Power Progression
| Stage / Realm / Level | Chapter | Notes |
|---|---|---|
| Twenty-five high-level combatants | 136 | Noah’s assessment lists two fighters above Admiral level, nine at Admiral level, and fourteen at Admiral Candidate level. He nevertheless considers an immediate decisive war too risky. |
| Mass-produced mechanized army | 180 | Deploys 370,000 Colonel-level Mecha Warriors, 30,000 Rear Admiral-level Mecha Field Officers, and more than 1,500 Vice Admiral-level Mecha Generals. Also develops seven awakened Zoan-powered Mecha Beast Kings. |
| Completion of the 22 Major Arcana Apostles | 183 184 | Hancock becomes The Lovers, completing Noah’s Apostle roster and triggering a qualitative transformation in the Card-Card Fruit. The following review documents awakened Apostle abilities. |
| Living Dead Legion expansion | 199 | Moria has created over one hundred Living Dead Generals from Impel Down prisoners. They range from Headquarters Rear Admiral to elite Vice Admiral strength. |
| Twenty-five experts concentrated at Dressrosa | 216 | Reinforcements give the Liberators enough high-level fighters to attack individual World Government experts with two or three comparable opponents. |
| Capture of Uranus | 217 | Noah captures the ancient weapon, after which resistance to Liberator forces begins collapsing worldwide. |
| Thirty-expert expedition against Mary Geoise | 220 | Nineteen natural-born human experts and eleven Apostle experts accompany a fleet of more than a thousand spacecraft and Uranus, while other fighters remain deployed across the seas. |
| Combined Conqueror’s Haki | 223 | Leading fighters merge their Haki with the revolutionary will of hundreds of thousands of elite troops. The resulting pressure knocks out approximately ninety percent of the World Government’s million-strong army. |
Ideology and Policies
Abolition of Aristocratic Rule
- The organization seeks to eradicate the noble system rather than replace abusive rulers with benevolent ones. This distinguishes it from Dragon’s Revolutionary Army 129 131.
- Dragon rejects an alliance because he believes the Liberators intend to eliminate even just Marines and virtuous kings and nobles 129.
- Its political books, published through Morgans, persuade Karasu and other Revolutionary Army members that Dragon’s approach preserves the aristocratic order 162.
- Royal families can offer to surrender their kingdoms and relinquish royal status. King Riku accepts this course for Dressrosa, while Elizabello II makes a similar offer for Prodence on the condition that his family is protected 207.
Civilian Protection and Resettlement
- Conquered populations are relocated through spatial abilities. During the Oykot operation, civilians are sent to the Storm Archipelago, while criminals are transferred separately to a secret prison on Angel Island 158.
- Noah slows territorial operations when housing and assimilation cannot keep pace with incoming residents. In early 1512, lunar underground cities and infrastructure can accommodate 150 million people 176.
- The organization avoids exposing relocated civilians to a premature war with the World Government 176.
- Its later takeover plan strips nobles of status, punishes offenders, and uses resettlement to dismantle entrenched local powers 219.
Treatment of Enemies and Criminals
- Noah refuses mercy to declared enemies, whether Marines, pirates, Celestial Dragons, kings, or nobles 133.
- Pirates and bandits face summary killing; the takeover of Loguetown includes Yamato killing looters despite Smoker’s objections 162 219.
- Captured groups undergo screening rather than automatic acceptance. World Government loyalists are secretly eliminated during the takeover of Impel Down, and part of its staff is replaced 195.
- Some prisoners become experimental material or sources of Devil Fruits. Impel Down captives are also used to create Moria’s Living Dead Generals 139 199.
Organization
Leadership and Departments
| Component | Known Personnel | Responsibilities |
|---|---|---|
| Central leadership | Dawn Noah | Sets military strategy, directs expansion, and commands the Apostles 116 136 204. |
| General Staff Department | Kuro, department head | Plans covert operations, including the removal of Dragon’s loyalists 168. |
| Department of Supervision | Three leaders; Mary and Tomani participate in its planning | Conducts internal security work and coordinates political infiltration with the General Staff 168. |
| Distillery | Six detachment commanders; Champagne and Carina among its officers | Intelligence gathering, surveillance, infiltration, and regular loyalty checks 146 167 175 182. |
| Strategic Support Squad | Ray, Penguin, Alber, and others; Carina serves as a transporter | Provides strategic support and transport for operations 136 182. |
| Major Arcana Apostles | Twenty-two positions completed with Hancock’s recruitment | Fight independently and lend their Devil Fruit abilities to Noah 92 183. |
| Moon Governorate | Personnel not specified | Constructs lunar underground cities and supporting infrastructure 176. |
| Impel Down administration | Magellan, Anduin, and members of the Seven Deadly Sins | Manages the captured prison after its personnel review and reorganization 195. |
Recruitment and Security
- A large proportion of early recruits come from Carnegie orphanages. By the later Kingdom of Dawn period, several thousand mid-level cadres bear the Carnegie surname 231.
- Mid-level cadres undergo rigorous training and ideological vetting by Noah, Mary, and Enel 231.
- Tesoro’s recruitment demonstrates the screening process: Enel tests his motives under a false CP identity, Mary assists with preliminary clearance, and Pica presents a detailed file on his past 164.
- Recruitment is not always compulsory. Tesoro is told that refusing membership would mean living as an ordinary person in the Kingdom of Dawn 164.
- Distillery agents receive professional, regular loyalty checks. Their identities remain concealed even from allied Revolutionary Army members who have not undergone equivalent screening 175.
Territories and Subordinate Powers
| Region / Holding | Organization Presence |
|---|---|
| Moon | Main headquarters, underground cities, military factories, and a prison 165 176 180 195. |
| New World | The Sky Empire controls a quarter of its waters during the covert expansion period. Later, 1.5 million soldiers are organized into the 8th, 9th, and 10th Army Groups to seize the entire region 165 206. |
| North Blue | Sky Empire, Germa Kingdom, and Issho’s Marine command form an apparent three-way division while belonging to the same hidden network 151 165. |
| East Blue | The Rum Kingdom provides a foothold; later operations include Oykot and the takeover of Loguetown 158 165 219. |
| South Blue | More than half the region has been emptied through relocation operations by the time Noah reviews his regional strategy 165. |
| West Blue | Donquixote, Capone, and Gambino networks secretly control fourteen Affiliated Nations and twenty-nine non-affiliated nations—nearly half the region’s countries 181. |
| Early Paradise routes | Crocodile’s Baroque Works covers the starting islands and second- and third-node islands of nearly all seven routes 192. |
| Middle Paradise routes | Huazha’s Domain of Beasts covers the fourth-, fifth-, and sixth-node islands 192. |
| Late Paradise and Government approaches | Moria’s Black Shadow Kingdom operates from the Florian Triangle across areas including Water 7, Enies Lobby, Impel Down, Marineford, and Sabaody 192. |
| Revolutionary Army | Becomes subordinate under its new leadership; Karasu later announces its allegiance publicly 197 213. |
Military Capabilities
High-Level Combatants
Noah’s force assessment provides an early snapshot of the organization’s strongest fighters 136.
| Rank in the Assessment | Number | Combatants |
|---|---|---|
| Above Admiral | 2 | Noah, The Fool |
| Admiral | 9 | Joshua, Lilian, Vic, Robin, Shiki, Kaido, Issho, Judgment, Monet |
| Admiral Candidate | 14 | Kuro, Lilith, Ray, Enel, Wyper, Barton, Blazing Sun, Hermit, Yamato, King, Musshuru, Caesar, Kuma, Gairam |
Mechanized Forces
| Model | Deployed Number | Stated Combat Equivalent |
|---|---|---|
| Mecha Warrior | 370,000 | Marine Headquarters Colonel 180 |
| Mecha Field Officer | 30,000 | Marine Headquarters Rear Admiral 180 |
| Mecha General | More than 1,500 | Marine Headquarters Vice Admiral 180 |
| Mecha Beast King | Seven developed | Powered by awakened Zoan abilities 180 |
- Judge, Queen, Caesar, and other researchers jointly develop the mechanized army in lunar factories 180.
- A Mecha Beast King can be produced and calibrated in about a month, provided enough Zoan Devil Fruits are available 180.
- Noah favors this production model over cloned soldiers because Seraphim require years of cultivation and adjustment 180.
- Moria’s Living Dead Legion supplies another expendable force, although removing a subject’s Devil Fruit, memories, and Conqueror’s Haki can substantially reduce its original strength 199.
Spatial Mobility and Concealment
- Hidden bases and large-scale spatial transport allow the organization to attack distant targets without exposing its homeland to retaliation 129 160.
- The World Government remains unable to locate the Kingdom of Dawn despite searches by Marines, Cipher Pol, pirates, revolutionaries, and other powers 158 160.
- Ray’s wormholes move fighters into battle, while shadow passages provide additional routes between occupied locations and the lunar headquarters 208 225 226.
- Carina’s transport role and multiple independent spatial abilities make the support network broader than the World Government initially understands 182 214.
- Operations can include communication suppression: Joshua blocks Den Den Mushi signals during the assault on Amazon Lily 183.
Training, Devil Fruits, and Magic Cards
- Training, potions, and life-force infusions accelerate recruits’ development. Tesoro reaches Rear Admiral-level physical strength before receiving the Gold-Gold Fruit, then rapidly approaches elite Vice Admiral level 180.
- Officers receive Magic Cards that provide additional tactical options. Champagne’s card stock gives her an advantage against Karasu despite their comparable personal strength 167.
- Hancock’s cards and Armament Haki protect her against several attacks during the Dressrosa battle 216.
- Recovered treasure raises the organization’s Devil Fruit stockpile to fifty-eight in early 1512; subsequent operations systematically recover abilities from Impel Down prisoners 176 199.
Surveillance and Strategic Weapons
- More than three hundred satellites monitor high-energy reactions, with Noah intending to use them to locate Vegapunk’s Mother Flame research 180.
- An orbital satellite tracks Teach and Van Bordeaux’s Flying Dutchman, allowing the Strategic Support Squad to prepare an interception 192.
- Uranus joins the Liberator fleet after Noah captures it at Dressrosa 217 220.
- Island fortresses, spacecraft, snail warships, and enhanced artillery support conventional assaults, including the attack on Marineford 220.
History
Emergence and the Battle of Lulusia
The World Government initially identifies Noah’s faction through wanted notices using the names Hidden Ones Organization and Concealed Ones Organization. Noah later contacts Morgans and publicly introduces himself as head of the Kingdom of Dawn and founder of the Liberator Organization 65 116.
At Lulusia, the Liberators resist a Buster Call led by Kong. The Marines request additional support after Kong, Zephyr, Borsalino, Tokikake, and Onigumo fail to suppress them; Kuzan and Shichibukai reinforcements are dispatched 119.
The battle ends in a major Government defeat. Joshua and Vic force Borsalino to flee, Doria turns against the Government operation, and Noah kills Tokikake and Kong. A worldwide broadcast shows Kong’s death, alarming the rulers of the Affiliated Nations 127 129.
Covert Expansion
After Lulusia, Dragon rejects Ivankov’s proposal for an alliance and orders a secret search for the Kingdom of Dawn. Noah interprets the investigation as preparation for possible hostility 129 132.
Noah instead pursues gradual expansion. Although the Liberators possess twenty-five high-level combatants, he delays a decisive war and targets the World Government’s Affiliated Nations while developing additional fighters 136.
Kuro and Lilith capture Moria and his followers, bringing Thriller Bark under Liberator control. Noah makes Moria the Moon Apostle, and the Florian Triangle’s conditions conceal the takeover from outsiders 139.
By the time Karasu compares the two revolutionary movements, the Liberators have conquered twenty-six Affiliated Nations directly. Their territorial gains, together with those of the Sky Empire and Germa, leave the World Government with 122 Affiliated Nations 161.
Oykot and the Destruction of Garp’s Fleet
Liberator forces capture Oykot’s capital and begin evacuating its population. Borsalino arrives before the removal of criminals is complete, while Garp’s fleet is diverted toward the kingdom 158.
Noah kills Garp and Bogard, and their fleet is wiped out. The deaths expose the Government’s inability to counter an enemy that can strike suddenly and withdraw through spatial abilities. Senior officials consequently seek additional spatial ability users for rapid reinforcement 160.
Absorption of Rival Networks
Moria defeats the Donquixote Family on Noah’s orders, and Doflamingo becomes an Apostle. The family continues operating as a subordinate branch, reinforced by recruits including Tesoro and Carina 163 164 165.
The Liberators also exploit ideological divisions within the Revolutionary Army. Karasu and Champagne evacuate sympathetic members from White Soil Island before the Government’s attack, while the organization’s agents work to isolate Dragon’s loyalists 168 169.
Under Karasu’s leadership, the Revolutionary Army becomes subordinate to the Liberators. Dragon’s remaining faction is treated as a threat rather than part of the new arrangement 175 197.
Consolidation and Impel Down
In early 1512, Noah reduces the pace of attacks to assimilate relocated populations and expand their housing. Meanwhile, geological modifications stabilize the Sky Empire’s territory and uncover mineral deposits, shipwreck treasures, and Devil Fruits 176.
The assault on Amazon Lily completes Noah’s twenty-two Major Arcana Apostles when Hancock becomes The Lovers 183.
Magellan subsequently surrenders Impel Down on the condition that he will not fight the World Government. The takeover requires more than three months of screening, purges, and staff replacement 195.
Inside the captured prison, the Liberators remove Dragon’s Hurricane Fruit and transform him into a Living Dead General. Moria and Luo continue processing imprisoned ability users to strengthen the organization’s forces 199.
Exposure and the Battle of Dressrosa
Shakky uncovers the connection between the Sky Empire and the Liberators. Her findings spread through the Underworld despite Whitebeard’s decision not to publicize them, prompting Noah to assemble an emergency meeting and prepare for war within months 204.
Dressrosa and Prodence offer to surrender their royal status to secure protection for their people. The World Government intercepts their communication and prepares an ambush, but Noah has already divined its plan 207 210.
At Dressrosa, the Liberators match and then outnumber the Government’s strongest combatants. Reinforcements, captured enemy experts, and the eventual seizure of Uranus decisively shift the battle in their favor 208 210 211 216 217.
Worldwide Revolt and Final Offensive
Issho reveals his allegiance and calls on North Blue Marines to join the Liberator Organization and Kingdom of Dawn. Karasu’s Revolutionary Army and West Blue’s three great mafia families also announce their allegiance as Government positions collapse across the seas 213.
The Kingdom of Dawn begins enforcing its takeover policies, including the surrender of Loguetown and arrests at the sea restaurant. Noah then leads thirty experts, Uranus, and more than a thousand spacecraft toward Mary Geoise, while Kuro’s fleet attacks Marineford 219 220.
During the Mary Geoise battle, the Liberators’ combined Conqueror’s Haki incapacitates most of the Government’s army. After Marineford falls, Kuro’s forces move to Sabaody, where Yamato freezes incoming tsunamis before occupation troops enter through spatial passages 223 225.
Bon Clay subsequently captures Shirahoshi after Kuro suspects Poseidon has awakened. She is transported to the lunar headquarters, leaving Neptune and Jinbe fearful that Fish-Man Island lacks the strength to negotiate her release 226.
