightning through his blade and shapes it into concentrated spears 81 168 240.
- Combined attacks: Defeats Ibuse with Lightning Water Dragon Bullet 68.
- Body Flicker: Uses physical, lightning, and water-based variants; Hanzō’s inherited scroll expands his movement repertoire 68.
- Water Body Flicker: Exploits rain and surrounding water for rapid repositioning, making him especially difficult to catch in the Land of Rain 78 168.
- Sword flight: Uses an enlarged sword and chakra array to transport himself and passengers through the air 192.
Chakra-Tempered Hair
Years of chakra tempering turn Tsuki’s hair into an independently controlled weapon with sealing properties 41 140.
- Extends and retracts for sudden close-range attacks 118 140.
- Can conceal Explosive Tags during an ambush 140.
- Makes Tobi wary of approaching him for absorption 181.
- Intercepts Amaterasu long enough for Tsuki to cut away the burning section 180.
Medical Ninjutsu and Body Development
Tsuki begins medical training under Hoshiya Fumi and Mieko, studying fundamentals and practicing on fish. Hoshiya Fumi also helps test his unfinished detoxification technique 46.
- Reaches intermediate Medical Ninjutsu proficiency 167.
- Experiments with expanding his meridians to overcome a chakra-growth bottleneck, injuring himself during development 96.
- Uses Yurika’s healing blood to recover from experimental damage and vitality loss 96 161.
- Pursues cellular-level senjutsu activation beyond Sage Mode’s normal bodily enhancement 167 177.
Summoning, Rituals, and Reanimation
- Ibuse contract: Defeats the salamander and secures a summoning agreement by claiming Hanzō entrusted Ibuse to him 68.
- Takemikazuchi: Summons the Thunder God, but its lightning overwhelms his vessel and consumes his vitality 161.
- Curse research: Studies the Jashin Cult’s archives and draws inspiration from the blood-activated Boiling Blood Curse for chakra-based restraints 69.
- Impure World Reincarnation: Performs the technique before Pain and Konan to bring back Yahiko 212.
Intelligence and Administration
- Analysis: Evaluates political organizations, enemy capabilities, and regional threats 8 15.
- Institutional knowledge: Uses guard connections and personnel information to support Akatsuki’s takeover of Amegakure 24 41 44.
- Operations management: Expands Akatsuki’s market, coordinates cult commissions, and delegates regional intelligence work 75 140 159.
- Research direction: Assigns investigations into Hidan, Jashin, and the Thunder God, supplying his Lightning Release notes to researchers 155.
- Diplomacy: Represents Amegakure in negotiations with Iwagakure 172.

Notable Quotes
“I want to get stronger so people will talk to me properly.” 138
“I kept a low profile before because I wasn't strong enough. Now that I'm strong, if I still kept a low profile, wouldn't all that training have been for nothing?” 177
Trivia
- His personnel file records 8 S-rank, 15 A-rank, 21 B-rank, and 31 C-rank missions, all completed. Konan finds that he is the only person whose overall evaluation reads “excellent” 44.
- The same file lists salted fish as his preference and becoming Hanzō’s bodyguard as his dream 44.
- He has no kekkei genkai; Konan thoroughly investigates his family background rather than accepting a hidden bloodline as the explanation for his growth 76.
- Underground observers suspect that Azure Dragon is also the Swordmaster of the Moon, the winner of the Land of Iron’s swordsman competition 76.
- He credits persistent training and Heaven Rewards Hard Work with his prospects for continued improvement 68.
