History
New York Cleanup Operations
Six months after the Battle of New York, D.O.D.C. employed crews to remove Chitauri remains and other dangerous wreckage. Zhao Fan entered its outsourced cleanup workforce through Jose Rodriguez’s referral. Although the job provided cash employment, temporary workers faced unexploded alien weapons, live electrical cables, radiation, and unstable structures with much poorer protection than permanent staff 1 4.
The cleanup operation also supported an illicit salvage economy. Workers searched cleared sites for overlooked valuables, while access to survey data helped favored scavengers obtain profitable assignments. Benjamin Lee exploited the agency’s personnel and task-management systems to identify concealed hazards, surveillance blind spots, and promising salvage locations for Zhao Fan’s group 1 6.
Leviathan Recovery and the S.C.U.
D.O.D.C. sealed Queens Industrial Park 19 after a crashed Leviathan penetrated a former Stark Industries biological laboratory. The site was designated a red zone for biological radiation and structural-collapse risks. When rival scavengers converged on the surviving specimen, Evelyn Reed deployed armored vehicles, combat drones, and the agency’s highest-clearance special operations team. Zhao Fan nevertheless escaped with its core 16 17 19.
Evelyn subsequently exposed Zhao Fan and Jose’s fabricated alibi and pressured them into signing Special Cleanup Unit contracts. The appointments granted permanent employment, doubled pay, and full medical insurance, but also required Stark Industries monitoring wristbands. Benjamin joined as the unit’s technical specialist, and its first documented mission investigated unstable energy readings beneath a former Hydra laboratory in Queens 22 24 25.
Following an attack on the agency’s Fortress transport and Zhao Fan’s defeat of Shadow, D.O.D.C. underwent an internal purge. S.C.U. gained higher clearance, an armory, and a helicopter. Intelligence obtained through the team’s subsequent Hydra raids enabled Evelyn and S.H.I.E.L.D. to eliminate peripheral Hydra outposts, earning D.O.D.C. official commendations 30 33.
Hydra Takeover Attempt
During the Project Insight crisis, Alexander Pierce assumed supreme command of both S.H.I.E.L.D. and D.O.D.C. He ordered supply warehouses locked down and imposed “loyalty screenings” targeting Stark-appointed specialists, ordinary cleaners, and S.C.U. Hydra intended to seize the agency’s recovered resources while eliminating personnel who knew too much 34.
Zhao Fan’s team broke through the New York headquarters blockade and rescued Evelyn from the sublevel-three data center, where she had secured Stark Industries data and core samples. The team later used D.O.D.C.’s waste-processing infrastructure near the Triskelion to infiltrate the Project Insight complex 34 36.
Reorganization
After S.H.I.E.L.D.’s collapse, Evelyn used the recovered Hydra intelligence and the agency’s credited assistance during the crisis to pursue control of D.O.D.C. She separated S.C.U. from the regular organization, placed it directly under her authority, and promised a new base and budget 40.
One week after the Washington disaster, D.O.D.C. was being reorganized as a federal enforcement agency no longer answerable to S.H.I.E.L.D. Its expanded mandate included legal law-enforcement powers, a larger budget, and priority rights over battlefield remnants. These powers came with military, government, and Stark Industries oversight, mandatory recovery records, and shared technical analyses 41.
Public Relaunch and Washington Salvage
Evelyn presented the reorganized agency through the “City New Life” art exhibition. She used the event to defend D.O.D.C.’s autonomy against political, military, and corporate pressure and appointed Maya Chen as its first publicity director. Maya’s sculpture, “Seed Beneath the Ruins,” became the exhibition’s centerpiece 43.
At the Triskelion wreckage, S.C.U.’s recovery work brought it into direct conflict with military observer Brock Rumlow. Zhao Fan refused to surrender recovered Hydra technology and forced Rumlow’s convoy to withdraw through communications interference and concealed sentry turrets. Disputes over access to contaminated areas and ownership of recovered technology continued afterward 44 45.

Special Cleanup Unit
S.C.U. is also called the Special Resources Recovery Unit. It develops from a specialist cleanup team into Evelyn’s intended armed and intelligence arm 22 23 40.
- Reporting line: Removed from D.O.D.C.’s regular organization and placed directly under Evelyn after Project Insight 40.
- Recovery priority: Receives absolute priority for handling “extremely dangerous” finds within the reorganized agency 44.
- Field support: Uses remote surveillance, dedicated technical facilities, specialist protective equipment, and an expanded weapons inventory 25 30 42.
- Auxiliary recruitment: Zhao Fan recruits Yelena Belova, formerly Kestrel, into a special operations auxiliary role. Evelyn equips her with nanofiber armor and high-frequency alloy blades made from recovered mothership material 47.
Authority and External Relations
| Area | Arrangement |
|---|---|
| Jurisdiction | Specializes in the aftermath of superhuman battles and hazardous-material recovery, with priority rights over battlefield remnants 41. |
| Funding | Receives defense funding, United Nations peacekeeping allocations, and private sponsorship, including Stark Industries support 43. |
| Oversight | Military, government, and Stark Industries representatives form a three-way system of checks and balances 41. |
| Recovery records | Recovered items must be warehoused and registered; technical analyses must be shared 41. |
| Stark technology | The new charter requires recovered items involving core Stark technology to undergo physical and data isolation before transfer back to Stark Industries 43. |
| Military cooperation | Evelyn offers perimeter-security and transportation roles to the military while reserving core-area purification for D.O.D.C. specialists 43. |
- S.H.I.E.L.D. — Former superior organization; Evelyn describes D.O.D.C.’s earlier role as a front for it. Its collapse creates the opportunity for D.O.D.C.’s independence 40 41.
- Stark Industries — Co-founder, sponsor, and major technology supplier. Its legal representative, Mr. Davidson, presses Evelyn for transparent oversight of recovered Stark assets 22 43.
- United States military — Both an oversight partner and a rival claimant to recovered technology. Generals Phillips and Ross contest access and control, while Rumlow attempts to seize S.C.U. recoveries directly 41 43 44 45.
- Hydra — Infiltration threat and attempted usurper. D.O.D.C.-supplied intelligence helps expose its personnel, but Pierce later targets the agency’s staff and stockpiles 33 34.
- Shadow — Black-market broker with detailed knowledge of internal security failures. She plots to damage D.O.D.C. and steal its transported Leviathan Heart sample 11 27 30.

Operations and Resources
Hazardous-Material Control
- Restricted zones: Uses hazard designations including orange-alert areas and red zones. Documented reasons include unstable load-bearing structures, biological radiation, and collapse risks 7 16.
- Decontamination: Workers undergo purification before leaving. Carrying contaminants outside a work zone can result in immediate dismissal, isolation, and investigation as a security threat 3.
- Detection: Employs energy counters, detection gates, survey data, and energy-monitoring systems to track dangerous remnants 3 6 10 13.
- Containment and transport: Moves high-risk samples to headquarters under armed escort. The Fortress transport carries an active Heart of Leviathan under liquid-nitrogen conditions 27 28.
Security and Equipment
- Site defenses: Stark-sponsored motion-capture cameras, automated sentry guns, combat drones, and exoskeleton-equipped response teams protect restricted recovery sites 7 16 19.
- Fortress transport: The agency’s highest-grade transport vehicle uses heavy composite armor, six off-road wheels, armed Humvee escorts, and overhead security drones 28.
- Powered hauling suits: Civilian exoskeletons assist with debris removal. Jose’s suit allows him to lift half-ton steel plates, but cannot fly or fire lasers 16 44.
- Specialist protective gear: S.C.U. receives bulletproof, stab-resistant fiber clothing with integrated life support, electric batons, and special-alloy throwing knives 25.
- Engineering support: D.O.D.C. engineers reforge Zhao Fan’s crowbar from recovered Chitauri metal, making it strong enough to pry open tank armor 44.
- Recovered assets: S.C.U. secures twelve fully charged Hydra phase-change energy rifles and two exoskeleton thrusters during Washington salvage operations 44 45.
Labor Conditions and Internal Weaknesses
- Unequal protection: Permanent employees receive strong equipment and substantial insurance coverage; early hourly cleaners work in thin protective suits with far fewer safeguards 1.
- Avoidance of liability: After Zhao Fan and Jose are injured in an explosion, an inspector classifies the incident as accidental and asks whether they can return to work the next day 3.
- Wage pressure: Foreman Big Mike threatens hazardous-material allowances, while workers rely on unofficial salvage to supplement wages 1.
- Corruption: Advance survey information reaches favored scavengers. Rick also bribes a supplies supervisor to obtain temporary access to two heavy hauling exoskeletons 6 16.
- Network vulnerabilities: Despite advanced Stark protection on its internal network, outsourced personnel systems and outdated task-system protocols allow Benjamin to establish unauthorized access 6.
- Oversight evasion: S.C.U.’s dangerous-material privileges allow some recovered items to be written off as damaged or lost, undermining the agency’s formal registration requirements 41 44.
