Background and History
Establishment and Public Debut
The Sky Empire was prepared in secret for more than half a year before its public debut. Shiki established its aerial stronghold over the Bulin Sea, a volcanic region between Whitebeard’s and Big Mom’s territories. Its frequent eruptions supplied the Seastone components needed to manufacture Cumuloregalis Clouds 95.
By the time preparations were complete, the empire possessed a cloud expanse more than ten times the size of the one above Jaya. Shiki had raised over thirty islands from the Calm Belt and seabed, providing enough land to accommodate millions. Noah supplied elite personnel but explicitly refused to recognize his subordinates as a pirate force 95.
Shiki revealed the empire by attacking Hachinosu. With power lent by Noah through Heart Resonance, he overwhelmed Ochoku and ordered his officers to occupy the island. Reports of the battle and the rejuvenated Golden Lion were deliberately allowed to spread 95.
Conquest of Wano and Territorial Consolidation
Kaido and Charlotte Linlin challenged the empire’s stronghold together. Shiki fought Kaido for three days and nights, eventually subduing him with high-concentration Seastone. By January 5, Sea Circle Calendar 1509, the Sky Empire had controlled Wano for two months 98 99 104.
The occupation combined purges with civilian relief. Shiki’s administration targeted criminals from the Beasts Pirates and Orochi’s forces, introduced work relief, and recruited more than twenty thousand ordinary fighters. Robin and Black Maria subsequently crushed the nobles’ resistance 101 104 105.
Wano was renamed Fusang Province, while the empire absorbed the Beasts Pirates’ outlying territories. Shiki initially retained their protection-payment system as a temporary arrangement, postponing full administrative integration until Wano had been secured 104 105.
Agreement with Totto Land
Hachinosu’s surrounding territory was separated from the empire’s core by approximately 4,200 kilometers, with Totto Land between them. Rather than risk a wider war while still consolidating its conquests, Shiki sent Hermit and Monet to negotiate an exchange 106 107.
Charlotte Linlin accepted the islands around Hachinosu in return for islands in Totto Land and a five-year promise that Shiki would not invade. At her insistence, Shiki also raised the sunken Hachinosu back onto its original foundation. The handover took approximately one month 107 108.
Destruction of the Red Hair Pirates
Shanks challenged the Sky Empire to obtain territory for his own rise in the New World. The World Government supported the confrontation as a means of testing and containing Shiki, while the empire prepared to intercept outside assistance 114 115.
The battle was broadcast through Morgans’s News Coos. After a day and night of fighting without casualties on either side, the Red Hair Pirates’ position collapsed. Following the fall of Shanks, Beckman, and Yasopp, Shiki, Blazing Sun, and Hermit helped finish destroying the crew in under fifty minutes 121 123 124.
Robin separately intercepted and killed Mihawk. Judgment and Champagne prevented three CP0 agents from withdrawing, leaving one dead and two captured. Unlike the main battle, Robin’s victory remained unknown to the outside world at the time 125.
North Blue Expansion
Noah transferred the Paradise Sky Governorate’s population into the Sky Empire as part of a broader effort to protect the Kingdom of Dawn’s hidden territories. Shiki then built a secret passage across the North Blue Calm Belt, moving more than one hundred uninhabited islands into place in fewer than five days. Former Paradise residents and screened families from other provinces settled along it 132 136.
The Flying Fleet entered North Blue through the Baku Archipelago, destroyed seven Marine observation posts, and incorporated three World Government Member States and eight uninhabited islands into Baku Province. Shiki executed the three states’ kings and nobles while Robin and Black Maria oversaw civilian integration 137.
Further expansion followed a major relocation of the empire’s provinces. In less than a week, the Sky Empire conquered another six affiliated nations and five non-affiliated nations. By a later assessment, it controlled more than half of North Blue 145 192.
Its subsequent war with Germa was staged: both Germa’s leadership and Issho, who publicly intervened against Shiki, were acting within Noah’s plans. After prolonged battles and apparent Marine pressure, the Sky Empire “retreated,” preserving the appearance of a three-way balance 147 150.
Exposure and War Preparations
Shakky’s investigation identified the contrast between the original Golden Lion’s personality and the empire’s comparatively humane internal administration. She suspected that Shiki’s soul had been replaced and that the empire was part of the Kingdom of Dawn. She and Kuma planned to capture Hermit and extract his memories as evidence 200 201.
Expecting its connection to the Liberator Organization to become public, Noah ordered preparations for war and the evacuation of ordinary civilians. Reports of evacuations and the deaths of government agents convinced the Five Elders to authorize an all-out campaign. Sakazuki then destroyed Hell Valley Island in an attempt to devastate the New World and eliminate the empire 204 205.
Blazing Sun responded by ordering Morgans to expose the World Government’s responsibility for the crisis. Reorganized army groups moved to take control of the New World while the organization’s core fighters confronted government forces 206.
Government and Administration
The empire had no hereditary nobility within its own governing structure; administration rested with its bureaucracy. Its imperial identity concealed its position as the Kingdom of Dawn’s New World Governorate 106 166.
Leadership and Departments
| Office / Department | Leader | Responsibilities |
|---|---|---|
| Emperor / Department of Military Affairs | Shiki | Imperial leadership and direct control of military affairs 108. |
| Second-in-command | Blazing Sun, publicly concealing the name Beta | Senior combat leadership; assessed at Admiral Candidate level when assigned to Shiki 95. |
| Department of Internal Affairs | Black Maria | Internal administration; later worked with Robin on integrating North Blue civilians 108 137. |
| Department of Foreign Affairs | Hermit, publicly concealing the name Hanover | Foreign relations, including the territory exchange with Totto Land 95 107 108. |
| Anbu | Nico Robin | Led the Anbu and undertook operations against hostile forces, including the interception of Mihawk 108 115 121. |
Economic and Social Policy
- State-led economy: Official enterprises monopolized the production and sale of basic goods; private shops, workshops, craft businesses, and eateries supplemented them 105.
- Work relief: Public work programs provided food for impoverished Wano civilians and helped recruit more than twenty thousand local soldiers 101.
- Agricultural restoration: Shiki removed contaminated soil and river water to a volcanic island. Advanced farming techniques and equipment subsequently raised Fusang’s output above that of Kozuki Sukiyaki’s era 105.
- Redistributive taxation: Income and inheritance taxes limited rapid wealth concentration and the widening of the wealth gap 103 105.
- Punitive purges: Criminals and hostile elites faced detention, execution, or transfer to the Rum Kingdom. Captured pirate affiliates were also used as experimental subjects and sources of organs and life force 101 104.
Taxation
The decree applied to all citizens under the Fusang Governorate, including the Flower Capital, Ringo, Hakumai, Kuri, Udon, Kibi, and Onigashima 103.
| Tax | Exempt Category | 20% Category | 40% Category |
|---|---|---|---|
| Inheritance tax | Assets below 10,000 Sky Yuan | Assets above 10,000 and below 100,000 Sky Yuan | Assets above 100,000 Sky Yuan 103. |
| Personal income tax | Annual income below 10,000 Sky Yuan | Annual income above 10,000 and below 100,000 Sky Yuan | Annual income above 100,000 Sky Yuan 103. |
Territory
Administrative Divisions
| Province | Composition / Location | Later Changes |
|---|---|---|
| Fusang Province | Former Wano; administered the Flower Capital, Kuri, Kibi, Udon, Hakumai, Ringo, and Onigashima as counties. Six floating islands were placed in its inland sea 105. | Transported onto Sky Province’s prepared cloud platform 145. |
| Sky Province | Initially formed from forty-three floating islands above a volcanic archipelago northwest of Fusang 105. | Became the headquarters region; tripled in size when Fusang and Gale were raised onto its clouds 145 201. |
| Torrent Province | Established in the Torrent Sea 108. | The only province left on the New World’s sea surface after the relocations; reinforced against major earthquakes and tsunamis 145. |
| Rainbow Province | Established in the Aili Sea 108. | Moved near Baku Province in North Blue 145. |
| Gale Province | Established in the Gale Sea 108. | Transported onto Sky Province’s clouds 145. |
| Baku Province | Formed around the Baku Archipelago from three World Government Member States and eight uninhabited islands 137. | Served as an early territorial foothold in North Blue 137. |
Documented Territorial Growth
| Point in Expansion | Extent |
|---|---|
| After the Wano conquest | Approximately 17% of the New World, including former Wano, Hachinosu, and the Sea of Hell 106. |
| Before Shanks’s challenge | Approximately 23% of the New World; the largest sea area among the three established imperial powers 114. |
| Later North Blue expansion | More than half of North Blue 192. |
Capital
- Sky Dome Island housed the imperial headquarters and a palace transported directly from the Flower Capital 133.
- The island covered approximately 183 square kilometers and already possessed highly developed infrastructure during the Sky Empire era 230.
- It was later incorporated into Mount Dawn’s western coast as Sky Dome Peninsula, with Sky Dome City serving as the Kingdom of Dawn’s administrative capital 230.
Military
Legions
Four legions had each completed initial recruitment at 30,000 soldiers by the territory handover with Totto Land. The Blizzard Legion was still recruiting 108.
| Formation | Known Commander / Officers | Documented Station |
|---|---|---|
| Flying Legion | Wyper; Mantis as deputy commander | Sky Province 108. |
| Blazing Sun Legion | Blazing Sun | Torrent Province 108. |
| Sharp Blade Legion | Not specified | One of the four initially reported legions 107 108. |
| Beast Legion | Not specified | Rainbow Province 108. |
| Blizzard Legion | Monet | Assigned to Gale Province 107 108. |
Elite Forces and Reinforcements
- Founding expedition: More than one thousand elite Noah Family members deployed aboard over a dozen improved Ark-class flying ships and an Ark Maxim-class flagship 95.
- Local recruits: The twenty thousand-plus ordinary Wano soldiers primarily maintained public order; Shiki continued to rely on the original elite contingent for serious fighting 101.
- Senior fighters: Daz, Hermit, and Wyper were assessed at elite Vice Admiral level during the empire’s initial deployment 95.
- Hidden reserve: Noah stationed Weevil in the empire as a concealed trump card against exceptionally powerful surprise attackers 110.
- Apostle support: By the North Blue preparations, Shiki, Blazing Sun, Hermit, Black Maria, Judgment, and The Fool were serving there. Doria, Shiru, and Gairam were subsequently assigned as reinforcements 136.
Strategic Capabilities
Aerial Mobility
- Shiki’s Float-Float Fruit allowed the empire to relocate islands, reorganize provinces, and move fleets across the Calm Belt 95 108 137 145.
- Its Flying Fleet could potentially cross the Red Line, extending its reach beyond the New World and nearby Blues 137.
- Mobility had limits: before the Totto Land exchange, the 4,200-kilometer journey between Hachinosu’s surroundings and the core territory still required several days each way 106.
Border Defenses
- Aerial fortresses built on Cumuloregalis Clouds guarded the empire’s borders 108.
- Shiki removed surrounding islands to create stretches of at least one thousand kilometers of islandless sea, channeling ordinary shipping toward defended routes 108.
- Four island-chain routes converged on Fusang: Torrent in the south, Rainbow in the east, Gale in the north, and Heaven in the west 108.
Environmental Warfare
- Monet could create an oxygen-free zone more than ten kilometers across and freeze several kilometers of sea, forcing opponents to rely on limited oxygen supplies 107 121.
- Hermit combined corrosion with firearms and Armament Haki; during the Red Hair battle, equipment failures left Yasopp without reliable oxygen or weapons 120 123.
- Shiki used high-concentration Seastone clouds and daggers to weaken and capture Kaido 99.
Geological Works and Resources
- Disaster mitigation: Kuro and Robin developed a plan with geologists to repair unstable New World rock layers and reduce the threat posed by Hell Valley Island 165.
- Weather improvement: Completed geological modifications reduced extreme weather in affected regions 176.
- Selective reinforcement: Noah approved connecting stable islands through underground geological reinforcements while limiting the project’s visibility 176.
- Resource discoveries: Surveys uncovered hundreds of deposits, including Seastone, Dyna Stone, oil, and natural gas, alongside treasures from shipwrecks and ancient ruins 176.
- North Blue exploration: Robin arranged a separate Sky Empire survey of the North Blue seabed 176.
External Relations
- Kingdom of Dawn / Liberator Organization — The empire was a publicly visible territorial arm of Noah’s wider organization. It and the West Blue mafia families were assigned responsibility for the New World battlefield in the planned war against the World Government 106 165.
- Big Mom Pirates — Initially hostile, then bound by a territory exchange and Shiki’s five-year non-invasion promise. Fear of the empire’s mobility prompted Linlin to consolidate Totto Land’s population and defenses 98 107 114.
- Whitebeard Pirates — Wary neighbors. Whitebeard refrained from intervening in Wano because of the rejuvenated Shiki’s strength and the danger to his own crews 104.
- Red Hair Pirates — Territorial challengers destroyed after their attack on the empire 114 124.
- Germa Kingdom — Publicly an opposing North Blue power, secretly controlled through Noah’s arrangements. Their staged conflict helped conceal the relationship 147 150.
- World Government and Marines — Principal strategic enemies. Initial restraint gave way to an all-out campaign once the empire’s connection to the Liberator Organization became apparent 104 107 205.
- Morgans — Broadcast the Red Hair battle, moved his temporary headquarters into the empire, and later publicized the World Government’s role in the New World disaster at Blazing Sun’s direction 115 121 201 206.
