Background / History
South Blue Champion and the Auction Incident
Phil was a champion fighter from the South Blue who entered the Grand Line to seek stronger opponents. After hearing that a valuable item would be auctioned, he infiltrated the auction but initially believed its high price had put it beyond his reach 177.
During the ensuing incident, he beat Disco into producing the fruit, recognized it as the one he wanted, and ate it. Fukelike confronted him for consuming the Devil Fruit his side had prepared. Phil rapidly adapted its speed-enhancing powers to his existing fighting style and defeated Fukelike with Reaper Falling Strike 170 177 178.
False Identification and Departure from Supomachi
After the battle, Phil stayed in Supomachi, where he discovered that he had been labeled a member of the Luo Chen Pirates and given a 100 million Beli bounty. He privately noted that he had not even spoken to the crew at the auction 190 191.
A restaurant server drugged his food and arranged for bounty hunters to capture him. Phil detected the drug, secretly spat it out, and evaded the hunters’ bullets and Seastone nets. When the Marines subsequently surrounded the building, he abandoned attempts to deny the accusation, defeated their forces and Commodore Machi, and headed for the docks 191 192.
Phil seized the Kennedy Pirates’ ship and killed their captain, Kenya. He retained sailors with practical skills but executed hardened killers after inducing them to boast about their crimes. On reaching Macaron Island, he released the surviving pirates with a warning not to resume their wrongdoing 193 194 199.
Joining Luo Chen
Phil followed the Luo Chen Pirates to judge whether their captain deserved his allegiance. He first watched George and Singh fight without intervening, then pursued the crew after missing their departure from Macaron. He eventually caught up and helped Luo Chen escape from Katakuri and Jack the Drought 206 207 214 215.
Luo Chen invited him aboard, but Phil insisted that a captain needed strength as well as leadership. Their proposed contest was postponed while the Isel escaped danger. Phil continued testing the crew through sparring and praised Luo Chen’s ambition to challenge powerful opponents in the New World 215 218 219.
At Sabaody, Phil fought the Marines alongside Luffy, Law, and Kid despite an officer’s warning that his intervention could endanger Luo Chen’s Shichibukai position. He later explained that the Marines’ tolerance of the island’s abuses had angered him 230 231.
His long-awaited duel with Luo Chen took place on Fish-Man Island. After exchanging martial arts and sword attacks, the two settled the match with a final clash. Phil admitted defeat and collapsed. Following his recovery, the crew fully accepted him, and he treated the loss as proof that he still had considerable room to improve 330 331.
Dressrosa and Totto Land
On Dressrosa, Phil and George entered the Hero Coliseum tournament for its ten million Beli prize. They later escaped Diamante with Luo Chen, riding on George’s shoulder while Phil enhanced George’s speed 337 345.
During the crew’s encounters with the Charlotte Family, Phil fought Cracker, recognized that his apparent body was an armored puppet, and protected his companions from the Biscuit Soldiers. He also destroyed pursuing cannonballs while the Isel escaped an approaching superstorm 374 376.
Phil subsequently joined Luo Chen and Catherine in an attack on Totto Land. Assigned to Biscuit Town, he bombarded the town with rocks, destroyed soul-infused soldiers, and confronted Cracker while declaring war on the Charlotte Family. The bombardment also struck pedestrians unable to escape in time 382.
After evading Cracker, Phil rescued the gravely wounded Luo Chen and carried him toward the Isel. He refused to abandon his captain when Big Mom pursued them, leaving only after Luo Chen explicitly ordered him to return to the ship and protect the crew’s escape 387 388.
Defeat and Training
When Mammon attacked the crew, Phil recognized the danger to George and attempted to intervene. He was unable to prevent George from being knocked into the sea, and Mammon subsequently overwhelmed him with Armament Haki and advanced Six Powers techniques. Although Phil later landed a punch that made Mammon bleed, he was defeated by Rokuogan and left unconscious 391 392.
Following Catherine’s capture, Phil, George, and Singh left together to seek greater strength rather than remain dependent on Luo Chen. They promised to return regardless of whether they achieved a breakthrough. After more than a year of training, including practice against wanted pirates, the three prepared to travel to Shura Island 405 410.
Return and the Holy Land Rescue
After rejoining the crew, Phil helped cover Luo Chen’s withdrawal from the Marines. He intercepted cannonballs, engaged Komei, and broke off the fight when the pirates escaped aboard Singh 421 422.
Phil then participated in the operation to rescue Catherine from Mary Geoise. Impatient with waiting in hiding, he obtained permission to assist Luo Chen’s clones. He bombarded guards, helped freed slaves escape, and joined the destruction of another Celestial Dragon residence before Lucci, Kaku, and Stussy intercepted him and the second clone 430 433 434 436.
During the wedding battle, Phil and Singh arrived in time to rescue George and Monbuma from Orange’s attacks 442.
On a later visit to Dressrosa, Phil exposed thugs cheating Fujitora at gambling. Fujitora defeated them before Phil could attack. Phil told the Straw Hats that he had come to assess the new generation, but seeing Fujitora’s ability had satisfied his interest, and he left to explore elsewhere 457 458.
Appearance
- Build: Described as a slender figure 206.
- Clothing: Wore formal dress when arriving at Macaron Island 199.
- Combat effects: His ability frequently surrounds his body or limbs with pale blue light, leaving blue afterimages during rapid movement 177 218 330.
Personality
Phil is intensely competitive and seeks out opponents who can help him grow stronger. He repeatedly challenges his crewmates, becomes frustrated when denied opportunities to fight, and measures a captain’s worth partly by whether that captain can command respect through personal strength 218 219 318 369.
He enjoys taunting opponents and provoking reactions. Against weaker enemies, he often dodges by the narrowest margin while pretending to be threatened. This confidence also makes him impatient: during the Mary Geoise rescue, he struggled to remain hidden and delayed withdrawing because he wanted to continue fighting 191 193 433 436.
Despite his ruthlessness, Phil distinguishes between useful sailors and habitual murderers. He refused to recruit Kenya’s bloodthirsty loyalists, killed them after confirming their crimes, and later spared the remaining sailors while warning them against further evil. His conduct is not consistently protective of bystanders, however; his attack on Biscuit Town injured fleeing pedestrians 194 199 382.
Once he accepts others as companions, Phil is deeply loyal. He came to regard Luo Chen and the crew as family, cried with relief when his wounded captain regained consciousness, and refused repeated requests to save himself at Luo Chen’s expense 387 388.
Abilities & Skills
Speed-Speed Fruit
Phil uses the Speed-Speed Fruit to accelerate his movements and attacks, combining the ability with an already-developed martial arts foundation 177.
- Speed Domain / Extreme Speed Domain: Produces a pale blue field around him. Its initial combat use covered roughly a two-meter radius; a later activation enveloped an entire section of a restaurant hall 177 191.
- Supersonic attacks: Accelerates punches and elbow strikes beyond the sound barrier, increasing their impact and generating sonic booms or shock waves 177 374 376.
- Evasion: Avoids gunfire and launched Seastone nets through speed and powerful physical reflexes 191 192.
- Ally support: Enhanced George’s speed during the escape from Diamante 345.
- Projectile acceleration: Propels rocks and cannonballs as high-speed ammunition, including supersonic cannonball attacks 382 434.
- Limits: His speed does not guarantee superiority. Fukelike’s blood-pumping state initially outpaced him, while Mammon’s advanced movement and combat techniques overwhelmed him 178 391.
Martial Arts
Phil is an experienced unarmed fighter who combines punches, kicks, elbows, throws, and specialized methods of applying force. His knowledge of the body allowed him to identify how Fukelike’s blood-pumping state enhanced his performance 178.

| Supersonic Heavy Punch | Stopped Fukelike’s giant boar charge with a punch to the head 177. |
| Extreme Speed: Million-Style Onslaught | Delivered a continuous barrage of accelerated punches that broke Fukelike’s guard position and sent him flying 177. |

Geppo
Phil learned Geppo from the Six Powers, enabling him to move through the air 369.
- Proposed fighting Luo Chen over the sea because both could use Geppo, avoiding the restrictions of fighting aboard the Isel 369.
- Explicitly acknowledged that they still needed to avoid falling into the water 369.
Perception and Combat Judgment
Phil can assess opponents’ physical condition, fighting methods, and relative strength through experience 178 206.
- Detected whispered conversations and identified knockout drugs by taste, drawing on experience with assassination attempts during his fighting career 191.
- Sensed Luo Chen’s approach before mastering Observation Haki 231.
- Recognized that Cracker’s apparent body was an armor-like puppet 374.
- Detected Mammon’s trap for George, though he could not intervene quickly enough 391.
- Later sensed the powerful presence approaching the Isel alongside Luo Chen and suspected a Marine Admiral 452.
Aura
Phil can release an intimidating aura capable of exerting pressure on others 170 206.
- Forced a Macaron officer to his knees through its pressure 206.
- Released his own aura to push back against Luo Chen’s pressure aboard the Isel 319.
- The provided account does not identify this aura as a specific form of Haki 170 206 319.
